The Ministry of Health has just issued a Plan for the prevention and control of infectious diseases in 2024, according to which infectious diseases in the world and in Vietnam are forecast to continue to develop unpredictably in the coming time and continue to have the risk of new variants and emerging dangerous infectious diseases appearing and spreading.

Vietnam is located in a tropical monsoon region, hot and humid, with lots of rain, along with the context of globalization, increasing demand for trade and tourism, and unusual weather changes, which are favorable conditions for increasing the risk of disease spread (from endemic diseases such as dengue fever, hand, foot and mouth disease, measles...; vaccine-preventable diseases such as diphtheria, whooping cough, tetanus... to new dangerous diseases entering from abroad such as monkeypox...).

According to the Ministry of Health, in 2023, the world will continue to record cases of infection and death from diseases transmitted from animals to humans and dangerous, emerging infectious diseases in many countries.

According to the World Health Organization, in December 2023, the world recorded nearly 10,000 deaths from Covid-19, the number of hospitalizations increased by 42% compared to November 2023; new variants of SARS-CoV-2 are constantly changing, currently JN.1 has increased rapidly globally.

In Vietnam, by 2023, the situation of infectious diseases will be controlled and the general goal will be to minimize the incidence and mortality rate of infectious diseases compared to the average of the period 2016-2020; promptly control and minimize the risk of disease outbreaks to contribute to protecting, caring for and improving people's health and developing the economy and society.

Covid-19 has officially become a Group B infectious disease, contributing significantly to the recovery and socio-economic development of the country; the number of cases and deaths due to dengue fever has decreased sharply compared to 2022;

Hand, foot and mouth disease and measles recorded an increase in cases compared to 2022 but were controlled promptly and have decreased since October 2023; diphtheria only occurred locally in some localities in the northern mountainous region and the country did not record group A infectious diseases such as cholera, Ebola, MERS-CoV, influenza A (H7N9), influenza A (H5N1), influenza A (H5N6)...

The Ministry of Health has just issued a Plan for preventing and controlling infectious diseases in 2024.

However, according to the Ministry of Health, there are still some difficulties in epidemic prevention and control in our country such as: The epidemic is unstable, unpredictable, and always has the potential to break out; new dangerous infectious diseases continue to appear; new strains and pathogens are constantly changing.

The key areas of dengue fever with high annual incidence are all densely populated areas, urbanized, with many construction sites, industrial zones, and population movements with many tourists, students, etc., making it difficult to control cases and carry out epidemic prevention activities.

Vaccination rates in some places are still low and have not met the set progress, especially in remote areas and areas where ethnic minorities live; immunity decreases over time.

Some places have not been proactive in ensuring logistics to serve the work of disease prevention and control, leading to a lack of readiness in terms of drugs, biological products, vaccines, chemicals, supplies, and equipment for monitoring, testing, diagnosis, and treatment of infectious diseases such as dengue fever, hand, foot, and mouth disease, diphtheria, monkeypox, etc.

Actively monitor and supervise at border gates and in the community

Therefore, the Ministry of Health assigns departments, offices, institutes, and functional units under and directly under the Ministry to perform assigned tasks.

For the People's Committees of provinces and cities, they are responsible for directing the health sector to develop a Plan for the prevention and control of infectious diseases in 2024 and submit it to the People's Committees of provinces and cities for approval; enhance the role and responsibility of authorities at all levels in disease prevention and control; ensure readiness of response plans for pandemics or epidemic emergencies;

Strengthen and enhance the capacity of the disease prevention and control system at all levels, especially in disadvantaged areas, remote areas, mountainous areas, border areas, islands, areas with concentrated ethnic minorities, and mobilize the participation of authorities, departments, branches, unions, and socio-political organizations in the work of preventing and controlling infectious diseases.

Implement the declaration of group B and group C infectious diseases; request the Ministry of Health to declare group A infectious diseases according to regulations.

Direct the Departments of Education and Training, Agriculture and Rural Development to closely coordinate with the Health sector to continue to effectively implement the following activities: Disease prevention and control, ensuring food safety, providing sufficient drinking water, clean water and regularly cleaning the environment at educational institutions and schools; organizing propaganda, education, raising awareness of students, staff and teachers on disease prevention and control measures; disease prevention and control in livestock, poultry and pets;

Monitor, detect early, thoroughly handle animal outbreaks and prevent and control diseases transmitted from animals and food to humans; resolutely implement measures to manage dog and cat herds, and organize rabies vaccination for dog and cat herds.

Actively monitor and supervise at border gates, in the community and in medical facilities.

Directing the inspection and supervision of disease prevention and control work and handling administrative violations according to the provisions of Decree No. 117 of the Government and other current regulations.

The Ministry of Health requests the Department of Health of provinces and cities to direct the Centers for Disease Control and preventive medicine units in the area to effectively implement regular surveillance, key surveillance, event-based surveillance and response to infectious diseases and epidemics; proactively monitor and supervise at border gates, in the community and in medical facilities, detect early, respond quickly and promptly and thoroughly handle infectious disease outbreaks, not allowing widespread spread and prolonged outbreaks in the community;

Organize training and drills to respond to epidemic situations or urgent public health events; deploy rapid response teams and develop plans, be ready to respond when epidemic situations occur; develop plans and implement vaccination for subjects in the expanded immunization program to ensure safety, science and effectiveness.

Direct medical examination and treatment facilities in the area to effectively carry out the work of admitting patients, providing timely treatment, minimizing severe cases, deaths, and controlling infections, preventing cross-infection in medical facilities, and ensuring that medicines, biological products, supplies, chemicals, and equipment meet the requirements for preventing and controlling infectious diseases.

Direct local medical units to continue promoting communication work on prevention and control of infectious diseases;

Coordinate with local authorities at all levels and relevant departments, branches and sectors to organize and implement measures to prevent and control infectious diseases in the area; regularly organize campaigns to kill mosquito larvae and wrigglers and mobilize the participation of authorities, departments, branches and organizations at the grassroots level to maintain the deployment of community dengue fever prevention teams to propagate, monitor and guide the elimination of mosquito larvae and wrigglers in households;

Propaganda to guide people to proactively participate in vaccination against diseases recommended by the health sector and mobilize people to proactively implement measures to prevent and control dengue fever.

Organize inspections of infectious disease prevention and control work of local units; organize inspections, checks, and supervision of the implementation of infectious disease prevention and control plans and the implementation of legal regulations on infectious disease prevention and control, vaccination, etc.
