Quang Binh Provincial People's Committee has just sent an official dispatch to the Prime Minister regarding investment in construction and upgrading of National Highway 9B, section Km20 - Km52.

Accordingly, the People's Committee of Quang Binh province requested the head of the Government to consider and agree to allocate capital to invest in the construction and upgrading of National Highway 9B, section Km20 - Km52 (Van Ninh intersection - Tang Ky intersection), Quang Binh province with a total investment of about 950 billion VND from the increased central budget revenue in 2024.

National Highway 9B is 6.7km long, a vital route across the southern part of Quang Binh province, connecting National Highway 1 at Quan Hau town with the two East - West branches of Ho Chi Minh road to the Chut Mut - La Vin border gate, trading with Laos.

Over the years, this cross-road has been used to promote the exploitation efficiency of the Ho Chi Minh Road, reduce the load on National Highway 1, especially to divert traffic to avoid flooding points on National Highway 1 during the rainy season, while serving the needs of socio-economic development, creating favorable conditions for border patrol work, ensuring national defense and security between the East and West regions as well as the border area of ​​Quang Binh province.

Because the route is a grade V road with a surface structure of asphalt-paved gravel built a long time ago, during the exploitation process, due to the influence of harsh weather and large traffic volume, it has now degraded and severely damaged.

In 2016, implementing the Prime Minister's direction, the Ministry of Transport signed Decision No. 2697/QD-BGTVT dated July 15, 2014 allowing the establishment of an investment project to build and upgrade National Highway 9B, section Km0 - Km4 (Quan Hau - Vinh Tuy) and section Km20 - Km52 (Van Ninh intersection - Tang Ky intersection) and assigned the Quang Binh Department of Transport as the investor to organize the implementation, however, the capital source has not been balanced to implement the project in the period of 2016 - 2020.

During the period of 2020 - 2025, the Project was compiled by the Ministry of Transport into the list of important projects that need investment in the medium-term public investment plan for the period of 2021 - 2025 and assigned Project Management Board 85 to prepare an investment policy proposal in Official Dispatch No. 5461/BGTVT-KHDT dated May 23, 2024.

Up to now, the Project Investment Proposal Report has been completed, however, the capital source has not been balanced as a basis for approval.

According to the content of the Report proposing the investment policy for the project to build and upgrade National Highway 9B, section Km20 - Km52 (Van Ninh intersection - Tang Ky intersection), with a total investment of 950 billion VND from the medium-term public investment plan for 2021 - 2025 and other legal capital sources, the project implementation period is expected from 2024 - 2027.

Currently, National Highway 9B section Km20 - Km52 (Van Ninh intersection - Tang Ky intersection) has degraded and does not ensure safe operation conditions, especially National Highway 9B is the connecting location with the North-South Expressway Project in the East, Bung - Van Ninh and Van Ninh - Cam Lo sections. After the North-South Expressway Project is completed, traffic volume on National Highway 9B will increase, with the current status of the road, it will not meet transportation needs, greatly affecting traffic safety.

"Therefore, the implementation of the investment project to build and upgrade National Highway 9B, section Km20 - Km52 (Van Ninh intersection - Tang Ky intersection) is extremely necessary and urgent," said the People's Committee of Quang Binh province.
