National Assembly deputies propose that the National Assembly supervise the Funds for effective management and use.

On November 5, the National Assembly discussed in the hall the implementation of the state budget in 2024, the state budget estimate, the central budget allocation plan in 2025; and some contents on adjusting and supplementing the state budget estimate.


Review of Fund performance

Delegate Nguyen Quang Huan (Binh Duong Delegation) assessed that the budget revenue indicators in the first 9 months of the year had quite good growth, achieving many impressive results. The budget revenue situation every year increased compared to the plan and estimate, ensuring sustainable budget revenue to strengthen the economy.

However, citing the audit report, Mr. Huan said that currently, the new budget has more than 13.3 trillion out of 43.281 trillion in regular expenditures allocated; the remaining 29.981 trillion has not been allocated. This is what is holding back the economic stimulus tools. “Sometimes we call for savings in regular expenditures, which is good, but regular expenditures have 7-8 items. If we save too much, some socio-economic activities will be held back. Not everything that is saved is good,” Mr. Huan said.

According to Mr. Huan, it is expected that by 2025, our country's GDP will be around 500 billion USD. If we maintain a steady growth rate of 7%/year until 2035, our country's GDP will be around 1,000 billion USD, aiming to reach 5,000 billion USD by 2045 to become a high-income country, breaking the middle-income trap.

To escape this trap, Mr. Huan stated that there are many tools on aspects such as: labor, restructuring, investment development, but these aspects have not been given due attention. We are maintaining a growth rate of nearly 7%/year, but have not achieved sustainability because we still rely on the driving force of FDI. While FDI enterprises have a large trade surplus, domestic enterprises have a trade deficit. If we want to maintain a sustainable growth rate, we need to rely on domestic development resources.

Currently, we have more than 20 Funds, some of which are about to close, while others will be opened. Therefore, Mr. Huan suggested that the National Assembly, or its agencies, conduct supervision of the Funds to have specific and thorough assessments, ensuring effective management and use.

“The Social Insurance Fund currently has a surplus of more than 1 quadrillion USD. Should we establish more Funds that are being spent ineffectively and are often in surplus? We should not evaluate the Fund by the number of projects, but rather consider the effectiveness of the Fund's operations and the Fund's impact on GDP growth by how much % of GDP. Using FDI sources is an opportunity for growth, but it is not the main driving force for the upcoming era of growth,” said Mr. Huan.

According to Deputy Vuong Thi Huong (Ha Giang Delegation), the current demand for land for filling and construction materials in projects, especially highway projects, is very large, but the supply cannot meet the demand because the Law on Minerals stipulates that land resources, hill land, and land for filling are minerals. Meanwhile, the procedures related to the re-issuance of mineral exploitation licenses according to current regulations are still cumbersome and time-consuming for competent state agencies and organizations and individuals who own licenses. "These problems lead to a shortage of land revenue, filling, affecting construction progress and capital disbursement," said Ms. Huong.

Exploiting revenue from land and lottery

Delegate Nguyen Truc Son (Ben Tre Delegation) suggested that it is necessary to continue implementing flexible fiscal and monetary policies to support businesses and people. At the same time, focus on exploiting revenue sources such as land use and lottery.

Mr. Son also said that it is necessary to soon complete related policies such as land price list, Real Estate Business Law, Land Law. Provide specific instructions for localities in the process of budget collection, and resolve difficulties and problems.

Delegate Ta Minh Tam (Tien Giang Delegation) pointed out that there are still difficulties in identifying mechanisms, processes, and procedures for implementing national target programs.

Mr. Tam said that although the National Assembly issued many new policies, some specific mechanisms were highly expected when issued but have not created much impact in practice. In the process of implementing the National Assembly's Resolution, localities are currently facing difficulties in the implementation process because some contents are not really specific, clear and convenient.

Not to mention, according to Mr. Tam, the issuance of mechanisms and policies under local authority still has a certain delay because many localities are still confused and have different understandings in the process of researching, applying and implementing guidance documents of central agencies.

From there, Mr. Tam recommended that the National Assembly and competent authorities continue to review and perfect the legal framework for implementing and operating national target programs in the spirit of regularly evaluating the effectiveness and quality of policies after promulgation to promptly adjust inadequacies and conflicts, minimize loss and waste of resources, proactively detect and quickly remove bottlenecks caused by legal regulations.
