New salary table for police and army from July 1, 2024

Salary reform is expected to be implemented from July 1, 2024. So how are the new points on the salary tables for the police and military regulated?

New points on police and military salary tables from July 1, 2024

According to Resolution 27-NQ/TW, the salaries of police and military forces will have the following new points:

03 new salary scales for police and military

According to Resolution 27-NQ/TW, after salary reform, there will be 3 new salary scales for the police and army, including:

- Salary table of military officers, police officers and non-commissioned officers (according to position, title and military rank or grade);

- Salary table for professional military personnel, police technical specialists

- Salary table of defense workers and police workers.

(In which the salary ratio of armed forces compared to administrative civil servants remains the same as at present).

Currently, the salary scale of the police and army is regulated in the following documents:

- Salary table of military ranks of people's army officers; officers and non-commissioned officers of people's police (According to Consolidated Document 01/VBHN-BNV dated October 17, 2016)

- Salary table of professional soldiers of the people's army and technical specialists of the people's police (According to Consolidated Document 01/VBHN-BNV dated October 17, 2016)

- Salary table for police workers (According to Decree 49/2019/ND-CP dated June 6, 2019)

- Salary table for defense workers (According to Decree 19/2017/ND-CP dated February 24, 2017)

Currently: Salary = Basic salary * Salary coefficient

From July 1, 2024: Abolish the current basic salary and salary coefficient, build the basic salary with a specific amount in the new salary table.

New salary structure for civil servants and armed forces

The new salary structure design includes:

- Basic salary (accounts for about 70% of total salary fund)

- Allowances (accounting for about 30% of total salary fund).

Bonus supplement (bonus fund is approximately 10% of total salary fund of the year, excluding allowances).

In addition, rearrange the current allowance regimes, ensuring that the total allowance fund accounts for a maximum of 30% of the total salary fund, including the following contents related to the police and military:

- Continue to apply concurrent allowances; seniority allowances exceeding the framework; regional allowances; job responsibility allowances; mobility allowances; security and defense service allowances and special allowances for armed forces (army, police, and cryptography).

- Abolish seniority allowances (except for the military, police, and cryptography to ensure salary correlation with cadres and civil servants); leadership position allowances (due to salary classification for leadership positions in the political system); allowances for party work and political and social organizations; public service allowances (due to being included in the basic salary); toxic and dangerous allowances (due to including working conditions with toxic and dangerous factors in occupational allowances).

On September 19, 2023, in his closing speech at the Vietnam Socio-Economic Forum 2023, National Assembly Chairman Vuong Dinh Hue said that the forum spent a lot of time focusing not only on topical, short-term socio-economic issues but also on approaching major issues.

Notably, the National Assembly Chairman also emphasized the need to fundamentally reform wage policies in 2024. This is also a boost for the labor market, contributing to stimulating domestic consumption.

"This is reform, not a normal salary increase. If nothing changes, the time we can apply it is from July 1, 2024."
