After nearly 3 years on the run, he was finally caught by the law thanks to the tireless efforts of Hoa Binh Provincial Police detectives.

The Unruly Child

Bui Thanh Liem was born and raised in Dong Suong village, Lien Son commune, a mountainous area in Luong Son district, Hoa Binh province. As the eldest of two children, he was raised and educated by his parents with the hope that he would grow up and mature.

His family is a farmer, so after school, he helps his parents with farm work and takes care of his younger siblings. He is quick, active, and greets people often, so he is loved by everyone around him.

He thought that his family background and education from his parents would help him become a useful person to society. However, due to lack of family control, he neglected his studies and hung out with bad friends. From a good boy, he became rebellious and playful. By the 8th grade, he dropped out of school and hung out with bad friends.

To get money, he took advantage of other people's negligence to steal property. The local authorities often met with him and educated him, but he still had the same problem. He ignored the advice from his parents and family members, and then, what had to happen happened.

In early 2012, when he was only 19 years old, he defrauded and appropriated property from people in Ha Dong district, Hanoi. For that crime, he was sentenced to 18 months in prison by the People's Court of Ha Dong district.

Bui Thanh Liem was arrested at his hospital bed while pretending to be a seriously ill person and at the investigation agency.

After being released from prison, Bui Thanh Liem did not learn from it and did not cultivate himself to become a good person. He continued to sink deeper into sin. In 2014 and 2015, he repeatedly committed thefts and abuse of trust in Luong Son district, Hoa Binh province and Ha Dong district, Hanoi.

After being arrested by the Luong Son District Police, he took advantage of a loophole to escape from detention. The total sentence he had to serve was 4 years and 6 months in prison.

Still the same old habits, after being released from prison, he became more stubborn, sophisticated, and cunning. Having no job, he wandered everywhere, making friends to take advantage of loopholes to commit crimes.

Through his relationships, he met Ms. Pham Ngoc Anh, born in 1992, who is currently renting a room in Zone 7, Cao Phong Town, Cao Phong District, Hoa Binh Province. With his gift of gab, he easily won Ms. Anh's affection. When his prey fell into the trap, he tried to seize her property to get money to spend.

At around 7:00 p.m. on December 29, 2019, he went to Pham Ngoc Anh's rented room to play. While they were talking, Duong Thu Phuong (born in 1992, residing in Zone 2, Cao Phong Town, Cao Phong District), a friend of Pham Ngoc Anh, came to play.

He then asked to borrow the YAMAHA Cuxi motorbike with license plate 28Y-2883 and the white iPhone 7 plus to buy oranges. Ms. Anh agreed to lend him the motorbike and phone without any suspicion.

Little did she know that the person she trusted so much was actually a real thief. Just waiting for that, Bui Thanh Liem quickly escaped with all his assets. He pawned his motorbike at a pawn shop in Hoa Binh City for 4 million VND, then sold his phone for 3.5 million VND to get the money to spend.

After spending all the money and being unable to return the property, the subject fled the area. On June 19, 2020, knowing that he could not escape, Bui Thanh Liem went to Cao Phong District Police to surrender and confessed to his crime.

On October 22, 2020, Cao Phong District People's Court sentenced him to 30 months in prison. However, Bui Thanh Liem once again continued to evade serving his sentence. The Criminal Enforcement Agency of Hoa Binh Provincial Police issued a nationwide wanted notice for Bui Thanh Liem.

Exposing the trick of forcing the lungs to cough up blood

Flipping through the suspect's file, Lieutenant Colonel Nguyen Ngoc Tuyen - an officer of the Criminal Enforcement and Judicial Support Police Department of Hoa Binh Province Police said that Bui Thanh Liem had 5 previous convictions for many crimes. This is a sophisticated, cunning subject, with many tricks to deal with the police.

During his time in hiding, he constantly changed his location and name to avoid detection by the police. After studying the wanted file, we found that there was very little information about the subject, his family was not cooperating, and there were signs of cover-up, so verification was difficult.

Under the direct direction of Lieutenant Colonel Nguyen Thi Thuy - Head of the Criminal Enforcement Police Department of the Provincial Police, a working group synchronously carried out professional measures, secretly searched for clues, and verified through the relationships of the subjects.

Through the masses, at the end of 2022, detectives got information that the subject was working for a clothing store in Long Bien district, Hanoi. Realizing that this was the time to arrest the subject, a task force immediately went to Long Bien to verify and arrest him. However, when they arrived, the subject had already fled.

Verifying with local people, it is known that the subject is very wary of the police, and whenever he sees the risk of being exposed, he immediately flees.

Persistently sticking to the area, the detectives delivered a “Letter of Call for Surrender” to enjoy leniency under the law. When contacting the family, no one knew where the subject was. After escaping, the subject cut off contact with his family and relatives. The pursuit of the subject seemed to have reached a dead end, but the detectives received unexpected information.

On June 6, 2023, through administrative inspection, Phan Si Pang Ward Police, Sapa Town, Lao Cai Province discovered 2 suspects of illegal drug use. The working group took the subjects to the ward police headquarters to conduct a quick drug test. During the investigation, the subjects did not present identification documents, gave evasive statements, and were not sincere.

Initially, the subject confessed to being Nguyen Thanh Tung, born in 1993, residing in Dong village, Kim Chung commune, Hoai Duc district, Hanoi. Later, the subject confessed to being Nguyen Anh Trung, born in 1997, residing in Phung Thuong commune, Phuc Tho district, Hanoi. Realizing that the subject was acting suspiciously to conceal his identity, Phan Si Pang ward police temporarily detained him for verification.

With his cunning nature, the subject suddenly forced his lungs to cough up blood and claimed to have terminal tuberculosis. The subject requested to be taken to a medical center for examination with the intention of continuing to escape. Phan Si Pang Ward police followed his request and secretly verified the subject's identity.

At this time, the Hoa Binh Provincial Police detectives announced the search for Bui Thanh Liem. After matching the information, Nguyen Anh Trung was identified as Bui Thanh Liem, a subject wanted nationwide. On June 7, 2023, the Hoa Binh Provincial Police Working Group immediately went to Phan Si Pang Ward to verify. During the working process, the working group announced a wanted notice, and Bui Thanh Liem had to bow his head and admit his guilt.

After being sentenced to 30 months in prison by the People's Court of Cao Phong District, Hoa Binh Province, he fled the area. During his time in hiding, he traveled through many northern provinces and cities, changing his name to create a legal cover. He worked in many jobs, from selling clothes in Long Bien District to repairing cars and motorbikes in Hoai Duc (Hanoi).

After hiding in the plain provinces, realizing the risk of being discovered, he decided to go to the mountainous provinces, remote areas to hide. He went to Lao Cai and applied to work as a cable car ticket seller at the Phan Si Pang tourist area. He believed that with his detailed and sophisticated calculations, the police would not be able to detect him. In particular, he had a special talent for forcing his lungs to cough up blood, pretending to have terminal tuberculosis. With this trick, he escaped the police many times.

However, "a thick orange peel has sharp nails", after nearly 3 years on the run, the subject fell into the net of the law thanks to the perseverance of the Hoa Binh Provincial Police detectives.
