Urgently relocate the power grid, speed up the progress of the Northern Expressway

Power grid infrastructure still "blocks" the main line

On July 29, according to the leader of the Thang Long Project Management Board (Ministry of Transport - Investor of Bai Vot - Ham Nghi, Ham Nghi - Vung Ang component projects), Ha Tinh province handed over the entire main route of the North - South expressway project phase 2 to the investor for construction.

The Ham Nghi - Vung Ang project through Thach Ha district, constructed by Tu Lap unit, has concreted 3km out of a total of 4km of the main route.

However, in some localities, the power grid infrastructure is still blocking the main route as well as connecting routes. Specifically, at the construction site of the main route of the Ham Nghi - Vung Ang component project through Tan Lam Huong commune, Thach Ha district, Ha Tinh province, constructed by Tu Lap Construction Company Limited, there are still some points where the foundation and road surface cannot be constructed.

Mr. Nguyen Quang Thuc - Commander of Tu Lap Construction Company Limited said that the unit is in charge of constructing 4km of main route, 6 underpasses, 29 drainage culverts and 3 large bridges.

Up to this point, thanks to the construction of 3 shifts, 4 crews, mobilizing machinery and human resources, the unit has completed about 70% of the work. If all goes well, the contractor can complete all items including the access road before February 2025.

"We have paved 3km of the main route out of a total of nearly 4km of C25 hollow asphalt concrete. However, there are still some points on the route that cannot be constructed due to power grid obstructions. We hope that the locality will hand over the road foundation and foundation construction soon before this year's flood season," said Mr. Thuc.

Currently, there are still some power lines that have not been relocated, so the contractor has not been able to complete the construction.

Similarly, at the construction site of the road connecting National Highway 1A with Cam Quan intersection, Cam Xuyen district, with a length of 3.2km, constructed by contractor Thanh Huy, it has not been completed seamlessly due to the 110kV and 220kV power lines.

At the construction site, Thanh Huy contractor has basically completed the K95 land area and is preparing to build the K98 land area. At the Rao Cai River overpass construction site, due to the 110kV power line, the cement pile drilling rig system has been dormant for many months.

"The route passes through an area that is frequently flooded during the rainy season. The unit hopes that the locality will soon relocate the power grid system for construction before this year's rainy season. In the coming time, if there is no construction site, the contractor will be forced to move the cement pile drilling rig to another location and cannot wait any longer," said a representative of contractor Thanh Huy.

Relocating power infrastructure before flood season

According to the leader of the Ha Tinh Department of Industry and Trade, due to the complexity of the high-voltage transmission grid system, the progress of relocating the 500kV and 220kV lines through the area has not been as expected. Recently, the unit has sent a document to units and localities to speed up the progress and soon complete the relocation of the power system to serve the construction of the North-South expressway project.

The route connecting from National Highway 1A to Cam Quan intersection, the cement-soil pile system has been lying dormant for many months due to lack of construction site.

Up to this point, Ky Anh district has completed 15% of the 500kV grid with the construction of 4/4 column foundation positions, and is currently constructing and installing the column and power lines; Ky Anh town has completed 20% of the construction with the construction of 2/3 column foundation positions, and is currently constructing the remaining column foundation.

Regarding the 220kV power grid, Thach Ha district has completed 30% of the construction, Duc Tho district has completed 45%, Cam Xuyen district has completed 72%, and is constructing power poles, power lines, and carrying out power switching procedures.

With the 110kV grid, Duc Tho district has completed the relocation, Cam Xuyen district has completed 82% of the construction, and Thach Ha district has completed 80%.

The low-voltage and medium-voltage power grids in Duc Tho, Cam Xuyen, Ky Anh, and Ky Anh Town have been completed and are undergoing grid transfer and power connection procedures; Can Loc and Thach Ha districts have completed 95% of the construction, and Ha Tinh City has completed 90%.

It is expected that by the end of this year, vehicles will be able to travel on the main route of the North-South expressway project.

To serve the project's construction, the Department of Industry and Trade requested localities to focus on urging contractors to mobilize all resources to speed up the relocation of the power system, especially the 500kV, 220kV, and 110kV power systems.

In addition, in close coordination with Ha Tinh Power Transmission, Ha Tinh Power Company established construction measures and safety measures, promptly submitted them to competent authorities for approval to serve the work of power connection, disconnection, connection transfer, as well as fully implementing documents and procedures for acceptance and inspection of acceptance work.

Actively coordinate and create favorable conditions for localities in scheduling power on/off, establishing measures to ensure construction safety, technical acceptance; during the implementation process, comply with the conditions for stopping and reducing power supply according to regulations; review and recommend the National Power Transmission Corporation and the Northern Power Corporation to promptly remove related difficulties and problems.

The North-South Eastern Expressway Project, phase 2021-2025, through Ha Tinh, has a total length of 102.38km with 3 component projects, including: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang and Vung Ang - Bung.

The amount of land that Ha Tinh needs to hand over is up to 912 hectares of various types of land with nearly 9,500 affected households, building 26 resettlement areas, 4 cemeteries to exhume 1,000 graves and relocating many other works and technical infrastructure.
