About 82,000 billion VND is needed to invest in transportation in the period 2021-2030.
According to the Transport Development Plan of Ca Mau province, the investment capital for the period 2021 - 2030 is about 82,000 billion VND, the total land use demand by 2030 is about 14,000 hectares, including land for the road system.
Key projects include: Can Tho - Ca Mau Expressway (about 109 km, expected to be completed in 2025); Quan Lo - Phung Hiep Road (section through Ca Mau province, 9.8 km long), Southern Coastal Corridor Road (section through the province, 52.42 km long); National Highway 63 (section through the province, 40.42 km long); National Highway 1 (section through the province, 69.95 km long).
To date, the Ministry of Transport (MOT) has submitted to the Prime Minister a study on investment in upgrading and expanding National Highway 1 and Ho Chi Minh Road from Ca Mau City to Dat Mui. However, because it is not yet included in the list of the Medium-Term Public Investment Plan for the period 2021 - 2025, the investment capital source has not been determined. If the investment policy is approved in February - March 2025, the MOT is expected to complete and put the projects into operation by the end of 2028.
The project to upgrade and expand the Ho Chi Minh road section Nam Can - Dat Mui has a research length of about 58.5 km, expected to be invested according to the plan of the entire route meeting the standards of a grade III - plain road, with a cross-section width of 12/11 m; the preliminary total investment is about 5,586.7 billion VND. The total capital to upgrade the road section from Ca Mau City to Dat Mui (upgrading National Highway 1 and Ho Chi Minh road) is 12,700 billion VND.

Currently, the Ganh Hao Bridge Project with a total investment of more than 655 billion VND connecting the two provinces of Ca Mau and Bac Lieu is being urgently constructed, expected to be technically opened to traffic before the Lunar New Year 2025. The completion of the Ganh Hao Bridge will create a seamless connection from Song Doc estuary (Ca Mau province) to Ganh Hao estuary (Bac Lieu province) via the East-West road, creating a driving force for socio-economic development of the two southernmost coastal provinces of the country. The Ganh Hao Bridge is being implemented with 7 bidding packages, many engineers and workers working in shifts continuously to ensure construction progress.
After Ca Mau province issued a resolution on the investment policy of the Land Acquisition, Compensation, Support, and Resettlement Project to expand and upgrade Ca Mau Airport, Ca Mau City (the investor) carried out the steps according to regulations, is carrying out investment procedures; measuring and counting; making a compensation, support, and resettlement plan, in 2025 will carry out compensation, support, and resettlement; hand over the construction site and make final payment of investment capital for the completed project.
The project will be implemented on an area of 105.53 hectares (outside the existing airport area), with a total investment of VND 863 billion, from the provincial budget, in the Medium-Term Public Investment Plan for the period 2021 - 2025. This is a Group A project, implemented in the period 2024 - 2025.
According to the Plan, Ca Mau Airport in the period of 2021 - 2030 will reach level 4C, military level II, with a design capacity of 1 million passengers/year.
The Ca Mau Airport Expansion and Upgrade Project is invested by Vietnam Airports Corporation - JSC (ACV), with a capital of about 2,400 billion VND. The objective of the Project is to invest in the construction, expansion and upgrade of Ca Mau Airport to ensure the exploitation of A320, A321 and equivalent aircraft; create momentum for economic, cultural and social development, while ensuring security and national defense... The project is expected to be completed within 18 months from the date of receiving the site.
Regarding the seaport system, according to the approved Master Plan for the Development of Vietnam's Seaport System for the 2021-2030 period, with a vision to 2050, Ca Mau seaport is a seaport serving the socio-economic development of the locality (type III) with a specialized wharf for importing liquefied natural gas (LNG) to serve the Ca Mau gas power center.
In which, Nam Can port area is a general port area, with a specialized port to receive ships with a capacity of up to 10,000 tons; Ong Doc port area is specialized to serve industrial zones, with a general port to receive ships with a capacity of 2,000 - 3,000 tons. Hon Khoai port area is a cargo and service port area; it is proposed to build a wharf to load and unload general cargo,
container, meeting the needs of import and export of goods; construction of bulk cargo, petroleum, liquefied gas terminals and terminals for tugboats and patrol boats. The scale of the project is capable of receiving ships with a capacity of up to 250,000 DWT, invested in the form of joint ventures or 100% foreign capital, with an investment capital of about 3.5 billion USD. Song Doc offshore port is a specialized port for oil and gas (offshore oil and gas port), developed to suit the needs of mining operations.
Mr. Nguyen Tien Hai, Secretary of the Provincial Party Committee and Chairman of the People's Council of Ca Mau province, emphasized that the bottlenecks that greatly affect the province's growth need to be cleared. In addition to human resource development, infrastructure investment, especially transport infrastructure, seaports and aviation in the area is a priority issue that the province needs to focus on solving. The province proposed that the Central Government pay attention and allocate resources to invest in transport infrastructure for special areas such as Ca Mau. If the infrastructure is well invested, it will contribute to attracting investment and attracting human resources to exploit advantages, promote growth, and pave the way for Ca Mau to rapidly develop a sustainable marine economy in the near future.
Building a creative government to serve people and businesses
According to statistics, from the beginning of 2024 to present, Ca Mau province's GRDP increased by 6.53%; export turnover increased by 9.9%; Cumulative Industrial Production Index increased by 6.2%; industrial production was restored and output increased, of which shrimp processing output increased by 5.6% over the same period; commercial gas output increased by 3.8% over the same period. The province's Provincial Competitiveness Index (PCI) is increasingly improving, the investment and business environment is improved, attracting many businesses to trade.
Ca Mau has proposed groups of solutions to accelerate the finish line and complete the 2024 plan targets, especially focusing on extensive administrative reform, improving the investment environment, and building a creative government apparatus to effectively serve people and businesses.
Firstly, continue to promote the disbursement of public investment capital associated with the construction and development of a synchronous and modern infrastructure system. Focus on removing difficulties and obstacles, urging investors to speed up the implementation progress and disbursement of public investment capital in 2024, especially key, important and urgent projects with spillover effects, creating a breakthrough in the province's socio-economic infrastructure. Deploy the list of regular maintenance and repair works in 2024; carry out well the investment and construction of rural roads according to plan...
Second, synchronously and effectively deploy solutions for state budget revenue and expenditure; tighten financial and budgetary discipline, resolutely implement digital transformation and electronic invoices. Strengthen revenue management and prevent revenue loss. Implement effective credit growth solutions, directing credit to production, business, priority areas and strengths of the province. Promote the organization of conferences connecting banks and enterprises in various forms; continue to implement the National Financial Inclusion Strategy to 2025, with a vision to 2030.
Third, monitor the supply and demand of essential goods, ensure adequate goods and stable prices. Implement local industrial promotion projects in 2024. Continue to monitor, inspect and supervise the implementation of wind power and solar power projects in the province. Fourth, organize working groups to learn from experiences in industrial promotion and industrial development consulting. Actively respond to the campaign "Vietnamese people prioritize using Vietnamese goods"; promote the distribution of goods through digital platforms and e-commerce.
Fifth, promote the export of key products with competitive advantages to large and potential markets. Accelerate the implementation of the Plan to implement Resolution No. 58/NQ-CP dated April 21, 2023 of the Government on a number of key policies and solutions to support businesses to proactively adapt, recover quickly and develop sustainably by 2025; effectively implement the activities of the Special Working Group to remove difficulties and obstacles, support businesses, investors and investment projects in the area.
Sixth, focus on overcoming shortcomings and limitations in the fight against illegal, unreported and unregulated fishing (IUU) in preparation for the inspection by the European Commission (EC). Continue to promote the effective implementation of digital transformation solutions, focusing on developing digital government, digital economy, digital society; Project on Developing applications of data on population, identification and electronic authentication to serve national digital transformation. Connecting business registration, cooperatives, and business households through the National Data Integration and Sharing Platform (NDXP) and communication to bring agricultural production households to e-commerce platforms...
Speaking at a recent working session on reviewing the results of the implementation of the Key Administrative Procedure Reform Plan in 2024, Vice Chairman of the People's Committee of Ca Mau province Nguyen Minh Luan said that, with the top ranking according to the Index of serving people and businesses in performing administrative procedures and providing public services (according to Decision No. 766/QD-TTg), the province is very interested in administrative reform, improving the investment environment, especially in the online public sector. Accordingly, the entire political system of Ca Mau province is involved, promoting the role of the head of each unit in the spirit of synchronization, flexibility, focus, key points, discipline, creating consensus of the whole society.
