For Tan Phu Town Police, Dong Phu District, from March 10, the receiving of applications for issuance, exchange and re-issuance of driving licenses for people has been carried out at the reception and return of results department of Dong Phu District Police previously. Tan Phu Town Police has arranged experienced officers to carry out this work, thereby meeting the needs of the people. Ms. Dam Thi Hau in Tan Hung Commune, Dong Phu District said: “I work as a truck driver, currently have a B2 license. Now because my license is about to expire, I want to change it to a C1. When I arrived here, the officer in charge enthusiastically and easily guided me through the application and procedures. I have added a health certificate as required and got an appointment for the date to return the results.”

Major Nguyen Tien Duy, Deputy Head of Tan Phu Town Police, said: Since March 10, the unit has implemented conditions to meet the needs of issuing and reissuing driving licenses for people. Receiving facilities left by the District Police, and at the same time being equipped with a system of machines from the Provincial Police such as computers, cameras connected to synchronized data, the implementation process has been stable, and people's needs have been resolved quickly. As of March 31, Tan Phu Town Police has received 92 applications for issuing and reissuing driving licenses for people.
At Duc Phong Town Police Station, Bu Dang District, the issuance and reissuance of driving licenses for people also took place stably and smoothly. Mr. Nguyen Duc Thang in Duc Loi Quarter, Duc Phong Town said: "After the town police station had a new, spacious headquarters, people could come to carry out procedures related to the issuance, reissuance of driving licenses and other services conveniently, without having to go far."
Lieutenant Colonel Dang Ngoc Hung, Chief of Duc Phong Town Police, said: “Although we have just reorganized the operation of the commune-level police, under the direction of the Provincial Police, we have quickly stabilized, thereby promoting propaganda to let people know about administrative services performed at the commune-level police, including the issuance and re-issuance of driving licenses for citizens from March 10. Along with the arrangement of specialized officers to perform professional tasks, we have hung a number of billboards and posters to inform people and find out more related information, such as: Instructions on the order and procedures for issuing and re-issuing driving licenses directly and online through national public services; announcing the schedule of driving test fees, fees for issuing licenses and certificates to operate on all types of vehicles and fees for registering and issuing specialized motorbike license plates for people to know. As of March 31, Duc Phong Town Police has met the needs of issuing and re-issuing driving licenses. for 75 local people".

Lieutenant Colonel Nguyen Tien Dung, Deputy Head of the Traffic Police Department of the Provincial Police, said: Based on the directives of the Ministry of Public Security and the Provincial Police on receiving state management work on testing and granting driving licenses, the Traffic Police Department has assigned officers to participate in training on issuing examination cards; receiving documents, equipment, and machinery from the Department of Transport (now the Department of Construction) to serve the work of issuing and re-issuing driving licenses to citizens without interruption. The Traffic Police Department has advised the Provincial Police to deploy Circular No. 12/2025/TT-BCA regulating testing and granting driving licenses; issuing and using international driving licenses, effective from March 1, 2025 for commune-level police across the province. At the same time, training on the process and operations of receiving dossiers for issuing and re-issuing driving licenses was organized for officers directly performing this task at the Traffic Police Department of the Provincial Police and the commune-level police where they are assigned to issue and re-issue driving licenses. As of April 2, the province has received 3,291 applications for driver's license renewal and re-issuance, including 3,030 direct applications and 261 online applications.

According to the Law on Road Traffic Order and Safety 2024, from January 1, 2025, people with driving licenses can exchange their driving licenses in the following cases: Driving licenses are lost; Driving licenses are damaged and no longer usable; before the expiration date stated on the driving license; Changes in information stated on the driving license; Foreign driving licenses issued by competent foreign authorities are still valid; Driving licenses issued by the Ministry of National Defense or the Ministry of Public Security upon request or the person granted the license is no longer performing defense or security duties. Driving licenses issued before January 1, 2025 will continue to be used according to the expiration date stated on the driving license. |
Currently, the functional sector still faces objective difficulties. Specifically, there are not enough blanks to print driving licenses for those in need. Therefore, after receiving the application, the citizen's data will be updated on the Traffic Police Department's information page and the VNeID system, thereby when driving on the road, if the traffic police force conducts an administrative check, the driver will present the driving license in the electronic environment.
The authorities recommend that those with valid driving licenses should continue to use them and should not exchange them unless absolutely necessary. In addition to issuing and exchanging them directly at the Provincial Police and the Commune Police, people can do so electronically at the National Public Service Portal to save time and travel costs. In the coming time, the Provincial Police Traffic Police Department will continue to review qualified driving test centers to organize testing and issue driving licenses to citizens according to regulations.
