Party cell activities have a decisive significance for all aspects of Party cell activities, improving the leadership capacity and fighting strength of the Party organization, and the quality of Party members. Deeply aware of that significance and importance, Lai Chau City Party Committee always pays attention to, values ​​leadership and direction in improving the quality of Party cell activities.

Lai Chau City Party Committee has 3,368 party members, operating in 171 party cells (39 grassroots party cells and 132 party cells directly under the grassroots party committees). Along with issuing leadership documents, the City Party Committee assigned members of the Standing Committee of the City Party Committee, the Standing Committee of the People's Council, and leaders of the City People's Committee to attend, monitor, and guide activities at grassroots party cells (where the cell secretary is not a member of the City Party Committee); assigned members of the City Party Committee, civil servants of Party committees, and the City Party Committee Office to attend, monitor, and guide activities at village party cells and residential groups; inter-party cells and grassroots party committees were assigned to help the 10 most difficult villages, sending cadres and party members to attend, monitor, and guide party cell activities every month; directed the Party Committees of communes and wards to assign party committee members to attend, monitor, and guide activities at affiliated party cells. Thereby, most party cells were monitored and guided to improve the quality of activities.
Every year, the Standing Committee of the City Party Committee organizes model Party cell meetings, orienting the content of thematic meetings according to each type of Party cell; in which the city level selects 2 grassroots Party cells, each grassroots Party Committee selects 2 subordinate Party cells to organize regular meetings, model thematic meetings. Pay attention to orienting the content of thematic meetings for Party cells according to groups of issues and characteristics of each type of Party cell; requesting grassroots Party cells to develop and send annual thematic meeting plans to the City Party Committee's Organization Committee for appraisal and monitoring of implementation. The grassroots Party Committee orients the content of thematic meetings for subordinate Party cells; requesting Party cells to develop annual thematic meeting plans, send them to the Standing Committee of the Party Committee for appraisal, direction and monitoring of implementation. The self-assessment and classification of the quality of Party cell meetings closely follows the criteria according to Regulation No. 14-QDi/TU, dated October 8, 2018 of the Provincial Party Committee Standing Committee; The results and quality of Party cell activities are one of the criteria for evaluating and classifying Party organizations at the end of the year.

The Party cell of the City Center for Culture, Sports and Communication held a regular model Party cell meeting in 2024.

Regularly review, consolidate and perfect the team of Party Committee members and Party cell secretaries, focusing on selecting personnel to be nominated for election to Party Committees and Party cell secretaries of residential groups and villages, who are Party members with practical capacity, experience and prestige in the Party cell and among the people, in conjunction with implementing the policy that the Party cell secretary is also the head of the village, the head of the residential group or the head of the Front work committee. Directing the strengthening of Party member management and education; training, creating sources and developing Party members, especially developing Party members in residential groups and villages, admitting Party members who are village heads, heads of the Front work committees, Party members who are ethnic minorities...
Thereby, the quality of Party cell activities has been gradually improved, Party cells have complied with and maintained the Party cell meeting regime, monthly regular activities and quarterly thematic activities; the time, duration, content and order of activities are basically ensured; the rate of Party members attending Party cell activities is over 96%. In Party cell activities, the principle of democratic centralism is well implemented, promoting the responsibility of Party members in discussing and deciding on Party cell policies and tasks; promptly praising Party members who have performed well their assigned tasks; at the same time, frankly and sincerely giving comments on things that have not been done or are still lacking. From there, promoting advantages, overcoming shortcomings and limitations in performing tasks; ensuring the leadership, education and fighting spirit of Party organizations and Party members.
However, besides the achieved results, the quality of activities in some Party cells still has some shortcomings: a small number of Party members in village Party cells and residential groups do not fully participate in activities; opinions expressed and discussed in some Party cells are still few; the management and organization skills of some village Party cell secretaries are still limited; the scoring and periodic evaluation of the quality of activities in some places do not closely follow the criteria...
Practice shows that with quality Party cell activities, the Party and State's guidelines and policies are thoroughly understood, the Party cell's tasks are effectively implemented; the intelligence and responsibility of each Party member are enhanced, Party discipline is strengthened; education, training, management, assignment and inspection of Party members' work, and screening of Party members are carried out in a systematic manner, in accordance with the Party's principles and regulations; the relationship between the Party and the masses is consolidated and developed.
To promote the achieved results and overcome the limitations, in the coming time, Lai Chau City Party Committee will continue to pay attention to leading and directing the improvement of the quality of activities of Party cells; enhance the responsibility of Party Committee leaders and Party Committee members in Party cell activities; take the results of monitoring, guiding and the quality of Party cell activities as one of the criteria for evaluating and classifying Party organizations, Party members, cadres and civil servants at the end of the year; strengthen inspection and supervision of the implementation of the living regime and the responsibility of Party cell committees and Party cell secretaries in maintaining and improving the quality of Party cell activities.
