Dong Thap has the highest determination and greatest effort to implement the Provincial Planning, ensuring unity, synchronization and efficiency; making the vision, orientation of the Planning and the development aspirations of the province become reality.

Shaping the development space

To orient and arrange development space, ensure synchronous connectivity, maximize the province's potential and advantages, overcome bottlenecks, and unleash resources for harmonious, effective and sustainable development, the Dong Thap Provincial Planning for the period 2021 - 2030, with a vision to 2050 (approved by the Prime Minister in Decision No. 39/QD-TTg, dated January 11, 2024) chooses to harmoniously develop 3 pillars: economy - society - environment, aiming to strive to become a province with a fairly developed level by 2030, in the leading group in digital transformation, one of the centers of agricultural production and agricultural processing in the Mekong Delta; have a synchronous infrastructure system, modern urban areas, rural areas rich in identity, friendly and attractive tourism; comprehensively develop cultural, social and human fields; Maintain the leading position in the country in the following indicators: administrative reform, governance and public administration efficiency, provincial competitiveness. National defense, security and social order and safety are ensured; international cooperation and integration are enhanced. People have a prosperous, civilized and happy life.

To implement the Provincial Planning to 2030, with a vision to 2050, Dong Thap will devote the highest determination, the greatest effort, putting responsibility and affection in every decision and action, from the smallest things to quickly create more new values, higher values ​​in all fields, so that the province can develop faster, and people can have a more prosperous and happier life.

Based on analyzing the current situation and identifying the strengths and weaknesses of each field, the Provincial Planning has shaped the development space through the structure: 4 socio-economic regions, 3 economic corridors, and 4 central cities.

Specifically, the 4 socio-economic regions include:

Firstly, the central socio-economic region: Cao Lanh City and Sa Dec City. Accordingly, the West of Tam Nong District; the South of Cao Lanh District; the North of Lap Vo, Lai Vung, Chau Thanh Districts (along Tien River) are the driving forces of the province's development. Focus on developing urban economy, processing industry, trade, and tourism. In particular, Cao Lanh City is the political, administrative, economic, cultural, and social center of the province, connecting with Sa Dec City to become two growth poles of the central region.

Second, the border economic zone (Northern region), including Hong Ngu City, Hong Ngu District, and most of Tan Hong District. Focus on developing the Dong Thap Province Border Gate Economic Zone, the international trade gateway of the Mekong Delta with Cambodia; becoming a dynamic economic zone, the starting point of three economic corridors (the Hau River Economic Corridor, the Tien River Economic Corridor, and the Dong Thap Muoi Economic Corridor). Hong Ngu City plays the role of a growth pole in the Northern region.

Third, the Hau River economic zone (Southwest region), including Lap Vo, Lai Vung, Chau Thanh districts. Focus on developing infrastructure and services connecting the Mekong Delta region with Lap Vo town, the southwestern growth pole of the province.

Fourth, the Northeast region, including Thap Muoi district, the eastern region of Tan Hong, Tam Nong, Thanh Binh districts; the northern region of Cao Lanh district. Focus on developing large-scale, concentrated high-tech ecological agriculture associated with agricultural and aquatic product processing industrial zones and clusters, with My An town as the growth pole of the Northeast region of the province.

Three economic corridors include:

Firstly, the Northwest - Southeast economic corridor (arranged along National Highway 30 connecting National Highway 1, the North - South Expressway in the West, the North - South Expressway in the East, National Highway N1) is the main development corridor of the province. Focusing on developing urban areas, processing industry, and logistics service centers.

Second, the economic corridor of the South Tien River (arranged along National Highway 80, National Highway 80B, Provincial Road 848 and the South Tien River Road, connecting with the North-South Expressway in the West and National Highway 1) develops urban areas, tourism, industry, and high-tech agriculture.

Third, the Northeast-Southwest economic corridor (arranged along the North-South Expressway in the West) is the economic and social connection route of the provinces in the Long Xuyen Quadrangle with the Dong Thap Muoi region and the Southern Key Economic Zone. Organizing economic activities of processing technology, agricultural services and eco-tourism.

Among the four central urban areas, Cao Lanh City expansion (type I urban area) is the political, administrative, economic, cultural, educational, medical, scientific and technical center of the province; the commercial hub of the Mekong Delta region.

Sa Dec City is the center of high-tech agriculture, industry, culture, trade, science - technology, cultural - historical tourism, eco-tourism, river tourism, and garden tourism of the province; it is one of the flower and ornamental centers of the Mekong Delta region.

Hong Ngu City is the economic center of the northern border of the province; the gateway connecting and trading the economy of the Mekong Delta with Cambodia.

Thap Muoi district strives to achieve the criteria of a type III urban area (town by 2030), focusing on strongly developing the urban area to become the eastern gateway urban area of ​​the province, connecting with the urban axis of Long An, Tien Giang, Can Tho and connecting with Ho Chi Minh City.

The above-mentioned development space is considered a balanced, interconnected and mutually supportive development structure between the central and border areas, between urban and rural areas. In addition, it will enhance the role and importance of synergy, support and mutual complementarity between economic sectors, between agriculture, industry and services in the economic structure; taking agricultural economy as the driving force to create a strong development foundation.

Effective Planning Implementation

Immediately after the Dong Thap Provincial Planning for the period 2021 - 2030, with a vision to 2030, was approved, on February 5, 2024, Chairman of Dong Thap Provincial People's Committee Pham Thien Nghia signed an Official Dispatch directing departments, branches, People's Committees of districts and cities in the province on organizing the implementation of the Provincial Planning, specifically developing a draft plan to implement the Provincial Planning by the responsible unit. In particular, building a roadmap to organize the implementation of programs and projects to effectively implement the goals, tasks and solutions set out in the Provincial Planning; determining the key contents, progress and resources for implementing programs and projects; developing policies and solutions to attract resources to implement the Planning...

Speaking at the Conference to announce the Dong Thap Provincial Planning for the period 2021 - 2030, with a vision to 2050, earlier this year, Secretary of the Dong Thap Provincial Party Committee, Mr. Le Quoc Phong emphasized that in order to effectively implement the content of the Planning, bring the vision, orientation of the Planning and development aspirations of Dong Thap province into reality, the province will focus on implementing a number of key tasks.

Firstly, promote propaganda and widely disseminate the contents of the Provincial Planning to all levels, sectors, business communities and people, in order to create unity of awareness to take action and achieve high efficiency in implementing the planning.

All levels, sectors and localities need to promptly and proactively coordinate to develop a Plan to implement the Planning, ensuring consistency, synchronization and effectiveness. The heads of Party committees, authorities, agencies, units and localities need to clearly identify the key and main tasks of their localities and units to focus on directing the development of programs and plans to implement the Provincial Planning with specific goals and tasks, clearly defining the completion time, assigning responsibilities to each organization and individual, as a basis for leadership, direction and implementation.

Second, Dong Thap will urgently review and adjust specialized planning. Proactively research and amend mechanisms and policies; develop and promulgate new mechanisms and policies for socio-economic development for each period, creating new momentum for the province's development. Continue to focus resources on implementing 5 strategic breakthroughs for the period 2023 - 2025 and the following years; review and adjust the goals and contents of strategic breakthroughs in accordance with the recently approved provincial planning, while ensuring over-fulfillment in the spirit of the Resolution of the 11th Provincial Party Congress, and preparing goals and solutions for the period 2025 - 2030, term XII of the Provincial Party Congress.

Using state budget capital for development investment economically and effectively; investing with focus on key sectors and fields, key infrastructure projects with breakthroughs and great spillover effects, such as main traffic axes in urban areas, traffic axes connecting with dynamic economic regions, infrastructure projects adapting to climate change. Investing in building and developing human resources with sufficient quantity and meeting quality requirements, focusing on forming high-quality human resources.

Promote investment attraction in industry, urban areas, trade - services, tourism, environmental protection, green economy, digital economy, circular economy to improve the efficiency of mineral resource use...

Third, to effectively implement the Provincial Planning, in addition to the internal strength, efforts, solidarity and consensus of the entire political system and all Dong Thap people, the province will mobilize and make the most of all external resources for Dong Thap. In particular, focusing on promoting cooperation and association programs with provinces and cities in the Mekong Delta region; improving and reforming administrative procedures faster and better, creating space and favorable conditions for domestic and foreign enterprises to invest in the province...
