Focus from the grassroots

In Dien Phuong, since the beginning of the term, the ward Party Committee has developed 37 new party members, far exceeding the resolution.

According to Mr. Dang Huu Tu - Secretary of Dien Phuong Ward Party Committee, the above results are thanks to the locality's separate issuance and good implementation of Resolution No. 04 on developing rural party members for the period 2021 - 2025.

In 2021, the Party Committee only developed 5 party members, achieving the resolution target (5-6 party members/year), but in 2024, it developed 14 party members. The quality of new party members has been significantly improved.

In Go Noi, the Party Cell of Pham Phu Thu High School (Dien Trung Commune) has recently been known as one of the grassroots Party cells that always pays attention to the work of developing Party members.

Teacher Le Van Dung - Deputy Secretary of the Party Cell, Vice Principal of the school shared that the Party Cell assigned the responsibility to the Youth Union to monitor, train and introduce union members who are exemplary students, actively participate in activities and make efforts in studying.

From here, the Party Committee does ideological work, orienting students to meet the conditions to know the purpose and meaning of joining the Party.

After that, the Party cell introduced them to attend the Party sympathy class. Thanks to that, in the 2023-2024 school year, the Party cell had 1 teacher and 5 students honored to be admitted to the Party. In the 2024-2025 school year, the school had 6 students and 2 teachers who completed the Party sympathy class.

Deputy Head of the Organization Committee of Dien Ban Town Party Committee - Mr. Le Van Cam said that, implementing the conclusion of the Provincial Party Committee Standing Committee on the content of developing party members who are students, in August 2023, Dien Ban Town Party Committee organized a class on Party awareness for 87 high school students.

By May 30, 2024, 35 high school students had the honor of joining the Party; currently 34 cases have transferred their party activities to universities, and 1 case has transferred their activities to college.

In addition, up to this point in 2024, the Town Party Committee has admitted 1 party member who is a business owner; 1 religious party member; 1 party member who is an ethnic minority and 1 re-admission case.

Synchronize solutions

Dien Ban is a locality with a long revolutionary tradition. However, before 2020, the work of developing new party members still encountered difficulties.

At forums and conferences, many delegates shared the difficulties of Party cells and Party committees in developing Party members. The main reasons stem from the fact that the masses go to work far away, or that a part of the youth in the right age group is not interested in joining the Party, along with many other reasons.

"With the above situation, the Standing Committee of the City Party Committee determined that assessing and identifying the fundamental and real causes in the work of developing party members is the core content, from which the City Party Committee has proactively proposed a number of solutions for implementation" - said Mr. Tran Hai Van, Standing Deputy Secretary of the City Party Committee, Chairman of the People's Council of Dien Ban town.

Accordingly, Dien Ban City Party Committee resolutely directed the preparation of reports and organized specialized conferences on the development of new party members by locality cluster and by industry and field.

Based on the resolution on party member development for the 2020-2025 term, grassroots party organizations proactively review resources and register to participate in Party awareness training courses.

Every year, the City Party Committee's Organizing Committee advises on developing plans and assigning targets for developing new party members to each grassroots party organization. Development must ensure quantity and quality.

In addition, the City Party Committee directed high school Party cells and the City Youth Union to proactively assign responsibility to the school youth union to review, select, do ideological work and make a list of registrations to attend Party awareness classes for the masses who are students.

By innovating, in the period of 2021 - 2024, Dien Ban Party Committee has achieved certain success in developing new party members. In the period of 2021 - 2023, the Party Committee admitted 428 party members (reaching 124% of the target assigned by the Provincial Party Committee); of which party members with university and college degrees accounted for 56.7%.

In 2024 alone, as of November 15, the Town Party Committee issued a decision to admit 220 party members (reaching 146.6% of the plan assigned by the Provincial Party Committee); of which female party members accounted for 56%; party members with university and college degrees accounted for 50.4%.

According to Mr. Tran Hai Van, reality shows that it is necessary to unify awareness about the role and importance of developing party members and the necessity of promoting this work in one's party organization.

Actively and proactively advise on the issuance of documents such as reviewing outstanding mass subjects, developing plans for training awareness of the Party; reviewing, reporting sources, developing plans, and assigning targets for developing Party members to Party cells and affiliated Party committees.

The entire Party Committee focuses on doing a good job of propaganda and training resources to recruit new Party members, paying attention to civil servants, public employees, demobilized soldiers, union members, members of socio-political organizations, medical staff at private hospitals, high school students, workers in enterprises, especially non-state enterprises...

Clearly define the responsibilities of political and social organizations right from the grassroots, the responsibilities of Party committees, heads of Party committees, especially the role of Party cell secretaries. Inspect and supervise the implementation in subordinate Party organizations; thereby promptly commend and reward but also resolutely correct limitations and shortcomings, strictly handle violations in Party member development...
