Accordingly, from March 28, 2025, the retail electricity price will be adjusted at least once every 3 months, the average electricity price will be updated quarterly according to the cost of electricity generation. Decree 72 allows Vietnam Electricity Group (EVN) to adjust the average retail electricity price within the price range prescribed by the Prime Minister. Specifically, if the average retail electricity price decreases by 1% or more compared to the current level, EVN is responsible for reducing the price accordingly; conversely, if the average retail electricity price increases by 2% or more, depending on the level of increase, EVN is allowed to decide to increase the average retail electricity price or must report to the Ministry of Industry and Trade and report to the Prime Minister for comments.

The electricity price adjustment every 3 months is to ensure that the electricity price promptly reflects the fluctuations of input factors, helping the electricity price to be close to the market price. Starting from March 31, 2025, the average retail electricity price will be at least 1,826.22 VND/kWh and at most 2,444.09 VND/kWh.
