The Government Office issued Notice No. 417/TB-VPCP dated September 13, 2024, concluding the Prime Minister Pham Minh Chinh's remarks at the Conference to disseminate and implement Resolution No. 136/2024/QH15 of the National Assembly and at the working session with the leaders of Da Nang city.
Da Nang has an important strategic position in terms of economy and society.
The announcement stated: Da Nang is one of the five centrally-run cities, with an important strategic position in terms of economy, society, national defense, security and is the core of the key economic region of the Central region. Da Nang City is an important traffic hub, with all means of transportation (air, road, waterway, railway) and convenient connections with the economic centers of the region; has the potential to develop marine economy, tourism, services, high-tech industry, information technology, healthcare, education. Along with the heroic historical and cultural traditions; Da Nang people are dynamic, creative, have the desire to innovate, rise up, pioneer, proactively propose programs "City of 5 no, 3 yes, 4 safe". In the process of construction and development, Da Nang City has always received attention, leadership, direction, and support from the Party and State to create favorable conditions for rapid and sustainable socio-economic development; In particular, in the first 6 months of 2024, the Politburo issued Conclusion No. 79-KL/TW dated May 13, 2024 on continuing to implement Resolution No. 43-NQ/TW dated January 24, 2019 of the 12th Politburo on building and developing Da Nang city to 2030, with a vision to 2045, and the National Assembly issued Resolution No. 136/2024/QH15 dated June 26, 2024 on organizing urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city with many outstanding and breakthrough mechanisms and policies. It can be said that Da Nang converges many distinct potentials, outstanding opportunities, and competitive advantages; political basis, legal basis, practical basis to confidently innovate, create, develop comprehensively, break through, quickly, harmoniously, and sustainably in the coming time.
In recent times, Da Nang city has achieved a number of outstanding achievements in socio-economic development; including proposing to competent authorities to issue new policies, conclusions, resolutions and strictly implementing the conclusions of the Prime Minister. The work of overcoming the consequences of the COVID-19 pandemic has been carried out quite effectively, each year is better than the previous year. The city has made positive contributions to the construction and completion of socialist-oriented market economic institutions and in handling outstanding issues, removing bottlenecks, and unlocking resources for development.
Da Nang City is a leading locality in online public services; promoting digital transformation; administrative reform, especially administrative procedure reform, helping to reduce costs and time for people and businesses. The city has also coordinated well and seriously implemented the conclusions of the Prime Minister, the Working Group under Decision No. 153/QD-TTg dated January 29, 2022 and the Government Members under Decision No. 435/QD-TTg dated April 24, 2023 of the Prime Minister. The implementation of a number of key projects and works such as Lien Chieu seaport, upgrading and expanding National Highway 14B (Tuy Loan - Hoa Khuong section), site clearance for the construction of the Hoa Lien - Tuy Loan expressway section has achieved good results; ensuring progress and effectively mobilizing resources. Continuing to strengthen the building and rectification of the Party and the political system; consolidating internal solidarity and unity; doing well in social security and environmental protection. Da Nang City is increasingly affirming its role as a pole, a growth center of the Central Highlands region.
In the first 7 months of 2024, the City's socio-economic situation has many bright spots. GRDP in the first 6 months of 2024 increased by 5% over the same period in 2023, higher than the average increase of 3.54% in the first 6 months of the entire period 2020 - 2024; GRDP in the second quarter of 2024 alone achieved an impressive increase of 8.35% over the same period in 2023, ranking 16th out of 63 nationwide. Core inflation is under control (average CPI in the first 7 months of 2024 increased by 3.04% over the same period last year).
Trade and industry grew quite well (Total import and export turnover of goods in the first 7 months of 2024 reached nearly 1.9 billion USD, up 11.5% over the same period, exports reached over 1.1 billion USD); the industrial production index (IIP) in the first 7 months of 2024 increased by 4.7% over the same period, the highest increase in 7 months since 2019.
Total retail sales of goods and consumer service revenue are estimated at nearly VND80 trillion, up 14.9% over the same period last year, of which tourism revenue increased by 57.6%. Services and tourism continue to develop strongly with many new, unique and vibrant activities, festivals and tourism products; in the first 7 months of 2024, the total number of visitors served by accommodation establishments is estimated at 6.6 million, up 33% over the same period (international visitors are estimated at 2.5 million, up 34.7%).
Disbursement of public investment capital has positive changes (by the end of July 2024, the disbursement of the public investment capital plan for 2024 reached 2,400 billion VND, equal to 33% of the plan assigned by the Prime Minister and 27% of the plan assigned by the City People's Council). State budget revenue reached 85.23% of the 2024 estimate (as of August 15, 2024). Social security is ensured, people's lives are improved; political security, social order and safety are maintained; the fields of culture, health, education, labor, etc. are focused.
In addition to the achieved results, up to now, Da Nang city still continues to face limitations, difficulties and challenges such as: Development is not commensurate with potential and advantages; limited development space; GRDP growth rate has not reached the set target; comprehensive development between service, industry and agriculture sectors has not been achieved; the relationship between rapid but sustainable development and harmonious development between economy, culture, society and people has not been really resolved.
Strategic infrastructure needs to continue to be invested in the direction of synchronous and modern connectivity; high-quality human resources are still limited; handling violations related to projects and land in inspection, investigation, audit conclusions and execution of judgments is still slow, with prolonged backlogs, causing waste of resources; provincial competitiveness indexes and administrative reform tend to decrease...
Submit to the Prime Minister for consideration of establishing Da Nang Free Trade Zone
From now until the time Resolution No. 136/2024/QH15 dated June 26, 2024 of the National Assembly takes effect, there are only 4 months left. To ensure timely and effective implementation of the mechanisms, policies and tasks assigned by the National Assembly in this Resolution, the Prime Minister requests relevant ministries, agencies and Da Nang city to urgently, proactively and resolutely make efforts in organizing implementation.
Specifically, the Ministry of Planning and Investment shall preside over and coordinate with Da Nang city and relevant ministries and agencies to: Develop the Regulations on organization and operation of the Steering Committee for the implementation of Resolution No. 136/2024/QH15 and assign specific tasks to members of the Steering Committee, submit to the Head of the Steering Committee for promulgation; prepare to organize the first meeting of the Steering Committee soon; appraise the dossier, submit to the Prime Minister for consideration and decision on the establishment of Da Nang Free Trade Zone in the fourth quarter of 2024; develop and submit to competent authorities for promulgation of the Regulations on operation of Da Nang Free Trade Zone; complete in the fourth quarter of 2024; develop and submit to the Prime Minister for promulgation of the Decision to adjust and supplement the management function of Da Nang Free Trade Zone for the Management Board of Da Nang High-Tech Park and Industrial Parks; complete in the fourth quarter of 2024.
The Ministry of Home Affairs shall preside over the development and submit to the Government for promulgation a Decree regulating the organization and operation of the District People's Committee and the responsibility regime of the Chairman of the District People's Committee; the organization and operation of the Ward People's Committee and the responsibility regime of the Chairman of the Ward People's Committee; election, recruitment, management and use of civil servants working at the People's Committee and cadres and civil servants working at the Ward and Commune People's Committee; making estimates, implementing and finalizing the budget of districts and wards in Da Nang city; to be completed before November 30, 2024.
The Ministry of Construction shall preside over the development and submit to the Prime Minister for promulgation a Decision on piloting decentralization and procedures for approving local adjustments to the general planning for construction of functional areas and local adjustments to the general planning for urban areas of Da Nang city; to be completed before October 15, 2024.
The Ministry of Information and Communications shall preside over the research and development of a plan to develop the production of technology, information, semiconductor, artificial intelligence, and cloud computing products; to be completed by December 2024.
The Ministry of Science and Technology shall preside over the research and development of a plan to promote scientific and technological research, innovation and flexible and effective application of achievements of the fourth industrial revolution; to be completed by December 2024.
The Ministry of Education and Training is in charge of researching and developing a plan to train high-quality human resources for Da Nang city; to be completed in the fourth quarter of 2024.
The Ministry of Labor, War Invalids and Social Affairs shall preside over the research and development of a vocational training plan, improving vocational skills and vocational skills related to emerging industries (semiconductors, artificial intelligence, cloud computing, etc.), new growth drivers such as digital transformation, green transformation, circular economy); to be completed by December 2024.
Promote decentralization and delegation of authority along with resource allocation
For Da Nang city, the Prime Minister requested that the city must be confident, courageous, dare to think, dare to do, proactive, creative, self-reliant, and self-reliant; mobilize all resources to organize the implementation of mechanisms, policies, and tasks stipulated in Resolution No. 136/2024/QH15.
Review all mechanisms and policies stipulated in Resolution No. 136/2024/QH15 and the work that has been implemented; develop programs and plans to implement Resolutions of the National Assembly, the Government and decisions of the Prime Minister.
Focus on and urgently study the model and planning for the construction of the Da Nang Free Trade Zone in accordance with the potential, advantages and specific conditions of the City; preside over and coordinate with relevant ministries and agencies to develop a Project and dossier for the establishment of the Da Nang Free Trade Zone, send it to the Ministry of Planning and Investment for appraisal in the fourth quarter of 2024; closely coordinate with the Ministry of Planning and Investment in developing and submitting to competent authorities to promulgate the Operating Regulations of the Da Nang Free Trade Zone.
Urgently consolidate and arrange cadres with the same level of functions, tasks and powers as assigned in Resolution No. 136/2024/QH15; promote decentralization and delegation of authority along with resource allocation; clearly assign people, tasks, responsibilities, time and products; focus on improving the investment and business environment to maximize the specific mechanisms and policies that have been issued.
3 pioneers break through, go ahead and pave the way
To develop rapidly, comprehensively, harmoniously and sustainably in the coming time, Da Nang city needs to implement 03 pioneering breakthroughs, leading the way, including: (i) Contributing to perfecting the socialist-oriented market economic institution, especially mobilizing resources outside the state budget to develop strategic infrastructure; (ii) Innovating and flexibly applying the achievements of the 4th industrial revolution to the specific conditions of Da Nang, thereby focusing on developing digital economy, green economy, circular economy, knowledge economy, sharing economy, night economy; (iii) Pioneering breakthroughs in decentralization and delegation of power along with resource allocation, improving implementation capacity; promoting administrative reform, especially administrative procedure reform, reducing compliance costs, harassment for people and businesses; building a team of clean cadres who dare to think, dare to do, dare to innovate, dare to sacrifice for the common cause, especially the leaders.
At the same time, we must be more aware of the role, position, potential and importance of the City; more clearly define the mission of being an important locomotive, a pioneer in breaking through and paving the way, and a development pole of the Central Highlands - Central region and the whole country.
Da Nang must focus on and ensure harmonious development between economy, culture and society.
The Prime Minister noted that Da Nang must focus on and ensure harmonious development between economy, culture and society; not sacrifice social justice to pursue purely economic development; focus on handling environmental issues. Strengthen digital transformation, build digital government, digital society, digital citizens; research, develop and apply controlled testing mechanisms and policies; promote research, training, development, testing and application of artificial intelligence, cloud computing, etc.
Maintain political stability, social order and safety, national defense and security; prevent and combat corruption, waste and negativity; build a strong people's trust, national defense and people's security posture. Promote international economic integration; build an independent and self-reliant economy and integrate deeply, practically and effectively into the international community.
Along with that, building a system of administrative agencies that are united, unified, honest, democratic, active, effective, dynamic, creative, daring to think, daring to do; taking people and businesses as the center of service according to the motto of saying what you say is what you do, committing to it must be done, handling work in the spirit of not saying no, not saying difficult things, not saying yes but not doing...
