Proposal to establish Secondary and High School for Pedagogy in Vinh Phuc

Propose more high quality learning environments

Hanoi Pedagogical University 2 has just sent an official dispatch to Vinh Phuc province requesting permission to establish a Pedagogical Secondary and High School, starting enrollment from the 2025-2026 school year with a scale of 440 students including 2 grades 6; 7 grades 10; and 1 grade 11.

According to the school's proposal sent to the Provincial People's Committee and the Department of Education and Training of Vinh Phuc province, the Pedagogical Secondary and High School is located within the lecture hall of Hanoi Pedagogical University 2 (in Xuan Hoa ward, Phuc Yen city).

The school will operate under a financially autonomous model, which is also a new model in the area. Vinh Phuc province does not need to invest in facilities and staff, because Hanoi Pedagogical University 2 will take advantage of and promote the potential of on-site facilities and existing staff.

The proposal of Hanoi National University of Education 2 also stated that, currently, the school has a large team of highly qualified lecturers, who have participated in developing national education policies, edited textbooks at all levels, trained and developed educational programs for key teachers in many localities, have experience in teaching, school psychology counseling, ethics education, life skills for students; modern facilities (lecture halls, laboratories on biotechnology, physics technology, chemistry, etc.).

According to the analysis of Hanoi Pedagogical University 2, the current conditions of the public education system in Phuc Yen city in particular (including 3 high schools; 1 vocational education and continuing education center; 12 secondary schools; 12 primary schools; 17 kindergartens), especially at the secondary and high school levels, are not yet able to meet the learning needs of learners, when the mechanical population is forecast to increase rapidly in the coming years.

Training at secondary and high school levels in the school is one of the important directions in creating a pedagogical practice facility, a place to deploy and apply new achievements in educational scientific research. On the other hand, the Secondary and High School of Pedagogy (established) is also a source of high-quality input for university training. Therefore, Hanoi National University of Education 2 advocates adequate investment in the development of secondary and high schools in the coming period.

It is expected that the school's high school enrollment will reach nearly 1,000 students by the 2027-2028 school year; the middle school enrollment will reach over 300 students by the 2028-2029 school year.

Reduce pressure on 10th grade entrance exams from the 2025-2026 school year

Regarding this content, information from the Department of Education and Training of Vinh Phuc province also said that the proposal to establish a Secondary School and a Pedagogical High School took place at a time when the Department of Education and Training of Vinh Phuc province was focusing on consulting with the province to implement many comprehensive solutions to solve the problems: the shortage/overcrowding of schools; reducing the pressure of exams, increasing the rate of students entering public high schools after graduating from secondary school; lack of staff, degraded school facilities in many places... to ensure the goal of maintaining and sustaining the position of educational quality. At the same time, strengthen the training of high-quality human resources, meeting the goals of the Education Development Project of Vinh Phuc province for the period 2021-2025, with a vision to 2030.

According to Mr. Nguyen Phu Son, Director of the Department of Education and Training of Vinh Phuc province, the rate of junior high school graduates continuing to high school in Vinh Phuc province has gradually decreased, from about 70% in 2019 to about 63% in 2024. This has created great pressure on society in the entrance exam to grade 10 of high school.

The Department of Education and Training is urgently advising the Provincial People's Committee to adjust the streaming in the direction of increasing the number of 9th grade students admitted to 10th grade, ensuring the principle of not increasing the number of classes or teachers compared to the 2024-2025 school year, only increasing the number of students/class (from 40 to 45 students/class).

“There are currently 1,100 public high school classes in the province. If we increase each class by 5 students, from grade 10 next school year, there will be an additional 1,500-1,700 students admitted to public high schools with a scale of about 350 classes, equivalent to an increase of 10%, raising the streaming rate from 63% of students studying in grade 10 public schools in the 2024-2025 school year to 73% next school year. In the next stages, we will propose that the province allow an increase of 80 to over 80% of students entering grade 10 public schools,” said Mr. Nguyen Phu Son.
