Promote synchronous and comprehensive 6 administrative reform contents

According to the report at the meeting, the administrative reform work in recent times has achieved important results, focusing on key issues, with many positive changes. The Government and the Prime Minister have issued resolutions, directives, and telegrams urging the acceleration of public investment disbursement, improving the investment and business environment, reforming the administrative apparatus, reforming administrative procedures, strengthening discipline and order; establishing 5 working groups and 26 working delegations of the Government to inspect and urge the disbursement of public investment capital. The role of the leader in administrative reform has been gradually promoted; 63/63 localities have completed the Steering Committee for Administrative Reform.

Administrative procedure reform and improvement of the investment and business environment have been promoted. From 2021 to present, nearly 2,500 business regulations have been reduced and simplified. Ministries have reduced and simplified 437 administrative procedures related to citizen papers; 21/22 ministries and 61/63 localities have published a list of internal administrative procedures... National digital transformation and building a digital government have been vigorously implemented, especially the issuance of documents to implement the Law on Electronic Transactions; improving the quality of public services.

In the 10 months of 2023, the rate of records with electronic administrative procedure settlement results of ministries and branches reached 26.93%, an increase of 16.15% over the same period in 2022, localities reached 40.91%, an increase of 27.77%; the conversion from paper records to electronic records of ministries reached 82.42%, localities reached 70.15%.

To date, 100% of ministries, branches and localities have completed connecting and synchronizing data with the national database on civil servants and public employees (CBCCVC). In the construction and development of e-Government and digital Government, 36/63 localities have deployed smart command and control centers. In addition, the implementation of Project 06 has been effective, so far integrating and providing 35/53 essential public services; 63/63 localities have completed connecting and sharing data between the national database on population and the Administrative Procedure Information System; issuing over 84.7 million chip-embedded citizen identification cards; activating over 45 million VneID accounts; standardizing and processing over 17 million subscriber SIMs; authenticating over 91.2 million demographic information in the Social Insurance database; cleaning up 42 million bank account data...

Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized that administrative reform is a very important issue, contributing to improving the effectiveness and efficiency of the State apparatus, unlocking resources, supporting businesses to overcome difficulties, promoting growth, creating jobs and livelihoods for people, ensuring the lives of workers, and receiving special attention from the Party, State, National Assembly, people and voters nationwide.

Appreciating the efforts of ministries, branches, localities, and members of the Steering Committee who have actively implemented administrative reform with many positive results, contributing to the overall achievements of the country. The Prime Minister suggested that in the coming time, it is necessary to raise the spirit, awareness, and importance of administrative reform for the country's development. Promote synchronously and comprehensively the 6 contents of administrative reform, namely institutional reform, administrative procedure reform, reform of the State administrative apparatus, reform of the civil service system, public finance reform, and the construction and development of e-Government and digital Government, creating breakthroughs for development.

The Prime Minister requested members of the Steering Committee, ministries, branches and localities to promote their roles and responsibilities in performing assigned tasks; effectively carry out decentralization, delegation of authority, individualization of responsibilities, promote the role of leaders, and at the same time strengthen inspection. Proactively coordinate closely in the implementation of assigned tasks to promote administrative reform, improve the investment and business environment, create the best and most favorable conditions for people and businesses, affirming their proactiveness and creativity in the cause of building and defending the Fatherland.
