Speaking at the meeting, Minister Nguyen Van Hung emphasized that, with the policy of building a cultural environment at the grassroots level, in recent times, the Ministry of Culture, Sports and Tourism has worked with many localities to develop areas under the Ministry's state management. The Minister assessed that at the meeting, Dien Bien province provided valuable information about the province's formation and development since its establishment until now, especially the period of implementing the Resolution of the 13th National Party Congress and the Resolution of the Dien Bien Provincial Party Committee.
“Since then, the province has made efforts to overcome many difficulties, focusing on socio-economic development, and many basic targets have been completed. It can be said that the province has succeeded in positioning itself in relation to other provinces and cities. Based on the soft power of culture, the province has achieved and exceeded many set targets. The figures show that the province's growth rate is higher than the general growth rate, people's lives have improved; hot spots related to national defense and security have been basically resolved, and security and politics have been ensured,” the Minister assessed.
According to the Minister, although there are still many difficulties and the economy is not as strong as other provinces, Dien Bien always places an important role on culture in promoting soft power, especially in implementing the 6 tasks and 4 solutions that General Secretary Nguyen Phu Trong pointed out at the National Cultural Conference. The province has also organized many cultural activities to meet the cultural enjoyment needs of the people; 19 ethnic groups living in the province have cultural exchanges, know how to promote cultural values, ensuring unity in diversity in Vietnam's cultural life.
In addition to the achieved results, the Minister also shared with Dien Bien province about the difficulties due to economic conditions, geographical location... so many potentials have not been developed into strengths. Going deeper into the development of the fields of culture, sports and tourism, the Minister said that there are still many things that the province needs to coordinate with ministries and branches to promote.
“First of all, to build culture, we need to build people, cultural environment, and cultural institutions, but currently the province has only met the minimum requirements, so cultural institutions still face many difficulties or have been built but lack a mechanism to operate,” the Minister shared about the province’s difficulties.

At the meeting, the Minister also suggested solutions to promote potential and strengths. In the field of tourism, the Minister assessed that Dien Bien has relied on the potential of culture to develop tourism. Despite difficulties in means of transportation and traffic, the positive figures in the first 7 months of the year have shown that the province has directed and managed the development of tourism to become a spearhead economic sector as per the policy of the Party and the State, paying attention to developing tourism towards green and sustainable growth.
To promote tourism development, Dien Bien should build unique cultural tourism products based on the treasure of historical and revolutionary relics; develop tourism to revisit old battlefields... "Without unique tourism products, Dien Bien cannot compete with other provinces and cities because tourism products will be similar. The province needs to build tourism products associated with historical and revolutionary relics, associated with the Dien Bien Phu victory that is famous in five continents, shaking the world, and revisiting old battlefields," the Minister said.
Regarding sports, the Minister assessed that Dien Bien has provided many athletes for national teams. The Minister suggested that Dien Bien should continue to promote its strong sports, associated with its own characteristics, and effectively develop sports for everyone.
