Imprints of the half-term implementation of the Resolution of the 14th Provincial Party Congress

Implementing the Resolution of the 13th National Party Congress and the Resolution of the 14th Provincial Party Congress, term 2020-2025, the Party Committee, government and people of all ethnic groups in Ninh Thuan province have promoted the spirit of solidarity, high political determination, strived to overcome difficulties and challenges, achieved important results, creating a solid premise to complete the goals and tasks set out by the Resolution of the Provincial Party Congress.

Together to overcome difficulties

Entering the implementation of the Resolution of the 14th Provincial Party Congress, consecutively for 2 years (2020-2021), along with the whole country, the economy has been heavily affected by the COVID-19 pandemic. In the face of difficulties and challenges, but with the spirit of innovation, creativity, determination, drasticness and aspiration to rise up, the Provincial Party Committee, the Provincial Party Standing Committee, especially the Provincial Party Standing Committee, have made strong decisions, gradually removing difficulties for people and businesses, unleashing all investment resources to achieve the dual goal of both fighting the pandemic and restoring and developing the economy. Since the beginning of the term, 22 thematic resolutions, 10 action programs, 6 projects, 48 directives, 223 plans... have been issued to lead and direct all aspects of work. Along with that, proactively and promptly seizing opportunities, focusing on synchronously and effectively implementing the policy of rapidly developing breakthrough industries, pillars of marine economy, renewable energy, tourism, high-tech agriculture and alternative driving force projects... Thanks to that, the socio-economic situation, Party building work, and the political system of the province are truly clean and strong, achieving many outstanding results.

Specifically: The socio-economic situation remains stable and has grown well; the average GRDP is estimated to increase by 9.28% per year, higher than the average growth rate of the whole country and the South Central Coast region (the average growth rate of the whole country in the past 3 years is estimated at 5.44%; the South Central Coast region is estimated at 6.19%); the economic scale has increased rapidly, 1.5 times higher than in 2020, equal to 78.9% of the set target. The contribution rate of the marine economy accounts for about 41.56% of GRDP (the target by 2025 is 41-42%). The average GRDP per capita in 2023 is estimated at 88.5 million VND/person, 1.5 times higher than in 2020 and equal to 78.3% of the target for 2025. The economic structure has shifted towards increasing the proportion of industry and services according to Resolution No. 03-NQ/TU of the Provincial Party Committee. Many new factors that are effective in production and business activities are being replicated. Potentials, advantages, and breakthroughs in energy, processing industry, high-tech agriculture, marine economy, tourism, etc. are being focused on and effectively promoted. Infrastructure is being invested in; investment attraction, administrative reform, and environmental improvement are being promoted; key and driving projects are being accelerated. Economic recovery and development policy mechanisms and specific policies to support the province are being effectively promoted.

There has been much progress in the fields of culture, society and environment; the quality of education has been gradually improved. Health care for the people, especially the prevention and control of the COVID-19 pandemic, has made much progress. Social security policies have been fully and promptly implemented, targeting the right people; job creation and poverty reduction have achieved positive results.

The work of building the Party and the political system is directed with a proactive, close, drastic and comprehensive spirit, especially innovating the Party's leadership methods. Continuing to streamline the organizational apparatus, associated with improving operational efficiency; the leadership capacity and fighting strength of the Party organization and Party members are constantly improved. Every year, 94.5% of grassroots Party organizations successfully complete their tasks (target of 85% or more); 95.8% of qualified Party members successfully complete their tasks (target of 85% or more); the annual admission of new Party members meets the set targets. As of June 30, 2023, the entire Provincial Party Committee had 21,564 Party members, an increase of 1,394 Party members compared to the end of 2020. Resolutely prevent, repel, and strictly handle cadres and Party members who have degraded in political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation". Building a contingent of cadres and Party members who basically meet the requirements of the tasks. The Provincial Party Committee has directed the completion of planning for Party committees and key personnel at all levels from the province, district, and commune for the 2026-2031 term and the following term. The effectiveness and efficiency of management by authorities at all levels have been constantly improved. The Party's inspection, supervision, and disciplinary enforcement work have been innovated and improved in efficiency. The work of preventing and combating corruption and negativity has been seriously implemented. The activities of the Vietnam Fatherland Front and mass organizations have become increasingly evident; the strength of great national unity has been constantly consolidated and strengthened. People of all walks of life in the province trust in the leadership of the Party and State.

Determined to achieve the goals of the 2020-2025 term

To successfully implement the Congress Resolution, soon realize the aspiration to build Ninh Thuan to develop rapidly and sustainably, in the coming time, the Provincial Party Committee will continue to focus on leading, directing, thoroughly implementing the Resolution of the 13th National Party Congress, the Resolution of the 14th Provincial Party Congress, thematic Resolutions, projects, and conclusions for the 2020-2025 term. Continue to promote Party building work, improve the leadership capacity and fighting strength of the Party Committee, especially focusing on effectively leading the implementation of Conclusion No. 21-KL/TW on promoting Party building and rectification and the political system, associated with promoting the study and following of Ho Chi Minh's ideology, morality, and lifestyle. Focus on improving the leadership capacity and fighting strength of Party committees and organizations at all levels; strengthen the consolidation of the political system at the grassroots level. Constantly innovate the thinking and leadership methods of Party committees and organizations at all levels; Promote the role and responsibility of setting an example for cadres and party members, especially leaders of Party committees and authorities at all levels. Continue to focus on doing a good job in personnel work; build a cadre team at all levels with strong political will, capacity, qualities, prestige, equal to the task, meeting the requirements in the new situation.

Focus on promoting the implementation of strategic breakthroughs The Resolution of the 14th Provincial Party Congress has identified the improvement of policy mechanisms; development of infrastructure and improvement of human resource quality. Regularly review, promptly amend, supplement and promulgate mechanisms, policies and legal regulations to overcome shortcomings, overlaps and difficulties. Focus on implementing key programs, breakthrough and key tasks; mobilize and effectively use resources to serve socio-economic development. Effectively exploit the potential and strengths of developing marine economy, renewable energy, tourism, high-tech agriculture and alternative driving force projects. Promote new rural construction, giving priority to communes and districts striving to meet standards in the period of 2021-2025. Concretize and implement the Provincial Planning for the period 2021-2030, with a vision to 2050. Strengthen financial and budgetary discipline and order, speed up the disbursement of capital sources. Continue to promote administrative reform, improve the investment and business environment; promptly support the removal of difficulties and obstacles, create all favorable conditions for people and businesses to develop production and business, promote economic growth. Promote the application of information technology and digital transformation to improve the quality and efficiency of work and better serve people and businesses.

Resolutely and effectively implement national target programs, central and provincial policies; pay attention to investing in infrastructure, equipment, improving the quality of education and health care for the people. Focus on preserving and promoting the fine traditional cultural identities of ethnic groups associated with tourism development. Well implement ethnic and religious work, social security policies, poverty reduction, vocational training associated with job creation for workers. Strengthen resource management, environmental protection, and response to climate change. Ensure national defense, security, political security, order and social safety are maintained.

With the positive results achieved in the first half of the term, along with the spirit of solidarity, determination and development aspirations of the entire Party Committee, authorities at all levels and people of all ethnic groups in the province, we believe and expect to successfully complete all the goals set by the resolutions of the Party Congresses at all levels and the Resolution of the 14th Provincial Party Congress, building a province with comprehensive and sustainable development; actively contributing with the whole country to successfully implement the Resolution of the 13th National Party Congress.
