According to Associate Professor Dr. Nguyen Thu Thuy, Director of the Department of Higher Education, Ministry of Education and Training, although this rate in 2023 is lower than in previous years, this is a number that actually reflects the wishes and corresponds to the actual capacity of the candidates.

The number of students officially enrolled in university in 2022 out of the total number of candidates taking the 2022 high school graduation exam reached 49.2%; this year's rate is expected to be similar.

In addition, the Ministry of Education and Training also reported that the number of candidates admitted to their first choice was 49.1% of the total number of candidates registered for admission.

Candidates who passed the first 3 choices accounted for 74.9%, and those who passed the first 5 choices accounted for 85.1% of the candidates who registered for admission. On average, a candidate qualified to pass 2.76 choices.

Notably, the number of early admitted candidates who chose to register for the first choice was only 32.2%. The number of candidates admitted directly according to the regulation of immediate admission confirmation was only 30.48%.

Director Nguyen Thu Thuy commented that this year, some universities still used too many complicated admission methods and options, many places did not ensure fairness, the allocation of quotas was not reasonable, causing difficulties for candidates and the system. Many schools that considered early admissions could not predict virtual candidates.

To tighten the following years, the Department of Higher Education requires universities to soon complete the enrollment methods for 2023 - 2024; determine the direction and orientation of enrollment from 2025. Universities completing the enrollment plan for 2024 need to pay attention to completing the enrollment methods, properly implementing the current enrollment regulations, avoiding making the enrollment methods complicated and troublesome for candidates.
