Synchronizing solutions to improve the quality of human resources for FTA implementation

The Central School of Training and Fostering of Industry and Trade Officials strives to improve the training and fostering of officials and civil servants, contributing to the effective implementation of FTAs.


Currently, Vietnam has signed free trade agreements (FTAs) with more than 60 partners, most of which are large economies, spread across continents, accounting for nearly 90% of global GDP. The commitments in this FTA are quite complex and require a team of qualified human resources to clearly and deeply understand the high standards, thereby supporting local management agencies as well as businesses in effective implementation.

As the main training institution of the Ministry of Industry and Trade, over the past time, the Central Training School for Industry and Trade Officials has designed appropriate training content, combining theory and practice, and closely coordinated with localities.

Industry and Trade Newspaper had an interview with Ms. Le Hai An - Vice Principal of the Central School of Industry and Trade Training on this issue.

In recent times, the Government, ministries, sectors, localities, associations and enterprises have made great efforts to improve the effectiveness of FTA implementation. As the main educational and training institution of the Ministry of Industry and Trade, how has the school implemented training plans in general and FTA human resource training in particular?

The Central School of Training and Fostering of Industry and Trade Officials is a public service unit under the Ministry of Industry and Trade, with the function of training and fostering knowledge and skills in professional expertise in the fields of state management, political theory, and state administrative law for civil servants, public employees and business managers in the industry and trade sector.

Over the years, the school has carried out the task of training and fostering many regular and annual training programs, with occupations and fostering programs suitable for job positions and titles.

In addition, the school also participates in many other projects and programs, including activities to support businesses in trade promotion, trade defense, intellectual property, improving business management capacity, transferring production management processes to businesses, contributing significantly to improving the quality of human resources for the Industry and Trade sector.

Regarding the program to improve the quality of human resources implementing FTAs ​​for central and local agencies, since 2022, the school has received attention from the Ministry of Industry and Trade and closely coordinated with the Department of Multilateral Trade Policy. The school has implemented many diverse contents, starting from the development and compilation of documents, with more than 20 sets of documents deployed from 2023 to present.

These documents include handbooks providing basic knowledge on intellectual property commitments in the CPTPP Agreement, the dispute settlement mechanism between the State and investors, investment service commitments in the EVFTA, as well as in-depth documents on commitments and exam preparation.

Other sets of documents include knowledge on effective exporting and commitments in new generation FTAs, and guidance on sustainable development when exporting to international markets.

These documents are useful tools to help schools achieve high quality training and development, and support businesses and localities to clearly understand and effectively utilize commitments in the FTA.

In addition to compiling documents, the school is also tasked with training and organizing specialized classes on FTA. In 2024, the school organized 6 training courses for new generation FTA experts.

These courses have received special attention from state management agencies, institute directors, businesses and industry associations nationwide. Notably, more than 50% of students participating in the courses expressed their desire to receive further in-depth training. The number of classes increased by 1.5% compared to the original plan, which is a very encouraging sign for the school's training work. The school will continue to more effectively implement the training of new generation FTA experts in the coming time.

From practical experience, on the school's side, what difficulties do you see in training and fostering human resources to implement FTA?

Some difficulties in training and fostering human resources to implement FTA are as follows:

Firstly , training on FTAs ​​is a very specific subject, requiring experts to not only have knowledge and pedagogical skills, basic knowledge but also practical experience, especially in the negotiation and commitment process in the agreement. Therefore, the selection and arrangement of lecturers and experts to participate in teaching also faces many difficulties.

Second , to understand the commitments during the implementation process, learners need to spend a certain amount of time on the course. Current training programs usually last 4-5 days for each topic, but many units still have difficulty in arranging staff to participate.

Third , some unit and local leaders are still not fully proactive in building a team of experts on the FTA Agreement, leading to difficulties in consulting and promoting the agreement.

Faced with these difficulties, the school is coordinating with the Department of Multilateral Trade Policy, Ministry of Industry and Trade to find appropriate solutions.

In the coming time, what solutions will the school have to make training and development more practical? And what recommendations do you have?

First of all, in terms of solutions, the school will continue to provide in-depth training on FTA agreements in the coming years, focusing on specific issues that businesses encounter in the process of implementing actual business activities, such as customs procedures, intellectual property, sustainable development, labor, etc. In particular, the program will delve into each specific market to help students meet the requirements of their work.

Next, the school will build a database of human resources, training courses from basic to advanced, to connect a community of state management agencies, businesses, research institutes, schools and industry associations, ensuring that all have a solid grasp of knowledge and skills on the FTA Agreement. This will contribute to the dissemination of the FTA Agreement and help businesses and industry associations effectively implement their commitments in the coming time.

At the same time, continue to compile in-depth documents on the content of the agreement, prioritizing the digitization of data and content to expand accessibility to interested parties.

Finally, the school will regularly organize seminars and discussions between experts and negotiating teams to discuss new points in the agreements with students who have participated in the school's training courses. The goal is to help them become real experts, playing a core role in promoting and consulting on the FTA Agreement for businesses and localities in the coming time.

Regarding recommendations, the school also proposed some points as follows: In order for training to be highly effective, there needs to be active participation of local authorities, especially the role of the Department of Industry and Trade in building human resources and setting criteria for building a team of local FTA experts, and at the same time including this criterion in annual evaluation.

In addition, the school also recommends that management agencies should have appropriate policies and regimes for the team of experts participating in negotiation delegations, developing programs and lectures, as well as teaching specialized classes on the FTA Agreement.
