Accelerate the implementation of housing support policies for poor and near-poor households

Over the past years, Quang Tri province has made efforts to implement the Party and State's policies on housing support for poor and near-poor households in ethnic minority and mountainous areas. Thereby, helping poor families improve their housing conditions, stabilize their lives and promote economic development.

At the end of 2022, the Provincial People's Committee issued Decision No. 2921/QD-UBND dated November 14, 2022 on the Housing Support Project for poor and near-poor households in poor districts under the National Target Program on Sustainable Poverty Reduction for the period 2021-2025 in the province with 911 households having their houses newly built and repaired. Dakrong district is the only district in Quang Tri province on the list of 74 poor districts nationwide to implement this project.

On November 18, 2024, the Provincial People's Committee issued Decision No. 2787/QD-UBND adjusting the Housing Support Project for poor and near-poor households in poor districts of Quang Tri province under the National Target Program on Sustainable Poverty Reduction for the period 2021-2025 (2nd time).

Accordingly, the number of poor households needing housing support outside the project "Mobilizing resources to implement the policy of supporting the construction of new houses for poor households in Quang Tri province in the period of 2022-2026" (Project 197) increased to 570 houses. The total number of poor households needing support to build new houses according to the adjusted project is 3,722 houses, the additional budget is 39.9 billion VND; the total budget to implement the adjusted project is 257.197 billion VND.

To implement this policy, Dakrong district has issued a specific plan, directing specialized agencies to coordinate with the People's Committees of communes and towns to review and determine the number of poor and near-poor households needing support to build new or repair houses in accordance with regulations.

To ensure the implementation of housing support for poor and near-poor households on schedule and with quality, for households with many members of working age, the main implementation method is to self-implement and mobilize workdays from relatives.

For some single-parent households with difficulties in labor, the construction team will be assigned to groups and handed over the houses after completion. The quality and area of ​​the supported houses after construction meet the "3 hard" requirements (hard foundation, hard frame-wall, hard roof), ensuring a minimum usable area of ​​30m2 . Some households have proactively mobilized other resources and have built more spacious houses with an area larger than 30m2 . From 2022 to present, Project 197 has supported the construction of 1,860 new houses for the poor with a budget of over 126.33 billion VND.

In addition to the advantages in implementing housing support policies for poor and near-poor households in the district, Vice Chairman of Dakrong District People's Committee Le Dai Loi informed that in the district, there are currently 2 target programs implementing housing support with different support levels but the same target is poor and near-poor households belonging to ethnic minorities.

The National Target Program for Economic Development of Ethnic Minorities and Mountainous Areas for the 2021-2030 period, in addition to the support level as the sustainable poverty reduction target program, also supports loans of up to 40 million VND/household to build houses with preferential interest rates and supports infrastructure investment costs for building houses. This creates a mentality of choosing the program to register to participate as well as compare the support regime of beneficiaries.

On the other hand, the housing support project for poor and near-poor households stipulates that the support level for new construction is 44 million VND/household, low compared to the estimated cost to build a new house with a minimum area of ​​30 m2 with the "3 hard" standard.

Therefore, some remote localities cannot implement the required standards with only 40 million VND from the central budget (without local counterpart funds and capital mobilized from Project 197).

Implementing Project 1, the Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas (National Target Program 1719), in the period of 2021-2025, Quang Tri province has been allocated nearly 1,479 billion VND by the central government for implementation. Based on this capital source, the province has allocated over 217 billion VND to implement the housing support content of Project 1. Thereby, over 3,000 "3-hard" houses will be supported to be built and handed over to poor households with difficult housing circumstances in ethnic minority and mountainous areas.

With support from the National Target Program 1719 to build a house, Mr. Ho Van Long's family in Xi Nuc village, Tan Long commune, Huong Hoa district has completed a solid house to live in peace. Being a poor household in the locality, previously, his family of four had to live in a temporary, dilapidated house, making life very difficult.

In the new house, Mr. Long excitedly said: “Without the attention and support of the Party, the State and the local government, I don’t know when my family would be able to live in a spacious and solid house like this. I don’t know what else to say but to thank the Party, the departments of the province, the district and the benefactors who helped build the house. Now, my family can settle down, work hard and work with peace of mind to improve our lives and escape poverty sustainably.”

Implementing Program 1719, phase 2021-2025, Huong Hoa district has 622 beneficiary households. In the period 2022-2024, the district has approved a list of 662 beneficiary households to build houses. Due to the increased demand for housing for the poor, the communes have proposed to transfer capital from supporting residential land and production land to building houses.

The 1719 Program, which has been implemented in recent times, has made an important contribution to the implementation of the socio-economic development plan of localities in ethnic minority and mountainous areas. The resources and policies of the program have been focusing on investing in developing essential infrastructure works to serve the people in particularly difficult areas in ethnic minority areas.

Thanks to that, the poverty rate at the end of 2023 compared to the end of 2022 in 38 communes with ethnic minorities living decreased by 5.05%, in 31 communes in ethnic minority and mountainous areas decreased by 6.92%, in extremely disadvantaged communes decreased by 7.47%.

According to statistics, from 2021 to present, from the funds mobilized to implement national target programs, the "For the Poor" Fund, the provincial budget allocation and other support sources, the whole province has supported the construction of 3,752 new houses, repaired 659 houses for poor and near-poor households and people with housing difficulties with a total amount of over 213.07 billion VND.

In addition, through the "Repaying gratitude" Fund, 677 new houses were built and 172 houses were repaired for people with revolutionary contributions and martyrs' relatives with a budget of over 58.76 billion VND. Caring for and supporting housing for the poor and near-poor is a humane policy, so that poverty reduction is not a movement to promote achievements but to help the disadvantaged have the opportunity to have more complete access to basic social services, helping them to live in a solid, safe house and feel secure in their work.
