Dr. Tran Thi Hong Minh said that the successful reality of many free trade zone models in the world, typically free trade zones in Germany, Singapore, China, and the UAE, shows that reducing the time to carry out administrative procedures and applying digital transformation to optimize the time to carry out administrative procedures, thereby facilitating trade and speeding up the circulation of goods is an important factor in attracting investment. Therefore, for the Da Nang Free Trade Zone, the city government must simplify administrative procedures. In addition, digitizing warehouse management processes, applying digital transformation in handling customs procedures to reduce the time to carry out administrative procedures, reduce operating costs, increase efficiency and support businesses to easily access international markets.
Sharing the same view, Mr. Tran Quang Huy - Director of Operations of DP Word (the unit managing and exploiting the dry port in Savannakhet Special Economic Zone (SEZ, Laos), representative of Savan Logistics Company, said that there should be support from state management agencies in terms of procedures and documents to facilitate customs clearance of import and export goods. "Instead of doing it on paper, you can declare customs online. In fact, paper customs declaration is still used. Along with that, simplify administrative procedures and shorten the time for procedures", Mr. Tran Quang Huy recommended.

Strengthening the role of customs

According to the representative of Da Nang Port, the effectiveness of the Da Nang Free Trade Zone depends largely on the factor of goods circulation. By 2040, the economy from the Free Trade Zone will contribute 9.5% of Da Nang GRDP (industry 8.8%; trade - services 10.9%), attracting about 90,000 workers. By 2050, Da Nang Free Trade Zone is expected to contribute 17.9% of Da Nang's GRDP (industry 13.2%; trade - services 22.3%) and be the workplace of 127,000 workers. |
