The application and transfer of science and technology (S&T) into production development has affirmed its superiority and decisive factor in improving crop and livestock productivity, output and increasing product value.

In order to increase income for people in agricultural production, Hoang Hoa district has issued a policy mechanism to support the promotion of the application of science and technology in production development and new rural construction. In particular, the district has proactively coordinated with functional sectors to widely apply many scientific and technical advances in seeds, fertilizers, and intensive farming measures in cultivation and livestock farming. From the application of science and technology, the district has built many production linkage areas that bring high economic efficiency, creating a new breakthrough in production development. Some products have become the district's key commodities, such as: safe vegetable production areas associated with processing and consumption; large-scale potato growing areas in the form of linkage and product consumption; areas growing Kim Hoang Hau melons and melons using high technology; concentrated production areas of watermelons and melons. The district has also implemented land consolidation for large-scale agricultural production using high technology.

Thanks to the effective application of science and technology in production development, the total area of ​​land accumulation and concentration in the district in the past 5 years is over 1.2 thousand hectares, the agricultural production area applying high technology and following high technology is over 410 hectares, the production area according to VietGAP standards is nearly 200 hectares, of which cultivation is over 150 hectares. The whole district has applied mechanization in rice production, reaching 100% of land preparation, 40% of sowing and 99% of harvesting, there is an agricultural service cooperative applying aircraft technology to spray pesticides in the area.

According to statistics, the whole province has about 170 hectares of agricultural production applying greenhouse and net house technology; 765 hectares of organic agricultural production and nearly 80,000 hectares of agricultural products produced in the form of product consumption linkage. High-tech and organic agricultural production brings an average profit of 200 million VND/ha/year for cultivation, 2.5 to 3 times higher than conventional production; 80% of the agricultural production area applying high technology has product consumption guaranteed. Scientific research activities in the fields of agriculture and high-tech agriculture are increasingly invested in more deeply. Specifically, in the field of cultivation, molecular biotechnology, genetic technology, tissue culture technology have been received and applied in research and selection of plant varieties; successfully received and transferred biotechnology in the production of edible mushrooms, medicinal mushrooms, cordyceps, and golden orchids; Implement conservation measures, maintain genetic resources of indigenous plant species with scientific and economic value; develop and build many models of high-tech application, organic agriculture, safe vegetable production areas. Encourage the expansion of the application of hydroponic farming techniques, cultivation in greenhouse systems, net houses associated with high-intensive technology, natural and organic rice cultivation with appropriate and environmentally friendly technology such as: Rice-fish model in Ha Trung district (200ha), rice-worm model in Quang Xuong and Nong Cong districts (13ha), organic grapefruit model in Yen Dinh district, organic vegetables in Dong Son district...

Besides cultivation, in the field of livestock farming, localities have promoted the development of livestock farming according to VietGAP processes, applying automated, semi-automated and mechanized systems in industrial livestock farming with high productivity, energy saving, sustainable structure and advanced technology.

In aquaculture, we have researched techniques for producing some aquatic species with high economic value; guided and encouraged production facilities to apply high technology in industrial shrimp farming; techniques in concentrated clam farming, organized production according to VietGAP standards, new technologies and techniques in exploitation and preservation on fishing vessels to improve the quality and value of exploited products. In addition, in the field of processing and post-harvest management, we have deployed the construction and management of a traceability system for agricultural, forestry and aquatic products in the province. We have guided production facilities to apply software to manage the supply chain of safe food products and integrate information into QR Codes for traceability; digital technology to automate production, business, management and monitoring processes of origin and product supply chains, ensuring speed, accuracy and safety...

In addition to the achieved results, the rate of application of science and technology in agricultural production in localities is still low and limited, not meeting the requirements of being the foundation and driving force for socio-economic development, the scale of application of science and technology in production is still small, the number of science and technology products applied in production is still modest, not commensurate with the requirements of agricultural development of a province with strengths in agricultural development, a large number of people working in agriculture and living in rural areas.

To soon realize the goal of striving for 2030, Thanh Hoa agriculture will develop in the direction of "improving productivity, quality, efficiency, competitiveness and sustainable development associated with new rural construction; applying high-tech and smart agriculture to form specialized areas for large-scale, high-quality agricultural production; forming and developing value chains from production, processing to consumption...". In addition to the policies of the Central and the province, farmers also need to change their thinking, be proactive in accessing advanced science and technology to change production and cultivation methods, keep up with the general trend of the world to increase the value of agricultural products, gradually bringing the agricultural sector to sustainable development.
