Van Phuong Commune Party Committee promotes leadership role in building advanced new rural areas

After Van Phuong commune (Nho Quan) was recognized as meeting new rural standards in 2019, the Party Committee and the commune government continued to focus on leading and directing the improvement of the quality of new rural criteria and building advanced new rural areas.

Comrade Luu Danh Duyen, Secretary of the Van Phuong Commune Party Committee, said: To achieve the criteria of an advanced NTM commune, the Commune Party Committee has issued a specialized Resolution, perfected the Commune Steering Committee, Commune Management Board on NTM construction and Development Board in the villages. The comrades in the Steering Committee and Management Board regularly follow the grassroots to promptly remove difficulties and obstacles in the implementation process, thereby making appropriate adjustments to the reality.

Propaganda and mobilization work on building advanced new rural areas is carried out regularly and specifically to each hamlet, household and each person in many diverse forms, suitable for each subject.

Propaganda content focuses on the policies and guidelines of the Party and State, especially the guiding documents of the Central Government, the province and the district on promoting the implementation of the movement for the whole people to unite to build new rural areas.

The Fatherland Front and mass organizations in the commune mobilize and guide members, union members and people to build economic development and environmental protection models such as: "Clean house, beautiful garden", "Good farmers in production and business", "Lighting up the countryside roads"...

Along with that, the Party Committee and People's Committee of the commune actively mobilized resources to invest, renovate and build technical infrastructure systems to serve socio-economic development, prioritizing investment resources to upgrade essential infrastructure such as: roads, cultural facilities, schools...

Promote the mobilization of people to actively restructure the agricultural sector, apply scientific and technological advances, and mechanize production associated with the transformation of crop and livestock structures; focus on developing production models, concentrated livestock farming towards commodities, while expanding small-scale industries, services, etc. to increase people's income.

The Commune Party Committee has also focused on directing the construction of a model new-style rural village according to the targets set by the Commune Party Congress. Comrade Truong Quang Khai, Secretary of the Tien Phuong 2 Village Party Cell, shared: With the determination to soon become a model new-style rural village, the Village Party Cell has met, discussed and issued a thematic resolution on building a model new-style rural village; at the same time, assigned specific tasks to each Party member. Accordingly, Party members in the Party Cell not only propagate and mobilize people to participate in implementing the criteria in building a model new-style rural village but also act as role models, taking the lead in transforming crop structure, helping each other develop the economy, reduce poverty sustainably; contribute money and working days in building a new-style rural village. With the pioneering and exemplary role of party members, villagers have agreed and actively contributed funds to build and renovate the village's facilities to make them more spacious and clean... Thanks to that, in November 2023, Tien Phuong 2 village was recognized as meeting the standards of a model new-style rural village.

It is known that from 2019 to 2023, Van Phuong commune mobilized over 226 billion VND to invest in building advanced new rural areas, of which the capital from the people was over 110 billion VND, accounting for 49%.

By the end of 2023, the commune achieved 19/19 advanced NTM criteria according to the new set of criteria for the 2021-2025 period and was recognized by the Provincial People's Committee as a commune meeting advanced NTM standards in 2023. The commune has 4/7 villages recognized as meeting model NTM standards, reaching a rate of 57.1%.

The rural appearance has improved with a solidified rural road system, signs, directional signs, lighting, speed bumps, and tree planting, ensuring light, green, clean, and beautiful areas. Cultural houses in villages have been built spaciously, with full facilities to serve the people's needs for exercise and daily activities.

The forms of agricultural production organization are interested and innovated in the direction of strengthening the linkage of commodity production combined with promoting the development of industries and services. The economic structure has shifted towards increasing the proportion of trade and services : Agriculture accounts for 65%, trade and services account for 35%; the production value per hectare of cultivated land and aquaculture is estimated at over 120 million VND/ha; the average income per capita in 2023 is 68.6 million VND/year; the multidimensional poverty rate is 0.92%.

The quality of education, health care, culture and environment is increasingly improved. Currently, 100% of schools in the area meet national standards; the rate of people participating in health insurance is over 95%. Political security is maintained; the political system is increasingly strong, democracy at the grassroots level is promoted.

"Not satisfied with the results achieved, in the coming time, the Party Committee of the commune will continue to lead, direct and organize the implementation of the New Rural Construction Program, focusing on improving the "quality" of the criteria for advanced New Rural communes and striving to achieve the standards of a model New Rural commune" - Comrade Luu Danh Duyen, Secretary of the Party Committee of Van Phuong commune said.
