Promoting the application of information technology (IT) in handling administrative procedures (AP) not only improves the operational efficiency of state agencies, bringing satisfaction to people and businesses, but also contributes to modernizing the administration, towards building a digital government.

Paying attention to developing technology infrastructure to serve digital transformation, Bim Son town has gradually invested in and ensured infrastructure and equipment for cadres, civil servants and public employees working in the network environment. The specialized departments and offices of the Town People's Committee, the People's Committees of communes and wards are all connected to the broadband Internet network system. The Town People's Committee has deployed the installation of LAN systems, specialized data transmission networks, upgraded and maintained regularly to ensure smooth access and use of the Internet and digital applications of the people in the town. In addition, the town also invested in expanding the modern technology network to serve all villages and neighborhoods, serving the leadership, direction and operation of the Party Committee and the government to serve socio-economic development, ensure national defense and security, prevent and combat natural disasters, search and rescue, and rescue as well as the service needs of the people in the town.

Thanks to the promotion of digital transformation, the strong application of IT in handling administrative procedures, especially software: document management, work records; electronic one-stop software; official email; software for tracking the town's tasks... has helped connect and serve organizations and individuals, creating convenience in implementing, looking up, and monitoring the progress of handling administrative procedures. Thanks to that, 100% of documents and work records of the Town People's Committee and communes and wards are exchanged, created, processed, signed, and stored in the electronic environment (except for documents with content classified as State secrets according to the provisions of law). 100% of records for handling administrative procedures are received and handled on the electronic one-stop software. 100% of cadres, civil servants, and public employees of the Town People's Committee, communes, wards... are granted personal and organizational digital certificates; 100% of affiliated public service units process work and digitally sign on TDoffice software; 7/7 communes and wards have online meeting room systems; 100% of units have exchanged, created, processed, and digitally signed documents and work records in the electronic environment. At the one-stop department, all information and work records of citizens are received, stored in the electronic environment and transferred through the management software system for resolution, contributing to improving the efficiency of handling administrative procedures, bringing satisfaction to the people.

As a mountainous district with 83.2% of the population being ethnic minorities, economic conditions are still difficult; the majority of people still lack the skills to access the internet, use modern devices such as smartphones, computers... Therefore, along with propaganda and guidance on the grassroots radio system, mobile propaganda, and distribution of documents guiding the use of online public services, Ba Thuoc district has arranged staff to directly guide people to create accounts and register to submit documents online.

Comrade Le Thi Dung, Deputy Chief of Office of Ba Thuoc District People's Committee, said: The district has arranged specialized staff to guide people in performing administrative procedures, instructing people on how to submit documents, create online public service accounts... During the implementation process, any problems encountered will be coordinated with specialized departments and offices to be resolved promptly and quickly to facilitate and provide maximum support to people.

Currently, the People's Committee of Ba Thuoc district is effectively maintaining the operation of shared software such as: software for managing documents and work records, tracking tasks, official emails; electronic one-stop software; 99% of documents are made online, exchanges between the District People's Committee and the People's Committees of communes and towns are all digitally signed; updating and supplementing all administrative procedures under the authority of the district level and posting all fields of operation, directives and management documents of the People's Committee and the Chairman of the People's Committee on the district's electronic information page; focusing on building integrated, interconnected, shared data platforms, gradually building digital government infrastructure, completing the construction of the province's document interconnection axis...

To deploy IT applications in effective work implementation, Ba Thuoc district regularly coordinates with the Center for Information Technology and Communications, the Department of Information and Communications, and telecommunications enterprises in the area to open training courses to improve the level and skills of IT application, and proficient use of public service software for staff and civil servants. Strengthen professional training for staff and civil servants performing tasks at the reception and return of results department at the district level and communes and towns.

Strong application of IT creates a breakthrough in modernizing the administrative system, upgrading the technological infrastructure in handling administrative procedures for people and businesses, applying IT to monitoring the handling of administrative procedures for organizations and citizens at locations receiving documents and returning results. At the same time, promoting the application of IT in the activities of state management agencies, completing the construction of e-government, and converting to building digital government are the goals that localities in the whole province are striving to achieve. In addition to modernizing the IT infrastructure, digital human resources are also extremely important, requiring localities to promote training, coaching, and propaganda so that people know and actively participate.
