Attending the conference were comrade Pham Hoang Son, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; comrade Nguyen Huy Dung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; representatives of Central Party Committees; comrades of the Standing Committee of the Provincial Party Committee; leaders of a number of departments, branches and localities of the province.

Speaking at the opening of the Conference, Provincial Party Secretary Trinh Viet Hung emphasized: In the first quarter of 2025, the world and regional situation continued to have many complex and unpredictable developments, causing some of the province's growth targets to fall short of the set targets. He requested each member of the Provincial Party Standing Committee to uphold the sense of responsibility, promote the strength of solidarity, the ability to think independently, carefully study the growth scenarios for 2025 developed by the Provincial Party Committee and People's Committee, thereby contributing ideas to focus on removing difficulties and promoting economic growth according to the set scenarios.

Members of the Provincial Party Standing Committee give their opinions on the economic growth plan and scenario for the second quarter and the whole year of 2025.

In the first quarter of 2025, the province's socio-economic development achieved some positive results: State budget revenue reached VND 5,296 billion (up 29% over the same period); disbursement of public investment capital reached VND 1,112 billion/VND 5,584 billion (ranked 22/63 provinces and cities); People's satisfaction index with the service of state administrative agencies (SIPAS) in 2024 continued to rank 2/63 provinces and cities; Administrative reform index (PAR Index) in 2024 ranked 5/63 provinces and cities (up 01 rank compared to 2023). A number of economic sectors and fields achieved high growth rates compared to the same period; social security and welfare policies, care for policy beneficiaries and the poor were given attention; political security was maintained, social order and safety were ensured.

However, in the context of many difficulties and challenges from political and economic fluctuations in the world , the export value in the first quarter of 2025 decreased compared to the same period, some manufacturing industries recorded a decrease compared to the same period, leading to industrial production - which is the driving force of the province's economy - recording negative growth, thereby affecting the province's economic growth in the first quarter, not as expected and not achieving the proposed growth scenario.

Delegates gathered collective intelligence to discuss solutions and give advice to ensure economic growth target in 2025.

At the Conference, delegates focused on analyzing and forecasting the context and situation in the second quarter and in 2025. Accordingly, delegates said that in addition to favorable factors, the level of difficulties and challenges will be more complicated in the coming time, especially the risks from the US tariff policy and the reactions of other countries. Based on the situation in the first quarter of 2025 and the actual context, the Provincial Party Committee and People's Committee built two economic growth scenarios for the second quarter and the whole year of 2025. Delegates focused on analyzing, proposing solutions and giving advice to promote resources and growth drivers, with priority given to attracting investment in industrial parks, focusing on accelerating public investment capital, clearing land for key projects, collecting state budget; removing difficulties in implementing projects, accelerating the disbursement of public investment capital, etc.

"Thai Nguyen is determined not to adjust the growth target, using the quality of management to evaluate the capacity of the Party organization and Party members" - The Provincial Party Secretary especially emphasized and directed at the Conference.

In his speech and conclusion of the Conference, the Provincial Party Secretary highly appreciated the sense of responsibility of the Provincial Party Committee, the Provincial People's Committee, all levels and sectors in forecasting the situation and contributing to the growth scenarios. To overcome difficulties and ensure growth targets, he proposed that the Provincial Party Committee direct the Provincial People's Committee to direct specialized agencies to strengthen the work of advising on domestic and international developments. The Provincial Party Secretary assigned the Secretaries of District Party Committees, City Party Committees, and Chairmen of District and City People's Committees to work directly with communes on compensation and site clearance to promptly resolve arising problems at the grassroots level, speeding up the progress of key projects and works.

The Provincial Party Secretary assigned the Provincial Party Committee's Party Building Committees to strengthen supervision of the implementation of public duties, on that basis, inspect and evaluate the capacity of cadres and party members. The Provincial Party Secretary especially emphasized: Thai Nguyen is determined not to adjust the growth target, using the quality of management to evaluate the capacity of the Party organization and party members, and at the same time requires the heads of Party committees and authorities at all levels to convey the spirit and determination of the province to the majority of cadres and party members, to create solidarity and unanimity throughout the Party Committee.
