The Ministry of Home Affairs said that this week, an interdisciplinary working group will survey the implementation of the arrangement of administrative units at district and commune levels in Hanoi.

According to the report on the arrangement of district and commune-level administrative units in the 2023-2025 period of Hanoi City, Hanoi has 1 district-level administrative unit that must be arranged, Hoan Kiem district, but due to special factors, the arrangement will not be carried out.

The number of commune-level administrative units subject to arrangement in the 2023-2025 period is 79 administrative units, including: 49 communes; 28 wards, 2 towns.

Number of commune-level administrative units subject to rearrangement but due to special factors, rearrangement is not carried out: 90 administrative units, including: 30 communes, 55 wards, 5 towns.

Number of commune-level administrative units eligible for reorganization: 12 administrative units, including: 7 communes, 4 wards, 1 town.

Number of adjacent commune-level administrative units with adjusted administrative unit boundaries when implementing the arrangement plan: 39 units, including: 30 communes, 6 wards, 3 towns.

After implementing the arrangement of commune-level administrative units, the entire city of Hanoi will reduce 61 units, including: 46 communes and 15 wards.

Hanoi People's Committee said that according to statistics, the number of redundant commune-level cadres, civil servants, and part-time workers of 61 commune-level administrative units decreased after the rearrangement: 1,054 people, including: 520 cadres, 365 civil servants, and 169 part-time workers.

Hanoi has developed a plan to arrange and assign redundant civil servants. Accordingly, 66 civil servants who meet the standards and conditions will retire until the new term. 15 new civil servants will be assigned; 6 will retain their positions until the new term.

Will arrange and transfer to other commune-level administrative units (if there are still staffing quotas of 539 people (247 cadres, 292 civil servants); Transfer to civil servants 86 people.

In case of surplus and cannot be arranged to other units, 31 people will be encouraged to retire early or quit their jobs.

For commune-level cadres and civil servants who do not meet the requirements for professional qualifications: Arrange other jobs that can take on the positions of non-professional workers in wards/communes; residential groups/villages/quarters, 116 people.

Resolve to reduce staffing (if qualified and meet standards) or terminate employment (according to wishes) of 170 people (112 cadres, 42 civil servants, 16 non-professional workers).

Hanoi's plan also clearly states that to ensure favorable conditions for students' learning and teachers' teaching, schools in the area must be kept stable and the commune-level administrative units must make arrangements;

In the future, if there are any problems in teaching and learning, schools will be rearranged and merged with school locations in accordance with the school network planning of the education sector.

For medical stations, in the immediate future, the medical stations will be kept intact to ensure medical examination and treatment for people and the actual situation of the locality.

After the Resolution of the National Assembly Standing Committee, the arrangement of the number of medical staff will be implemented according to regulations.
