The Ho Chi Minh City Department of Education and Training has just issued a report regarding the activities of the American International School (AISVN). Accordingly, after June 15, the Department of Education and Training has not received a report from the unit to determine whether AISVN meets the conditions for educational activities according to the 2019 Education Law and Decree 46/2017/ND-CP or not.
Based on the regulations, AISVN School does not meet the conditions to be allowed to operate educational activities. Specifically: There are not enough financial resources as prescribed to ensure the maintenance and development of educational activities; the number of management staff is not enough to implement educational programs and organize educational activities.
For the above reasons, the Department of Education and Training of Ho Chi Minh City has decided to suspend the educational activities of AIS, the suspension period is 12 months from July 1, 2024.
Regarding measures to ensure the legitimate rights and interests of students, according to the Department of Education and Training of Ho Chi Minh City, from April 2024 to the present, reports from educational institutions show 134 cases of parents transferring schools for their children.
The Department of Education and Training organized a meeting with 18 high schools with investment capital, teaching foreign programs and the Vietnam-Australia International School (a public school under the Department) to collect statistics on the capacity to receive and support policies for students who want to transfer from AISVN School. All schools have the capacity to receive more students and provide information on many support policies regarding tuition fees, registration fees, etc.
Particularly for schools teaching the International Baccalaureate (IB) program, the capacity to receive students in the 2024-2025 school year recorded at the time of the survey was 1,251 places, more than the number of students studying at AISVN School.
American International School
The Ho Chi Minh City Department of Education and Training has also issued an official dispatch guiding the transfer of schools for students of AISVN School at the address: https://chuyentruong.hcm.edu.vn . Accordingly, students in grades 1, 2, 3, 4, 5, 6, 7, 8 in the 2023-2024 school year can register to transfer to public and non-public high schools teaching the general education program of the Ministry of Education and Training; schools implementing the integrated program, schools with foreign investment teaching the International Baccalaureate (IB) program.
Students in grades 9, 10, and 11 in the 2023-2024 school year can register to transfer to non-public high schools teaching integrated programs, foreign-invested schools teaching foreign programs, and the International Baccalaureate (IB) program.
The Department of Education and Training also works with educational institutions to facilitate the reception of students transferred from AISVN School. Some foreign-invested schools have support policies when receiving students from AISVN School.
According to the Ho Chi Minh City Department of Education and Training, regarding the contents related to the rights and legitimate interests of students, teachers, educational managers and AISVN staff, the department requires implementing appropriate solutions to ensure the learning rights of students, not to interrupt their studies; and to have solutions to stabilize the psychology of students and parents.
For teachers, managers and employees: Ensure implementation of policies and regimes as agreed with employees in signed labor contracts; fully comply with regulations on the use of foreign employees in accordance with the law.
