The signing ceremony is an important milestone in the good friendship and cooperation between Vietnam and Korea in general and between Bac Giang province and KOICA in particular. With the goal of continuously and sustainably contributing to Vietnam's economic and industrial development through training connections and job creation for skilled workers at home and abroad, the two sides agreed to sign a memorandum of understanding with the following contents: Training skilled talents in Vietnamese industries; improving the capacity of lecturers through training programs, sending Korean experts to work in Vietnam; supporting facilities and equipment for the shipbuilding welding industry and the original industry; supporting jobs for skilled workers in Vietnam and Korea...

The project implementation budget is provided by KOICA with a non-refundable aid of no more than 7.5 million USD and counterpart funds from the People's Committee of Bac Giang province according to regulations. The project will be implemented from 2025 to the end of 2029.
Speaking at the signing ceremony, Mr. Lee Byung Hwa expressed that the signing of the memorandum of understanding is a meaningful first step, contributing to promoting sustainable industrial development and improving employment opportunities for young people on the basis of friendship and trust between the two countries.
To implement the project, the unit conducted a survey in 2024. Accordingly, KOICA supports the construction of educational infrastructure at the Vietnam - Korea College of Technology (Bac Giang) and the Vietnam - Korea Industrial Technical College (Nghe An), providing vocational training programs suitable for industrial needs. The goal is to train young people of working age and disadvantaged groups to become skilled technical human resources for the industry. Thereby, training human resources to meet market needs, improve income, and improve the quality of life for themselves and their families. This is also an opportunity for Korean enterprises to access a stable and skilled labor force. KOICA expects this project to be a model for technical human resource training programs implemented in Vietnam as well as other countries in the Asia region.

Here, Comrade Mai Son expressed his sincere and deep gratitude for the support of the Government, People of Korea and KOICA for Vietnam as well as Bac Giang province. At the same time, he affirmed that the signing of this memorandum of understanding is an important milestone in the good friendship and cooperation between Vietnam and Korea in general and between Bac Giang province and KOICA in particular.
He emphasized that in the past time, KOICA has had many activities to support Bac Giang province in the fields of culture, education, prevention and control of Covid-19, especially the project to build the Vietnam - Korea College of Technology. The school was established in 2012 with a total investment of 319 billion VND from non-refundable ODA capital from the Korean Government and counterpart capital from the Vietnamese Government. After 13 years of construction and development, the school now has more than 6,000 students. The Vietnam - Korea College of Technology has affirmed its position as a prestigious vocational training institution in the field of training and applied research on technology and engineering, leading in the region, and was selected by the Prime Minister to focus on investment to become a high-quality college.

He believed that the project would soon be approved and implemented effectively, helping the school become a model vocational training center, contributing to the supply of highly skilled labor for the domestic and international labor markets, especially Korea. The People's Committee of Bac Giang province committed to using KOICA's capital to implement the project to ensure progress, achieve the highest quality and efficiency, and continue to upgrade the scale of vocational training at the Vietnam - Korea College of Technology.
Comrade Mai Son also requested the Vietnam - Korea College of Technology to closely coordinate with KOICA and relevant agencies to advise on the implementation of the contents of the memorandum of understanding to ensure feasibility, compliance with regulations, and suitability with the socio-economic development needs of the province and the aspirations of learners. At the same time, there must be a specific plan for developing the teaching staff, upgrading facilities, and training programs linked to practice.
Comrade Mai Son also expressed his hope to continue receiving the attention, companionship, and long-term and effective support of KOICA not only in education but also in many other fields, contributing to fostering the friendship and relationship between the two countries.
