Thang Long Project Management Board (Ministry of Transport) proposed that Ha Tinh add a 20-hectare quarry in Cam Quan commune with an exploitable reserve of 1 million m3 to serve the construction of the 11-section construction package of Ham Nghi - Vung Ang expressway.
The Ham Nghi – Vung Ang project is one of three component projects of the North – South Eastern Expressway in the 2021 – 2025 period being implemented in Ha Tinh. This expressway section is 54.2 km long, with a total investment of VND 9,734.62 billion, divided into two construction packages 11-XL and 12-XL.
Construction progress of Ham Nghi - Vung Ang expressway section reached 18.31%.
To serve the construction of the Ham Nghi - Vung Ang expressway, based on the proposal of the investor (Thang Long Project Management Board - Ministry of Transport) and contractors, along with the survey and consultation process of departments and branches, the Provincial People's Committee has approved the exploitation of 6 landfills (4 mines granted to contractors and 2 commercial mines) with a reserve of more than 6 million m3 . The investor and contractor have also completed the necessary procedures to proceed with exploitation to serve the construction, ensuring the project's progress.
However, in early November 2023, Thang Long Project Management Board sent a document to the Provincial People's Committee and related units proposing to add a landfill in Cam Quan commune (Cam Xuyen) with an area of 20 hectares, with an expected exploitation reserve of 1 million m3 , to be used for the construction of package No. 11-XL of the Ham Nghi - Vung Ang expressway section.

Explaining the proposal to add a quarry in Cam Quan commune, Deputy Director of Thang Long Project Management Board Ho Ngoc Loan said: During the project implementation, there were some changes, leading to an increase in the volume of fill, so it was necessary to add additional fill materials to meet construction requirements.
Specifically, based on geological survey and assessment, the design consultant estimated to utilize 70-100% of the soil from the excavation to the embankment. However, in some locations, the utilization was lower, especially in the hill area of km535, where hard rock was encountered and blasting was required, so the volume utilized from excavation to embankment decreased by 171,516 m3 .
According to calculations at the time of the request, the demand for package 11-XL was 3.88 million m3, but the survey, assessment, and reserve records calculated the volume to be 3.79 million m3 , still lacking about 90,000 m3 .
During the construction process, the volume of filled soil increased by 452,180 m3 due to the opening of public roads, construction of camps, concrete casting yards and the expansion of the route connecting Cam Quan intersection to National Highway 1, which also required additional filled soil with a volume of 40,000 m3 .
In addition, the exploitation process has checked, evaluated and recorded a number of factors leading to the volume of exploitation to put into use for roadbed filling not reaching the reserves of the mines confirmed by the Provincial People's Committee.
Thang Long Project Management Board proposed to add a landfill mine in Cam Quan commune, Cam Xuyen district with an exploitable reserve of 1 million cubic meters.
“For the above reasons, the total volume of additional land required is nearly 972,000 m3 , plus the need to build a service road to the mine with an estimated volume of 71,000 m3 . Therefore, the unit needs a total additional volume of 1 million m3 of original land at the Cam Quan commune leveling mine, Cam Xuyen district” - Deputy Director of Thang Long Project Management Board Ho Ngoc Loan informed.

Director of the Department of Natural Resources and Environment Le Ngoc Huan said: In response to the investor's proposal and implementing the direction of the Provincial People's Committee, the unit has coordinated with relevant departments and branches to work with the investor and contractor to clarify the need for fill materials and licensing documents, and confirm mineral exploitation for the North-South Expressway. The Department also requested the Thang Long Project Management Board to clarify the additional volume of fill to serve the project and report to the Ministry of Transport to have a document confirming the need for mineral materials as additional construction materials for the North-South Expressway project through Ha Tinh province.
According to Mr. Le Ngoc Huan, currently, the Thang Long Project Management Board has sent a document to the Ministry of Transport on the addition of the Cam Quan commune, Cam Xuyen district land mine to serve the package No. 11-XL of the Ham Nghi - Vung Ang expressway component project. After receiving the written opinion of the Ministry of Transport, the Department of Natural Resources and Environment will synthesize and report to the Provincial People's Committee for consideration and decision.
During the inspection of the progress of the North-South Expressway project in the Eastern region in the 2021-2025 period through Ha Tinh province by the working delegation led by Minister of Transport Nguyen Van Thang on January 21, Chairman of the Provincial People's Committee Vo Trong Hai also reported on the content of the Thang Long Project Management Board's proposal to add Cam Quan landfill.

Discussing this issue, Minister of Transport Nguyen Van Thang said that the Ministry will send a document to the Provincial People's Committee so that the province has a basis and creates favorable conditions to help investors and contractors soon have an additional 1 million m3 of fill soil, serving the construction process smoothly, contributing to speeding up the project's progress.
Regarding construction materials for the construction of the North-South Expressway through Ha Tinh, Vietnam Construction and Import-Export Joint Stock Corporation (Vinaconex - the contractor for the Bai Vot - Ham Nghi section) has issued a document requesting the return of a part of the licensed mine area and mineral reserves (filling soil) at the filling soil mine in Thuong Loc commune, Can Loc district. The reason for the request for return is that the contractor failed to carry out the site clearance of 4.57 hectares of land of 2 households in the mine area. At the same time, Vinaconex also requested to expand the area of land exploitation to serve the project. With the above proposed content, the Department of Natural Resources and Environment will coordinate with relevant departments, branches and localities to review and report to the Provincial People's Committee for handling according to regulations. |
