- Madam! Could you please tell us how the leading role of the Provincial Women's Union is demonstrated in the implementation of Project 8?

- Since being assigned by the Provincial People's Committee to preside over the implementation of Project 8, the Provincial Women's Union has focused human resources and conditions to carry out activities. The Standing Committee of the Provincial Women's Union established an Executive Board and a Working Group. Assigned responsible leaders and specialized departments and offices to advise on the implementation of the 4 contents of the project. Established the zalo group "Project 8 Quang Tri"; advised the Provincial People's Committee to issue plans and instructions for the implementation of Project 8 Phase I: 2021-2025 in the province; organized training conferences to raise awareness, guide the establishment and operation of the club model "Leader of Change", "Community Trust Address", "Community Communication Group"; guided the organization of policy dialogue conferences, promoted gender equality in the community... for Women's Union officials at all levels, mass organizations of communes, villages and hamlets.

Determining that the implementation of projects under the National Target Program requires accuracy, science, and implementation in the right areas and for the right subjects, the Provincial Women's Union has organized conferences, workshops, and training courses to improve the project implementation capacity of officials at all levels. Specifically, after more than 3 years of implementation, the Provincial and District Women's Unions have organized 5 conferences to guide the implementation of Project 8 for more than 500 delegates representing relevant departments, branches, sectors, district and commune People's Committees, heads of unions, and union officials at all levels.

Units coordinating the project implementation have sent leaders and staff to participate in training courses for source trainers (TOT), training on specialized topics organized by the Central Association, the Central Ethnic Committee, etc. Units in charge of the project in the localities have also coordinated to organize capacity building training for 105 project officers at all levels. Up to now, the Women's Unions of the districts have initially operated the project smoothly, achieving the set targets and objectives. The community models established and maintained by the Women's Unions at all levels have been effective, creating changes in people's awareness.

- To overcome the difficulties, in the role of project management and operation, what activities has the Provincial Women's Union done to ensure the project is implemented with maximum efficiency?

- To maintain and improve the effectiveness of the project, the Standing Committee of the Provincial Women's Union has periodically organized conferences to summarize and evaluate the implementation of Project 8. The results of the project implementation are continuously updated and evaluated in monthly, quarterly and 6-monthly meetings. The Union also organizes inspection and supervision teams to promptly grasp the implementation situation and remove difficulties and obstacles for the locality.

Specifically, the Provincial Women's Union organized 7 inspections, monitoring and evaluations of the implementation results of Project 8 and the implementation of the BDG in the implementation of the National Target Program for Ethnic Minorities and Mountainous Areas in Huong Hoa and Dakrong districts. The Huong Hoa District Women's Union organized 2 monitoring sessions to establish and operate communal community communication teams in communes with difficulties in project implementation.

Through inspection and supervision, units were instructed on how to operate community intervention models that have been supported to be established such as: "Trusted Address", "Community Communication Team", "Leadership Club of Change". Combined with local programs and projects to mobilize resources to maintain and operate effectively, coordinate and support the implementation of Project 8 locally.

In addition, the association also identified policy dialogue as an effective information channel to grasp the thoughts and opinions of the people on existing local issues that may not be resolved or not thoroughly resolved within the scope of the project. From there, grasp the needs of the people to implement propaganda activities and support people in accordance with the needs of each locality and each region.

Over the past years, the Provincial Women's Union has organized 22 dialogues in 5 communes in the project area with nearly 2,200 participants. The District Women's Union has chaired 25 policy dialogue conferences on issues of public concern. At the end of 2024, the Provincial Women's Union will organize a dialogue conference on the role of women and the participation of sectors in promoting gender equality.

This is an opportunity for delegates and representatives of relevant departments, agencies and sectors to listen to the thoughts, aspirations, questions as well as to exchange and share to clarify the policies that female cadres and members are interested in. The Quang Tri Provincial Women's Union also held a conference to review 3 years of implementing Project 8. The conference discussed good and creative ways to implement the project, frankly pointed out the shortcomings and limitations after 3 years of implementation, and set out the direction of activities in 2025.

- According to you, in order for the next projects, not just Project 8, to continue to be effective, which stage of operation and management must be most focused on?

- In my opinion, for a project to operate effectively and create positive changes for the community, the Project Management Board must really go deep and closely follow the difficulties and problems at the grassroots level. Project staff at the grassroots level must closely follow the actual situation and promptly report any problems to make adjustments so that the project can operate smoothly and in the right direction.

Therefore, for the implementation of Project 8 or any program deployed by the Provincial Women's Union, the Standing Committee of the Provincial Women's Union also requires ensuring information reporting, strengthening inspection, supervision and evaluation in the implementation of project models and activities according to regulations.
