Proposing fundamental and comprehensive solutions to upgrade the power grid system in Thanh Hoa province

At the working session with the delegation of the Northern Power Corporation led by Mr. Luong Minh Thanh, Deputy General Director, Thanh Hoa Power Company proposed many fundamental solutions to upgrade and ensure the operation of the power grid system in Thanh Hoa province.

On November 21 and 22, 2024, a working delegation of the Northern Power Corporation (EVNNPC) led by Mr. Luong Minh Thanh, Deputy General Director, directly inspected the site and held a meeting to discuss solutions to problems after energizing a number of 110kV projects in Thanh Hoa area.

In the first 10 months of 2024, with great efforts and concentration, Thanh Hoa Electricity Company has ensured the operation of power supply to effectively serve the needs of socio-economic development and people's lives, especially power supply to serve key industrial loads in the province. As of October 2024, the unit is managing and operating 28 110kV substations with 67 lines with a total length of 1,084.78km; 251 medium-voltage lines with a total length of 7,453.31km and 12,947.8km of low-voltage lines ensuring safe and stable operation to meet the electricity needs of more than 851 thousand electricity customers in the entire Thanh Hoa province.

Commercial electricity in 10 months achieved 6,540.29 million kWh, power loss (TTDN) 3.76% lower than the same period and 0.21% lower than the 2024 plan. Regarding incidents, safety, reliability of power supply, inspection and supervision of electricity purchase and sale, average electricity price, production and business of electricity services and some other areas all achieved and exceeded the targets assigned by the Corporation.

At the meeting, Thanh Hoa Electricity Company proposed many solutions to upgrade and ensure the operation of the power grid system in Thanh Hoa province.

Making recommendations to the working group, the Company hopes that the Corporation will continue to prioritize capital to invest in renovating the received power grid to improve power quality and reduce power outages, and improve the reliability of power supply. In the immediate future, it is to provide power for the Lunar New Year and the hot season of 2025... as well as reduce low-voltage grid losses to below 5%, so that no customers will have low voltage; direct the BAs and related units to speed up the progress and complete the ongoing 110kV projects as well as invest in the construction of new 110kV substations; overcome the remaining problems after acceptance and energization of projects such as clearing the grid corridor, bolting...

For the annual target programs, the Corporation will early hand over the investment portfolios of power lines and 110kV transformer stations of Lam Son 1 Industrial Park, consider investing in the construction of 110kV transformer stations of Yen Dinh 2 and Ngoc Lac 2 so that the unit can complete all stages, especially in the registration of land use plans to carry out compensation and site clearance. In addition, the current load of the 110kV transformer station in the West of the city has at times carried 100% load, on the other hand, the demand for regional load has increased in Quang Yen commune, Quang Xuong district, to prevent overload, reduce the radius of the medium voltage grid, it is necessary to have an early investment plan to put the 110kV Sun Beauty transformer station into operation.

In addition, there are opinions to the National Power Transmission Corporation to closely follow the progress and complete according to the planning of the 220kV Sam Son and Hau Loc station projects to prevent overload of the regional 110kV grid and meet the n-1 criteria, reduce 110kV grid losses; report to the Vietnam Electricity Group to soon have a policy to invest in the 220kV Thieu Yen and Ba Thuoc stations to ensure power supply for the western region of Thanh Hoa province. Thanh Hoa Power Company also requested the Corporation to consider and arrange capital to invest in the construction of new power operators under its management that have degraded and are not suitable for the decentralized functions of the unit... At the meeting, Mr. Hoang Hai, Director of Thanh Hoa Power Company affirmed: The Company will actively coordinate and support BAs, contractors, and construction units to ensure that these projects take place as smoothly as possible.

Representatives of the Corporation's Professional Board, BAs, a number of contractors, construction units and PC Thanh Hoa together analyzed, evaluated, pointed out the causes of existing problems and limitations, discussed key solutions to remove difficulties and obstacles, and ensured the completion of the assigned production and business plan.

Based on the report content, recommendations and proposals of Thanh Hoa PC and through actual inspection, representatives of the Corporation's professional board, BAs, contractors and construction units presented and assessed the existing problems, difficulties and challenges facing a number of power line and 110kV substation projects in Bai Tranh, Vinh Loc, Thach Thanh, Hoang Hoa 2, Sam Son 2, Dong Son, Nhu Thanh, Tinh Gia 2, focusing mainly on procedures, capital sources, equipment, methods and corridor clearance work... On that basis, they went into depth in analyzing, giving comments and proposing key solutions to jointly resolve them.

Concluding the meeting, Deputy General Director of the Northern Power Corporation Luong Minh Thanh assigned specific tasks to each relevant unit and requested early agreement on solutions for implementation, with the spirit of promoting full responsibility, raising determination, maintaining solidarity, working together, and overcoming difficulties. The focus is on: Closely following the projects and policies of the Corporation to focus on investment and construction; strengthening control, supplementing and adjusting procedures, re-examining the entire status of the power grid system, clearly pointing out the main problems and shortcomings and being flexible in the way of doing things so that the work can be most effective. Along with that, the parties regularly connect with local authorities to receive attention, support and direction on related issues to help power projects in the area to be completed and put into operation on schedule.
