Ensuring downstream safety when Tuyen Quang hydroelectric reservoir discharges floodwaters

Implementing the direction of the Ministry of Agriculture and Rural Development in Official Dispatch No. 5997/CD-BNN-DD dated August 14 on opening a bottom discharge gate of Tuyen Quang Hydropower Reservoir, on August 14, the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue (PCTT&TKCN) issued Document No. 42/BCH-VPTT to the PCTT&TKCN Steering Committees of Doan Hung and Phu Ninh districts, Viet Tri city, and the State-owned Irrigation Works Exploitation Company on proactively taking measures to ensure downstream safety when Tuyen Quang Hydropower Reservoir discharges floodwaters.

To proactively take response measures to minimize possible damage downstream due to water discharge from Tuyen Quang reservoir, the Provincial Steering Committee for Flood and Storm Prevention and Control requests the Steering Committee for Flood and Storm Prevention and Control of Doan Hung and Phu Ninh districts and Viet Tri city to closely monitor flood forecasts and warnings and reservoir discharge information.

Timely inform communes, wards, towns, people, investors and units with construction works under construction, owners of water transport vehicles, ferry terminals, cage fish farming households, production and business activities of mineral exploitation on rivers and riverbanks about flood discharge information of Tuyen Quang hydropower reservoir to proactively take preventive and response measures.

Review flood control plans to ensure safety for downstream areas, especially key dyke points, landslide areas or areas at risk of riverbank landslides, and residential areas on riverbanks; prepare human resources, materials, and means to prevent floods, ensuring absolute safety for people and property. Direct the clearing, cleaning, and sanitation of culverts under the dykes, regularly check the operation of culverts under the dykes, and pumping stations to ensure timely flood prevention and drainage to protect production.

Organize a serious on-duty team, ensure communication, proactively direct the handling of situations and promptly report to the Provincial Steering Committee for Flood and Storm Prevention and Control. At the same time, request the Phu Tho State-owned Irrigation Works Exploitation Company to proactively relocate field pumping stations along the river to ensure safety and prepare a plan for pumping headers to prevent heavy rains from causing flooding.
