Cha La Bridge Project Creates an Architectural Highlight for the Tourist City

In the period of 2021-2025, the Provincial Party Committee has identified 16 key projects that need to be focused on investment and leadership and direction for implementation. In particular, the Cha La Bridge Construction Investment Project (Ninh Binh City) is an important project to create urban space and landscape, creating architectural highlights for the inner city area of the future tourist city.

At the beginning of the term, the Provincial Party Committee issued many resolutions and action programs on developing transport infrastructure, of which Resolution No. 10, dated December 14, 2021 on building synchronous infrastructure, developing civilized and modern urban areas in the period of 2021 - 2025, with a vision to 2030, clearly defined the goal of focusing on investing in important transport infrastructure to ensure regional and inter-regional connectivity, expand urban space, create space and motivation for socio-economic development.

In the public investment plan, the province identified key projects and works that need to be focused on leadership and direction, including many important projects such as the Cha La Bridge construction project in Ninh Binh city. The project was approved by the Provincial People's Council in Resolution No. 12/NQ-HDND dated March 30, 2022, and the Provincial People's Committee approved the project in Decision No. 968/QD-UBND dated November 10, 2022 with a total investment of 133.57 billion VND from the central budget and the provincial budget.

The objective of the Cha La Bridge construction project is to serve the travel needs of the people, awaken the potential of large land fund space, serve the development of urban tourism. At the same time, expand and exploit the land fund in the south of Ninh Binh city, ensure smooth traffic, reduce the load on bridges across the Van River, ensure the landscape of the Van River corridor.

The project scale includes the construction of a new Cha La bridge at the current bridge location across the Van River, in Thanh Binh ward and Van Giang ward, Ninh Binh city, Ninh Binh province. The project starts at the intersection with Van Giang street, and ends at the intersection with Le Dai Hanh street. The bridge section is 46m long; the bridge width is 26m. Other items include road improvements at both ends of the bridge, intersections on the route, traffic safety system, drainage, lighting system and auxiliary works; Underground power lines on Le Dai Hanh street; Arrangement of traffic safety system.

The project started in early October 2023 and received high consensus and approval from the people. Mr. Dinh Quang Khuong, Head of Residential Group 8, Van Giang Ward, Ninh Binh City, said: Cha La Bridge is an old bridge, built many years ago. With the current population density and traffic volume, the small, narrow, and degraded bridge can no longer meet the travel needs of the people.

The people of Street 8, Van Giang Ward were very excited when the State implemented the project to build the new Cha La Bridge. When implementing the project, the local government disseminated information about the project publicly and transparently, and promoted to the people the land acquisition and site clearance plan.

Street 8 is a central street, with a high proportion of people doing business, so when the project is implemented, it will more or less affect the lives and businesses of the households. However, through propaganda work, people also see the benefits when the state invests in building a new bridge, so for the common good, people all support it, hoping that the bridge will soon be completed and put into use.

Ms. Nguyen Hang Thuy, Party Secretary and Chairwoman of Van Giang Ward People's Council, said: As a ward directly benefiting from the project, the Party Committee and people of Van Giang Ward are very excited to receive state investment in the Cha La Bridge project.

The project has great significance for the socio-economic development of the ward, creating traffic connections between the three wards of Thanh Binh, Van Giang, Phuc Thanh, connecting the main traffic axis when the three wards merge. Along with that, the Cha La bridge project will be an urban highlight, bringing great benefits to the people when developing the economy.

Identifying the special importance of the project, when implementing it, the ward did a good job of propaganda so that people understood the meaning, progress, and implementation time of the project so that people would agree on the site clearance work, handing over the clean site on schedule to the construction contractor.

Up to now, the units have temporarily handed over the site to the investor in Thanh Binh ward. In addition, Ninh Binh city has completed the declaration, inventory, compensation plan, and support for 49/69 households and assets of the Rong market project management board with a budget of 2.1 billion VND. The remaining 20 households are being considered for eligibility for support, relocation, ensuring the legal and legitimate rights and interests of the people. Regarding construction conditions, the contractor has fenced the construction area to ensure traffic safety and environmental sanitation; carried out the construction of public roads and concentrated machinery and equipment to make the construction site for pier M1.

Mr. Giang Van Khuong, Construction Team Leader, Thanh Trung Construction and Trading Company Limited said: Cha La Bridge project is a key project of the province, which is very important in creating the beauty of the tourist city. Upon receiving the order to start construction from the investor, the contractor focused all human and material resources to start construction according to the requirements.

Right from the beginning of the project, the contractor determined that the implementation of the project would not only ensure the time and progress as set out, but also pay special attention to complying with the aesthetic and quality factors of the project. During the implementation process, the contractor always closely followed the direction of the province and the investor, and consulted with specialized agencies so that the project would truly become an architectural highlight of the inner city of the tourist city in the future.

With the province's determination, the contractor's efforts and the support and consensus of the people, the Cha La bridge project will ensure aesthetic and architectural factors, create highlights, promote socio-economic development, and attract domestic and international tourists to Ninh Binh.
