Promoting democracy in communes, wards and towns

In recent years, the implementation of democracy at the grassroots level has contributed to innovating the leadership methods of Party committees and the management and administration of commune, ward and town governments towards democracy, openness and transparency; creating consensus among the people, mobilizing the people to actively participate in implementing and comprehensively completing political tasks at the grassroots level.

In 2024, communes, wards and towns in the province will focus on implementing the Law on Grassroots Democracy in conjunction with local political tasks. 109/109 communes, wards and towns have issued local democracy implementation regulations. At the same time, publicize information on the following contents: Socio-economic development plan, economic restructuring plan in 2024; investment projects and works at the commune level and implementation progress; land recovery plan, compensation, support and resettlement when land is recovered to implement investment projects and works at the commune level; regulations on democracy implementation at communes, wards and towns; duties and powers of cadres, civil servants and non-professional activists at the commune, village and residential group levels; code of conduct for people holding positions and powers of commune-level authorities; Management and use of funds, investments, and grants according to programs and projects for commune-level areas; mobilization of people's contributions; advanced new rural construction programs, model new rural areas; social security policies; legal regulations on administrative procedures,... in many forms, such as: posting at the headquarters of the People's Committee of communes, wards, and towns; broadcasting on loudspeakers; through village heads, residential groups...

Along with that, communes, wards and towns organize for people to discuss and decide on the following contents: Collection, expenditure and management of people's contributions in the community; content of village covenants and conventions; election of village chiefs, residential group leaders; election of people's inspection committees, community investment supervision committees; other self-management tasks... through the following forms: organizing community meetings in villages and residential groups; distributing ballots to collect opinions from each household... Organizing for people to give opinions before competent authorities decide: Project on rearranging commune-level administrative units for the period 2023-2025; draft socio-economic development plan of commune level; plan to transform economic structure, production structure; plan for compensation, site clearance,... through the following forms: organizing community meetings; distributing ballots to collect opinions from households; through the Front working committee, youth union branches, and associations in villages and residential groups... Create favorable conditions for people to check the discussed and decided contents; supervise the organization of democracy at the grassroots level and the implementation of policies and laws of commune-level authorities, ministries, civil servants, and part-time activists at the commune, village, and residential group levels.

Administrative reform, especially administrative procedures, implementation of the "one-stop" and "one-stop" regimes, etc., have been seriously implemented by communes, wards and towns, creating convenience and helping to save time and costs for the people. The implementation of the model of "Friendly Government serving the people" in 100% of communes, wards and towns has fundamentally changed the awareness, responsibility, spirit and attitude of serving citizens and the organization of the staff and civil servants, and the level of people's satisfaction has been increasingly improved. The work of receiving people, handling complaints and denunciations of citizens has been focused on; the dialogue between the heads of Party committees and authorities with union members, association members and people has been carried out in a disciplined manner, promptly listening to opinions and recommendations to focus on resolving the legitimate and just aspirations of the people right at the grassroots level. Effectively promote the mobilization of people to participate in socio-economic development tasks at the grassroots level, especially the movement to build advanced, exemplary new rural areas and civilized urban areas.

Continuing to promote grassroots democracy is one of the important tasks for communes, wards and towns to comprehensively carry out political tasks in 2025 as well as in the coming years.
