On March 13, Prime Minister Pham Minh Chinh, Head of the Socio-Economic Subcommittee of the 14th National Party Congress, chaired the fourth meeting of the subcommittee.
In many very important instructions and suggestions, the Prime Minister emphasized the thinking, methodology, and approach in continuing to perfect the draft Socio-Economic Report: Closely following reality, respecting reality, starting from reality, taking reality as a measure; stronger combativeness and revolutionary spirit; higher feasibility, practicality, and efficiency; far-sightedness, deep thinking, doing great things, overcoming practical limits and overcoming one's own limits.
To attract talented people to work in the public sector, we still need more preferential policies on income, housing, etc., and more special mechanisms (illustrative photo).
Regarding the tasks and solutions in the draft Report, the Prime Minister emphasized some additional contents, especially continuing to promote 3 strategic breakthroughs (in terms of institutions, infrastructure and human resources).
Regarding human resources, focus on developing high-quality human resources, have a mechanism to attract human resources, retain talents through income, housing, and visa policies to attract scientists, good experts, billionaires, celebrities, etc.
Currently, we are promoting breakthroughs in science, technology, innovation and digital transformation in the spirit of Resolution 57 of the Politburo. This is the foundation for rapid and sustainable development.
This requires huge resources, of which human resources are the most important factor. Without talented people, innovation and creativity are impossible.
Practice has proven that talent is the fundamental factor, the root to change the face of the nation and people. However, the attraction and use of talent in recent times has not achieved the desired results.
At the end of 2024, the Government issued Decree No. 179, stipulating outstanding breakthrough policies, creating a legal basis for attracting and employing talented people to work in the public sector.
Accordingly, the basic salary and income allowance of talented people are much higher than the previous salary. For example, excellent students entering the civil service receive a starting salary of 13.7 million VND/month; scientists and leading experts appointed as senior specialists or equivalent receive a salary of more than 58 million VND/month.
In the context that we are drastically implementing the streamlining of the organizational apparatus, the reorganization process will be the premise, condition and opportunity for agencies, organizations and units to innovate the recruitment and use of cadres. The content of Decree 179 will be an important basis for implementing policies to attract, promote and effectively use, and maximize the talents of talented people in the public sector.
For the policy to truly come into life, implementation needs to ensure fairness, transparency and avoid emotional and biased factors in evaluating and selecting talents.
Decree 179 is considered one of the policy breakthroughs to attract talented people. However, more breakthrough policies are still needed, including higher income and housing incentives, and more special mechanisms.
On the journey to enter a new era, an era of national development, the role and contribution of talented people are very important. Therefore, the urgent task is to renew the thinking and attitude in recognizing and considering talented people; regardless of region, hometown, age, composition, domestic or foreign.
Evaluating and attracting talent must be based on real people and real work; must value quality and work efficiency through specific measurement products.
