According to the report of the People's Committee of Bac Ninh province, Bac Ninh province currently has 16 concentrated industrial parks in operation, with an area of ​​about 6,364.8 hectares, with 28 industrial clusters in operation and continuing to invest in construction in the coming time.

In the period 2015-2023, Bac Ninh province issued 44 management documents in the field of real estate, social housing development and directed the Department of Construction to advise and issue more than 1,560 related documents.

The province has been implementing 212 real estate projects, including 167 commercial housing projects with more than 29,000 apartments on an area of ​​over 756 hectares. In addition, there are 54 social housing projects for low-income earners and industrial park workers on an area of ​​173 hectares, which when completed will provide more than 77,000 apartments for about 231,000 people...

The special point is that the capital for real estate development in Bac Ninh today does not only depend on the equity capital of domestic investors but is expanded through many other forms such as bank loans, foreign investment capital, private capital, corporate bonds, financial technology start-up projects, capital mobilization from customers, joint ventures, associations, etc.

In addition, through inspection and examination, the Provincial Department of Construction has revoked and forced remediation of about 309 cases of buying/renting social housing for the wrong subjects and not meeting the prescribed conditions; and imposed penalties on 7 units.

However, the People's Committee of Bac Ninh province also stated that social housing projects have been developed but have not kept up with the needs of workers and low-income earners; site clearance for some projects is slow, access to preferential credit policies is still difficult; regulations on appraisal of selling, renting and buying prices of social housing are not suitable to the actual situation.

In addition, the legal framework is unclear and sanctions are inadequate, leading to real estate transactions in the market being difficult to control or determine actual transaction prices...

To improve the effectiveness of housing policies related to housing projects, especially social housing, Bac Ninh province recommends that the Monitoring Team report to competent authorities to continue researching, adjusting and supplementing a number of regulations and mechanisms to soon issue specific transitional instructions for cases where investors have been selected through auctions but have not yet completed the procedures for approving investment policies according to the law on housing.

Along with that, supplementing the conditions for subjects eligible to rent social housing; mandatory regulations on the scale and ratio of commercial and service land area in the process of establishing and adjusting industrial park planning; mechanisms and preferential policies for investors related to the management and operation of investment in the construction of synchronous social infrastructure in large-scale social housing projects...

Speaking at the meeting, Chairman of the Economic Committee Vu Hong Thanh requested Bac Ninh province to complete the report, focusing on clarifying the following contents: Occupancy rate of industrial parks, industrial real estate market; status of real estate project transfers; difficulties in planning; fire prevention and fighting at boarding houses developed by local people; results in inspecting and handling the phenomenon of profiteering from social housing development policies; results of resolving petitions of real estate enterprises, social housing projects, etc.

The report must be sent to the Delegation on July 19 to work with central ministries and branches to find solutions and remove obstacles in the province.
