Disbursement of public investment capital in 2025: Be proactive from the beginning of the year

Pursuant to Resolution No. 459/NQ-HDND, the Provincial People's Committee has issued a decision to allocate public investment capital in 2025 based on the principle of concentration, focus, and key points, in compliance with the conditions and order of priority as prescribed by the Law on Public Investment. At the same time, sufficient capital will be allocated for completed projects, counterpart funds for ODA projects, and foreign preferential loans; capital will be ready to be allocated for transitional projects that must be completed in 2025; priority will be given to allocating capital according to progress for connecting projects, projects with inter-regional impacts, and projects that are significant in promoting socio-economic development.

Pursuant to the decision of the Provincial People's Committee, the Department of Finance issued Document No. 17/STC-QLNS, dated January 7, 2025, on the implementation of the 2025 Public Investment Plan of Hoa Binh province. To ensure budget balance and effective management and operation of the state budget, the Department of Finance requests that investors (IUs) including departments, branches, sectors, provincial specialized project management boards, and People's Committees of districts and cities urgently take action from the beginning of the year. Particularly for projects with completed volume, it is required to promptly accept the volume and promptly send payment documents for timely disbursement. For projects assigned with investment capital plans from land use fee revenue and lottery revenue in 2025, when there is completed volume and payment needs, the IUs send documents and acceptance documents to the Department of Finance to promptly enter the capital plan into the Tabmis system in accordance with the collection schedule.

According to the assigned capital plan, the central budget capital in 2025 will focus on investing in important national projects, expressway projects, and regional linkage projects with a total capital of about 5,201 billion VND. In addition, projects by industry and sector will receive a total investment capital of over 549 billion VND; the capital to implement 3 national target programs is about 521.8 billion VND. Regarding the investment capital in the provincial budget balance in 2025, about 1,238 billion VND will be disbursed for transitional projects expected to be completed in 2025; over 584 billion VND will be disbursed for transitional projects to be completed after 2025; over 93 billion VND will be disbursed for new projects starting in 2025...

In the final year of implementing the Resolution of the 17th Provincial Party Congress, GNVĐTTC continues to be identified as a particularly important task, led and directed by the Provincial Party Committee, People's Council, and People's Committee from the beginning of the year with high political determination. This year, the rate of GNVĐTTC continues to be directed to be included in the criteria for evaluating the task completion results of agencies and units in the province. The Provincial People's Council assigns the Provincial People's Committee to be responsible for allocating capital according to project progress, directing the implementation of the 2025 DTC plan in accordance with the law, ensuring effective use of capital.

Ensure efficient use of capital

The project of the road connecting Luong Son town - Xuan Mai, Hanoi (phase 1) is a key project using public investment capital. The project has a total investment of 999 billion VND, belonging to the group of transitional projects to be completed after 2025. According to the investor, the Provincial Traffic Construction Investment Project Management Board, the total capital plan assigned to date is 672.431 billion VND. Since the beginning of the year, the investor has focused on implementing construction and site clearance work, urging construction as soon as the site is available with the determination to speed up the disbursement progress. To ensure progress, the contractor will increase construction machinery and equipment for the next sections if the site is handed over, and proactively carry out a number of other tasks according to regulations.

In the whole province, the GNVĐTTC work has been implemented quite proactively since the beginning of the year. It is estimated that by the end of the first quarter of 2025, the disbursement will reach about 20% of the assigned capital plan. However, looking back at the GNVĐTTC results in 2024 and the determination of the entire political system throughout the past year, we can see that in reality, there are many long-standing problems that have not been resolved, slowing down the progress of works and projects. Compared with the target set for the GNVĐTTC work in 2024, by January 31, 2025, the disbursement results reached 95% of the Prime Minister's capital plan, reaching 86% of the capital plan assigned in detail by the Provincial People's Committee to each project. The reason for not achieving the plan is seen mainly because the role of the head at some investors has not been fully promoted; Some investors are still not closely monitoring and are not resolute in implementing the project... In particular, site clearance is still a bottleneck that adversely affects the handover of construction sites and disbursement progress. Therefore, from the beginning of the year, the Provincial People's Committee has directed and closely urged relevant units to ensure that state budget capital is used effectively.

At the regular meeting in February 2025, Comrade Bui Duc Hinh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee directed to accelerate the progress of GNVĐTTC from the beginning of 2025. Emphasizing that this is an important content in the province's economic growth management scenario in 2025, he requested departments, branches, units, and localities to develop and closely follow the GNVĐTTC scenario for each month, each quarter, each project, ensuring that the whole year meets and exceeds the set targets. The implementation process needs to resolutely remove difficulties, focus on overcoming bottlenecks at key projects, works, and national target programs. In particular, in the current context, the province is determined to eliminate projects that are not really necessary; Prioritize capital allocation for highly connected projects to unlock resources and promote economic growth in 2025. The results of the GNVĐTC are the basis for monitoring and evaluating the performance of duties and responsibilities of cadres, civil servants, and public employees, especially leaders.
