At the working session between the National Assembly's Law Committee delegation and the Vietnam General Confederation of Labor on the survey of the implementation of the Housing Law on the morning of July 7, Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu said that this unit has established a Project "Investing in building trade union institutions in industrial parks and export processing zones".

The project was approved by the Prime Minister in Decision No. 655/QD-TTg dated May 12, 2017; amended and supplemented in Decision No. 1729/QD-TTg dated November 4, 2020.

In particular, the General Confederation implements the investment in social housing for union members, workers and laborers according to the mechanisms prescribed in Decree No. 100/2015/ND-CP dated October 20, 2015 of the Government on the management of social housing development.

Currently, the General Confederation has completed the investment in the construction of a pilot project of a trade union institution at Dong Van II Industrial Park, Duy Tien District, Ha Nam Province. In addition, it has completed the investment in the construction of a trade union institution in Tien Giang.

In addition, this unit is continuing to prepare for investment and implement investment in cultural and sports facilities in the trade union institutional planning area in Tra Vinh, Soc Trang, Can Tho, Binh Dinh, and Vinh Phuc.

The Vice President of the Vietnam General Confederation of Labor said that according to the provisions of the 2014 Housing Law, housing investment using trade union financial capital is not regulated by law.

The General Confederation is, in essence, a socio-political organization, not an economic organization. In the context of streamlining the organization and apparatus, the General Confederation cannot establish affiliated economic organizations (enterprises) to carry out this task.

Based on the above legal problems, Mr. Hieu informed that the current implementation of the Project has not achieved the desired goal of the General Confederation participating in investing in developing social housing for workers.

Currently, the draft revised Housing Law stipulates in Clause 3, Article 77: "The Vietnam General Confederation of Labor is allowed to participate in investing in the construction of social housing for union members working in industrial parks to buy, rent, or hire-purchase."

At the same time, the trade union agency is also the investor in building workers' accommodation and trade union institutions in industrial parks, in the direction: "The Vietnam General Confederation of Labor presides over and coordinates with enterprises doing business in industrial park infrastructure or enterprises with real estate business functions to invest in building workers' accommodation and facilities to serve workers' accommodation needs".

Regarding the proposal to amend and supplement the 2014 Housing Law, the Vietnam General Confederation of Labor proposed to add regulations on housing policies for workers, especially adding specific policies on accommodation for workers to rent in industrial parks.

In addition, supplement forms of social housing development, in the direction that the Vietnam General Confederation of Labor is allowed to participate in investing in building social housing for union members working in industrial parks to buy, rent, or hire-purchase. At the same time, build regulations related to the subject of social housing investment, which is the General Confederation.

According to Mr. Hieu, the Vietnam General Confederation of Labor also proposed that for social housing invested by the General Confederation's capital or the state budget allocated to the General Confederation, the housing project investor will be decided by the General Confederation.

At the meeting, Chairman of the Law Committee Hoang Thanh Tung and many delegates requested clarification of the political basis for the Vietnam General Confederation of Labor's participation in implementation, and at the same time, clarifying the content of participation in construction investment...

Discussing the reason for proposing housing for workers, Chairman of the Vietnam General Confederation of Labor Nguyen Dinh Khang said that workers' salaries are still not enough to ensure their families' living expenses. Saving money for workers to have a house is very difficult.

According to Mr. Khang, since the Housing Law was enacted, the policy has been mainly for businesses, not mobilizing other social entities to participate. Businesses only participate in housing development when they see profits. In reality, there is a shortage of social housing, while the demand for workers is very high. After visiting the dormitories for workers, the President of the Vietnam General Confederation of Labor felt very sorry.

Mr. Nguyen Dinh Khang hopes that the National Assembly's Law Committee will absorb as much as possible the valid opinions from the Trade Union organization and the thoughts and aspirations of workers to fully reflect them in the draft law, ensuring feasibility, freeing up social resources, and contributing to meeting the urgent needs of workers today, which is the housing issue.
