BTO-On March 29, the Department of Information and Communications coordinated with a number of relevant departments, branches and localities to organize for local press agencies and residents in Binh Thuan to visit the drought situation in Ham Thuan Nam district and the area where the Ka Pet Reservoir Project is being implemented.
Mr. Nguyen Le Thanh - Deputy Director of the Department of Information and Communications as head of the delegation, with the participation of members of the working group, representatives of the People's Committee of Ham Thuan Nam district, leaders of My Thanh commune and agencies and press reporters in the province.
During the field trip, the delegation presented 25 gifts (each worth 500,000 VND) to 25 households in the project area in My Thanh commune. At the same time, the delegation visited the agricultural production area, the Ka Pet Reservoir project area and met with people in the project area.
Thereby, press agencies and reporters can reflect on the difficulties caused by the lack of domestic water and agricultural water for people in the project implementation area. At the same time, grasp and reflect on the implementation of the Ka Pet Reservoir project on mass media and social networking platforms to provide full information to cadres, party members, and people at home and abroad, contributing to creating social consensus in the project implementation process.
It is known that the Ka Pet Reservoir Project has a scale including a regulating reservoir with a total capacity of 51.21 million m3, a useful capacity of 47.41 million m3, a canal system and other auxiliary works... The total investment of the project is 874,089 billion VND. Of which, the central budget capital is 519,927 billion VND and the local budget is 354,162 billion VND. The project implementation period is from 2019 to the end of 2025.
The project aims to provide irrigation water for about 7,762 hectares of agricultural land in Ham Thuan Nam district; provide raw water for Ham Kiem II industrial park 2.63 million m3/year; create a raw water source for the daily life of about 120,000 people in Ham Thuan Nam district and Phan Thiet city; prevent and control floods and improve the environment, regulate water for the downstream area of Ham Thuan Nam district and Binh Thuan province; increase flow in the dry season, contribute to improving the ecological environment of the downstream area, especially the section through Phan Thiet city, contribute to the development of tourism and services of the province.
According to the Project Management Board for Investment in Construction of Agricultural and Rural Development Works (investor), the project currently still has some difficulties such as relocating Dinh Cau within the flooded area of the reservoir; arranging production land for 5 households with production land located within the reservoir of about 5.1 hectares (when these households reclaim land to build the Ka Pet reservoir project, they will no longer have production land). On the other hand, it is necessary to organize a review of the land area to organize replacement forest planting according to regulations...
To resolve the above difficulties and problems, the People's Committee of Binh Thuan province said that it will focus on directing the Project Management Board and related units to complete the Environmental Impact Assessment Report and submit it to the Ministry of Natural Resources and Environment for appraisal before April 30, 2024; the Project Management Board and related units to complete the Feasibility Study Report before April 20, 2024. The People's Committee assigned the Department of Agriculture and Rural Development to appraise the contents under the authority of the locality...
On the other hand, the Provincial People's Committee proposed that the Ministry of Planning and Investment report to the Prime Minister to direct the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment to pay attention to, guide and assist localities in the process of appraising the Feasibility Study Report and the Environmental Impact Assessment Report to soon qualify for project approval and implement the next steps.
