Vietnam Electricity Group (EVN) is investing in 10 power source projects with a total capacity of 6,793 MW. In addition, EVN has proposed to invest in a number of new power sources.
Not many projects
Among the projects under construction of EVN that will come into operation in the near future, the Ialy Hydropower Expansion Project (360 MW) will reach the finish line the earliest.
Specifically, in November 2024, this project will generate electricity from Unit 1 and in December 2024, it will generate electricity from Unit 2.
At the Hoa Binh Hydropower Expansion Project (480 MW), construction work is also closely following the schedule to generate electricity for 2 units by 2025. With the Quang Trach I Thermal Power Project (1,200 MW), the overall progress is currently about 72%. EVN strives to connect Unit 1 to the grid in August 2025 according to the Prime Minister's direction and complete commercial power generation for both units in 2026.
Not only are there few projects under investment, there are also not many projects preparing for investment.
Currently, EVN is urgently completing investment procedures and arranging capital to strive to start construction of the Tri An Hydropower Expansion Project (200 MW) and Bac Ai Pumped Storage Hydropower Project (1,200 MW) by the end of 2024.
Quang Trach II Thermal Power Project (1,500 MW) has been approved by the Quang Binh Economic Zone Management Board to adjust the investment policy and is implementing the work of preparing a feasibility study report, with the goal of starting construction in 2026 and completing in 2029 - 2030. EVN and PVN have signed a memorandum of understanding on cooperation in researching the supply of LNG for this project.
For Dung Quat I and III gas-fired thermal power projects using Blue Whale gas source, EVN has completed project preparation procedures, but so far the progress of the gas source has not been determined.
With the Phuoc Thai 2 and 3 Solar Power Plant Projects, EVN has completed the construction and installation of solar panels, and is expected to be energized by the end of 2024. However, these two projects have not been updated in the Plan for implementing the Power Plan VIII. EVN is closely following the explanation of the Government Inspectorate and competent authorities on the situation of overcoming the shortcomings and limitations according to the Inspection Conclusion to propose the Ministry of Industry and Trade to supplement and update the Plan for implementing the Power Plan VIII and submit it to the Prime Minister for approval.
In addition, EVN is also coordinating with localities to research and report to competent authorities to implement the Tuyen Quang Hydropower Expansion Project (120 MW), Se San 3 Hydropower Expansion Project (130 MW), Se San 4 Hydropower Expansion Project (120 MW) and Son La Hydropower Expansion Project (400 MW).
At the same time, EVN proposed to build an Offshore Wind Power Project in the Northern region with a scale of about 810 - 1,000 MW and a 300 MW Flexible Power Plant in Ninh Binh.
Challenging the key role of ensuring power supply
EVN said that currently, the Group is assigned the key role in ensuring stable and safe electricity supply for socio-economic development and people's needs.
Up to now, the ownership ratio of power sources of EVN and 3 power generation corporations under EVN accounts for 38% (31,360 MW) of the total power source capacity of the entire system.
According to Power Plan VIII, with EVN assigned as the investor for power sources (10 projects/6,793 MW), by 2030, the ownership ratio of power sources of EVN and its member units will only account for about 25.4% of the total power source capacity of the power system, of which EVN directly manages about 13.4%.
Therefore, EVN itself is very worried that if it does not continue to be assigned by the Government to deploy new power sources, it will be very difficult for EVN to play a key role in ensuring electricity supply.
In addition, the total installed capacity of the entire power system has reached about 80,900 MW, but due to the uneven distribution of power sources, the Northern region is currently unable to balance supply and demand within the region. EVN and the National Power Transmission Corporation (EVNNPT) have completed the 500 kV line 3, but the power transmission capacity from the Central region to the North has only increased by about 3,000 MW. Thus, it can only basically meet the load growth of the North in 1-2 years. Not to mention, the Central region must also have surplus power to transfer for the line to be effective.
Therefore, according to EVN leaders, electricity supply in the coming years will be extremely difficult, with the potential risk of peak capacity shortage at the end of the dry season (from May to July every year) and the risk of electricity shortage if the power sources approved in Power Plan VIII do not meet the progress according to the approved plan.
