Ho Chi Minh City National University announces policy to attract 350 outstanding scientists

Policy information to attract 350 outstanding young scientists and leading scientists was shared at the 2023 annual conference of Ho Chi Minh City National University (HCMC National University) held today (December 22).

Speaking at the conference, Associate Professor, Dr. Vu Hai Quan, Director of VNU-HCM, said that 2024 is identified as a particularly important pivotal year, determining the success of the goals in the 2021-2025 plan. At the same time, this is also the first year of implementing the VNU-HCM Development Strategy in the new period 2021-2030, vision 2045.

Mr. Quan said that one of the key tasks next year is to implement the project "Attracting, retaining and developing excellent young scientists and leading scientists working at Ho Chi Minh City National University". According to Associate Professor, Dr. Vu Hai Quan, VNU-HCM will open a number of new, interdisciplinary, and inter-school training programs to serve the country's development needs, such as semiconductor technology - microchip design, new energy technology, and green growth models. In addition, the school will increase the number of postgraduate students and the number of international publications of postgraduate students; pilot a number of common subjects and recognize credits for high school students with outstanding talents in a combined online and in-person method.

Regarding science and technology, the head of VNU-HCM said that the unit will proactively order a number of interdisciplinary research topics and projects, in line with the development strategy of VNU-HCM. Continue to increase the number of international publications in the Scopus catalog, effectively implement state-level science and technology programs, establish an Innovation Center, and prioritize investment in laboratories serving interdisciplinary research and training.

Notably, this university aims to complete a project to increase revenue from research, transfer and commercialization of products, and establish enterprises affiliated with Ho Chi Minh City National University.

Incentive policies to attract outstanding young scientists and industry leaders

At the conference, Dr. Le Thi Anh Tram, Head of the Organization and Personnel Department of Ho Chi Minh City National University, shared information about the project "Attracting, retaining and developing outstanding young scientists and leading scientists working at Ho Chi Minh City National University from 2023 to 2030".

According to this project, VNU-HCM aims to attract 350 outstanding young scientists and leading scientists with at least 5 years of work remaining before the legal retirement age, to work in the period 2023-2030. Of which, phase 1 (2023-2025) will attract 100 scientists and the following phase will attract an additional 250 people.

To implement this project, VNU-HCM has announced policies to attract and develop careers, working environment, income and treatment for specific scientists.

Regarding career development policy, during the first 2 years of working at units under VNU-HCM, scientists are guaranteed 1 type C scientific research topic at VNU-HCM (maximum budget of 200 million VND). In the 3rd year, they are guaranteed 1 type B topic with a maximum budget of 1 billion VND. In the 4th year, they are supported to invest in enhancing laboratory research capacity to serve scientific research and in the 5th year, they are supported to ensure conditions, standards and instructions on procedures and processes for considering and recognizing the title of Associate Professor and Professor at the state level.

Leading scientists in the first 2 years of work are assigned as team leaders of research centers, participate in international cooperation activities on scientific research, are guaranteed a level 1 research topic of type B at VNU-HCM, and are supported with investment to enhance laboratory research capacity to serve scientific research. In addition, the school supports the establishment of research groups and the building of domestic and foreign research communities, coordinates with foreign scientists to publish and implement joint projects; supports registration for post-doctoral research scholarships operated by VinUniversity; supports funding to attend domestic and international conferences and seminars up to 1 time/year.

Income policy is implemented for each unit, including: salary, bonus, allowances, income from teaching beyond standard hours, scientific research, guiding students, trainees, postgraduates...

The preferential policies at the units of VNU-HCM include: travel, medical examination and treatment, support for official housing for scientists with aspirations and specific policies for each unit. In addition, scientists are rewarded when publishing scientific articles in prestigious journals, successfully registering inventions, publishing books and textbooks.

In the project information, Ho Chi Minh City National University also clearly announced the specific conditions and standards for scientific research achievements with specific publications for attracted scientists.
