Bien Hoa 1 Industrial Park (IP) is the oldest in Vietnam, established in 1963 with a total area of ​​324 hectares right in the center of Bien Hoa City, Dong Nai Province.

In 2009, the Government agreed in principle to allow the People's Committee of Dong Nai province to convert the function of Bien Hoa 1 Industrial Park into an urban - commercial - service area. After many years of preparation, in early 2021, the Prime Minister approved the removal of Bien Hoa 1 Industrial Park from the development plan of Vietnam's industrial parks, opening a turning point for this area.

By 2024, Dong Nai Provincial People's Committee approved the project to convert Bien Hoa 1 Industrial Park into an urban - commercial - service area and improve the environment.

Regarding the relocation and conversion of Bien Hoa 1 Industrial Park, Mr. Vo Tan Duc - Chairman of Dong Nai Provincial People's Committee has just chaired a working session with relevant departments, branches and units to remove obstacles and promote the progress of task implementation.

Bien Hoa 1 Industrial Park currently has more than 70 enterprises leasing land. According to the project, in phase 1, Dong Nai province will relocate 14 enterprises, completed by the end of December 2024; in phase 2, all enterprises will be relocated by the end of December 2025.

However, there are still businesses that are slow to relocate from Bien Hoa 1 Industrial Park due to waiting for suitable plans, schedules, and relocation costs.

A representative of Dong Nai province affirmed that the conversion of Bien Hoa 1 Industrial Park into an urban and commercial area is a policy in line with the general development trend of Bien Hoa city, contributing to promoting the city's socio-economic development.
