Focus on implementing key solutions and tasks to remove the IUU "yellow card" in the 5th inspection

BTO- This is one of the directions of Vice Chairman of the Provincial People's Committee Nguyen Hong Hai at the online meeting of the Provincial Steering Committee against illegal, unreported and unregulated (IUU) fishing on the afternoon of February 26. Also attending the meeting were leaders of agencies that are members of the Provincial Steering Committee against IUU fishing; provincial professional teams and groups under the Inter-sectoral Working Group and online connection to coastal districts, towns and cities.

According to the report of the Provincial Steering Committee for Combating IUU Fishing, since the beginning of the year, the work of thoroughly disseminating, propagating and disseminating laws and regulations on combating IUU fishing has continued to receive attention and been regularly implemented by sectors and localities. At the same time, there has been close coordination and active support between forces, sectors and localities in implementing patrol, inspection, control and handling of violations, thereby strictly controlling high-risk fishing vessels and preventing fishing vessels from violating foreign waters. Since February 2023, no fishing vessels of Binh Thuan province have been detected violating foreign waters.

In addition, the registration of fishing vessels according to Circular No. 06/2024/TT-BNNPTNT has been completed within the time limit prescribed by the Circular (December 31, 2024). According to the announcement, the whole province has 2,804 "3 no" fishing vessels with a length of 6m or more. To date, 2,710 fishing vessels have been registered according to Circular 06, reaching 100% of qualified fishing vessels (Tuy Phong 769 vessels; Bac Binh 6 vessels; Phan Thiet 478 vessels; Ham Thuan Nam 101 vessels; La Gi 827 vessels, Ham Tan 212 vessels and Phu Quy 317 vessels). Of the remaining 94 vessels reviewed, only 5 "3 no" fishing vessels still exist but the owners have not registered (Tuy Phong 4 vessels; Phan Thiet 1 vessel).

In addition, the work of controlling fishing vessels entering and leaving ports, controlling output at ports, and implementing the electronic seafood traceability system (eCDT) was carried out seriously. During the month, functional forces and local authorities seriously carried out patrolling, inspection, control, and handling of fishing vessels violating activities in the fisheries sector, especially IUU fishing. Accumulated from the beginning of the year until now, 20 cases have been administratively sanctioned/more than 195 million VND...

At the meeting, members of the Steering Committee as well as local leaders analyzed in depth a number of existing problems and difficulties, emphasizing that the number of fishing vessels that have registered but have not yet been granted/re-granted fishing licenses is still high. Up to now, there are still 1,481 fishing vessels that have not completed procedures for granting or re-granting licenses, but management and control work is not strict. The work of handling fishing vessels that have lost VMS connection at sea has not been carried out seriously and strictly. A number of projects to repair fishing port infrastructure, dredge channels, and handle environmental pollution in fishing port areas are under construction and have not been completed, significantly affecting the activities of entering, anchoring, docking, and unloading products of fishing vessels...

After listening to opinions at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai emphasized that in order to meet the requirements and recommendations of the EC Inspection Delegation, Binh Thuan needs to make more efforts, focus on implementing key solutions and tasks with the whole country to remove the IUU "yellow card" in the 5th inspection.

In particular, the overarching task is to resolutely not let fishing vessels violate foreign waters, strictly handle violating fishing vessels; strengthen inspection and supervision of high-risk groups of vessels. In addition, launch a peak period to carry out registration, inspection, and issuance of fishing licenses for qualified fishing vessels, ensuring timeliness, synchronization, and accuracy. For unqualified vessels or those whose owners do not cooperate, the list will be sent to the Provincial Border Guard Command for supervision and not allowed to leave port for fishing.

The Vice Chairman of the Provincial People's Committee requested that for fishing vessels over 15m that lose VMS connection before December 31, 2024, localities need to verify specifically and have records to monitor each case. The Department of Agriculture and Rural Development is requested to study and promulgate a synchronous and strict record keeping procedure. In addition, strictly implement the work of statistics, control of fishing vessels entering and leaving ports, monitor output at the wharf and trace the origin of aquatic products according to regulations. In parallel with the implementation of re-issuing licenses, registering and inspecting fishing vessels, the Provincial Border Guard Command and the Department of Fisheries are required to be synchronous in handling violations.

In addition, the Department of Agriculture and Rural Development is requested to speed up the repair and restoration of damage and degradation at Wharf 200 - 400 CV La Gi Fishing Port; urgently dredge La Gi estuary; closely follow the Ministry of Agriculture and Rural Development in the proposal to make Phu Quy Port a designated port for fishing vessels operating from offshore to dock, contributing to more effective implementation of anti-IUU fishing work...
