According to the report of the Department of Construction leaders: The province has implemented planning and arranged land funds for social housing construction for 33 locations/projects. In the period of 2021-2024, Ha Nam province completed and put into operation 964 social housing apartments (an increase of 552 apartments compared to the plan). In 2025, Ha Nam province strives to complete 7 projects, with nearly 3,950 social housing units (exceeding the target of completion in 2025 of over 3,350 units according to the target assigned by the Prime Minister). In the field, the leaders of the Department of Construction also raised a number of difficulties and recommendations related to administrative procedures for implementing social housing projects; regulations on the implementation of social housing obligations of investors; difficulties in forms and conditions for purchasing and renting social housing, etc.

Appreciating the leadership and direction of the Provincial Party Committee, People's Council and People's Committee of Ha Nam province in the implementation of the Project of 1 million social housing units, Deputy Minister of Construction Nguyen Van Sinh suggested that in the coming time, Ha Nam province should pay special attention to the development of social housing in the area; continue to direct, review and arrange land funds to implement social housing projects. For projects that have been approved and granted construction permits, it is necessary to direct the acceleration of progress to ensure the completion of the set goals. With the proposals and recommendations of the province, the Working Group acknowledged and responded specifically in writing, thereby serving as a basis for local implementation.
