Recently, Khanh Hoa Provincial People's Committee agreed on the plan to implement 4 key projects in the northern area of Van Phong Economic Zone (EZ), assigning the task of developing a detailed plan to implement the Van Phong International Airport project.
Investment in Van Phong airport
Khanh Hoa Provincial People's Committee has announced a list of projects calling for investment in the province with 22 sectors and fields with 137 projects. In particular, the Provincial People's Committee calls for investment in the project "Orientation for the development of Van Phong International Airport" in Van Thang commune and Van Khanh commune of Van Ninh district (North of Van Phong Economic Zone).
The area of Van Phong International Airport (Van Phong Airport) is expected to be from 500 to 550 hectares. This location is about 130 km from Cam Ranh International Airport and about 100 km from Nha Trang City. The current land status is aquaculture, sea water and is consistent with the general planning for the construction of Van Phong Economic Zone, Khanh Hoa province until 2040, with a vision to 2050.

However, the planning of the national airport system for the period 2021 - 2030, with a vision to 2050, has just been approved by the Government. Van Phong airport is in Appendix 3, only stopping at the level of "research, survey, and assessment of the possibility of planning to become an airport".
Regarding the Van Phong airport project, according to the Van Phong Economic Zone Management Board, after receiving comments from the Provincial People's Committee, the Management Board will coordinate with departments and branches to develop a specific plan for implementation to ensure compliance with the required progress and set goals. Regarding this proposal, Mr. Nguyen Tan Tuan, Chairman of Khanh Hoa Provincial People's Committee, has issued a document assigning the Department of Transport to preside over and coordinate with the Van Phong Economic Zone Management Board and relevant agencies to develop a detailed implementation plan and propose investment forms according to regulations after specialized plans are approved.
Responding to reporters about whether Khanh Hoa province is implementing the Van Phong airport project when the Government's planning is only in the form of "potential research", Mr. Tuan said that the province will propose the implementation of Van Phong International Airport when it has sufficient capital and planning conditions.
Previously, in early April 2023, Khanh Hoa Provincial People's Committee signed a memorandum of understanding on investment research with Van Don Development Investment Joint Stock Company (under Sun Group) to invest in the construction and operation of Van Phong International Airport, with an investment capital of VND 10,000 billion.
Tens of thousands of billion dong project
The Van Phong Economic Zone Management Board also completed the draft plan to implement 4 key projects in the northern area of Van Phong Economic Zone, including: Dam Mon high-end multi-functional urban area; Co Ma - Tu Bong multi-functional urban area; high-end resort and entertainment area with Hon Lon golf course; mixed-use high-end service, tourism and entertainment complex of Khai Luong mountain.
Specifically, the Dam Mon high-end multi-functional urban area project, covering an area of 1,000 hectares, is expected to complete procedures to select investors in February 2024 and approve investors in March 2024. The Co Ma - Tu Bong multi-functional urban area project, covering an area of about 1,200 hectares, is expected to select investors in May 2024 and approve investors in June 2024. The Hon Lon high-end tourism, resort and entertainment complex project, covering an area of about 1,600 hectares, is expected to select investors and approve investors in August and September 2024. The Khai Luong mountain high-end tourism, service and entertainment complex project, covering an area of about 400 hectares, is expected to select investors and approve investors in August and September 2024.
The Provincial People's Committee also agreed to assign the Department of Transport to preside over and coordinate with the Van Phong Economic Zone Management Board and relevant agencies to develop a detailed implementation plan and propose investment forms for general seaport and passenger seaport projects according to regulations after the specialized plans are approved. Assign the Department of Natural Resources and Environment to issue a document requesting guidance from the Ministry of Natural Resources and Environment on cases of land recovery in Van Phong Economic Zone to carry out the inventory work.
Sun Group has worked with the People's Committee of Khanh Hoa province, thereby proposing that member companies register to invest in projects. Specifically, Ba Na Cable Car Service Joint Stock Company registered to invest in a high-end tourism, resort and entertainment complex project with Hon Lon - Khai Luong golf course, with an investment capital of VND25,000 billion; Ha Long Sun Company Limited registered to invest in the construction of Dam Mon seaport - urban center, with an investment capital of VND11,000 billion; Phu Quoc Sun Company Limited registered the Co Ma - Tu Bong hot mineral spring resort and ancillary service ecological urban area, with an investment capital of VND10,000 billion.
Complete zoning plan
According to the Van Phong Economic Zone Management Board, in 2023, the Van Phong Economic Zone Management Board will submit to the Provincial People's Council for approval and the Provincial People's Committee for approval of the planning project of 12 sub-zones. Specifically, in Van Ninh district, there are sub-zone 1 on Hon Lon island, sub-zone 2 on Khai Luong mountain, sub-zone 3 on Dam Mon, sub-zone 4 on Vinh Yen - Mui Da Son, sub-zone 5 on Tuan Le - Hon Ngang, sub-zone 6 on Diep Son island, sub-zone 8 in Co Ma - Tu Bong area, sub-zone 11 in Van Gia and surrounding areas. In Ninh Hoa town, there are sub-zone 14 Ninh Hai, sub-zone 17 and sub-zone 18 in the center of Ninh Hoa, sub-zone 19 - Nam Van Phong industrial and seaport functional area.
