The information was released by the US Embassy in Hanoi on February 7. According to the announcement, US Marines found Mr. Tuc's diary on the battlefield in Thua Thien Hue province in 1967.

The US Embassy said that Mr. Tuc and his family members received the diary back at their home. Ambassador Knapper also presented him with a letter signed by President Biden, expressing his thanks to Mr. Tuc for participating in a repatriation event at the Vietnamese National Assembly during President Biden's visit to Hanoi in September 2023.
At a ceremony the same month, Mr. Tuc's veteran friend, Mr. Nguyen Van Thien, also received back a diary lost during the war 50 years ago.
The diaries of Mr. Tuc and Mr. Thien were discovered and returned during the implementation of the US Department of Defense program to support the National Steering Committee 515 and the Vietnamese Ministry of National Defense in searching for, collecting and identifying the remains of martyrs. In cooperation with the US Department of Defense, while conducting archival research to support the Steering Committee 515, the research team at Harvard University's Ash Center identified the owners of the diaries.

The activity is part of bilateral efforts to address the consequences of the war. The US government program aims to respond to the assistance and support that the Vietnamese government has provided to the program to search for US soldiers missing in action during the war, and to help the families of the many who are still missing stop waiting and waiting.
2023 will see the two countries officially establish a Comprehensive Strategic Partnership. In the coming year, both sides will have a lot of work to do to realize the joint statement on upgrading relations.
