In early July, West Ham accepted a £105m offer from the Gunners, with a £100m upfront payment and £5m in add-ons.
SunSport reported that Arsenal's lawyers have yet to sign a contract with Declan Rice despite personal terms being agreed and the English midfielder passing a medical.
West Ham boss is frustrated by Arsenal's lengthy transfer process and inexplicable delays.
So far, the East London team has not made any moves to buy new players because they want to wait for the Declan Rice transfer to be completed.
West Ham are likely to miss out on signing Harvey Barnes from Leicester, with Newcastle in the race. They have also yet to make an official offer to Fulham for Joao Palhinha.
Declan Rice himself is training in Portugal with several other players such as Bruno Fernandes, Joao Cancelo and Rafael Leao.
Declan Rice is a priority target for coach Mikel Arteta as he looks to clean up his midfield. Granit Xhaka has joined Leverkusen, while Thomas Partey's future is a big question mark.
Earlier, Arsenal announced the signing of Kai Havertz for £65 million. Jurrien Timber is also on his way to the Emirates after Arsenal agreed a fee of £34.5 million with Ajax.
