Presenting the Report on the draft Joint Resolution on organizing meetings with voters of People's Council deputies at all levels, Head of the Delegation Work Committee Nguyen Thanh Hai stated that the drafting of the Resolution is really necessary to create a common and unified legal framework for voter meetings (TXCT) of People's Council deputies at all levels nationwide. Ensuring consistency, effectiveness, efficiency and improving the quality of the TXCT activities of People's Council deputies; ensuring that all voters can directly meet, express their thoughts and aspirations to People's Council deputies...
The draft Resolution consists of 6 chapters and 43 articles, stipulating a number of new contents. In particular, to suit the reality, the draft Resolution does not "rigidly" stipulate contact with voters after the People's Council session, but can diversify the forms of reporting to voters. The choice of reporting form is decided by the Standing Committee of the People's Council. To improve the effectiveness of voter contact, a solution applied by localities is to jointly organize voter contact between People's Council deputies at all levels; similar to the National Assembly deputies jointly meeting voters with People's Council deputies. From that reality, the Delegation Work Committee has stipulated that the People's Council deputies at higher and lower levels jointly organize voter contact but not more than two levels.
The Delegation Working Committee has stipulated the responsibilities of the Front Working Committee in villages and residential groups in coordinating with People's Council delegates and the responsibility of synthesizing voters' opinions and recommendations to competent authorities for consideration and resolution.
The Draft Resolution has stipulated the order and procedures for People's Council delegates to conduct online voter contact, direct voter contact combined with online contact and is carried out when ensuring technical conditions, network information security, and network security.
Regarding the Draft Resolution detailing the contact with voters of National Assembly deputies, it has been accepted and revised, including 7 chapters and 49 articles. The Draft has added many new regulations on: The concept of "Contact with voters of National Assembly deputies", "Proposals of voters"; "Online contact with voters"; Regulations specifying the principles of contact with voters and forms of contact with voters to serve as a basis for consistent regulations on organizing contact with voters; supplementing and clarifying the case of regulations on the responsibility to contact voters in the locality where the National Assembly deputy moves to work, in addition to contacting voters in the locality where the National Assembly deputy is running for election...
Regarding the organization of voter contact, the draft has added regulations on the form of online voter contact; direct voter contact combined with online; voter contact before and after the extraordinary session of the National Assembly; organizing voter contact in the event of natural disasters, epidemics or force majeure; collecting and synthesizing voter petitions before and after the extraordinary session of the National Assembly... to overcome the situation of "electors", "professional voters" or voter contact that is still "formal" and "monotonous".
Examining the two draft Resolutions, Chairman of the National Assembly's Law Committee Hoang Thanh Tung said that the Committee agreed with the necessity of issuing the Resolution to carry out the assigned tasks in the Law on the Vietnam Fatherland Front, continuing to institutionalize the requirements and regulations on voter contact activities of National Assembly deputies and People's Council deputies at all levels; overcoming difficulties and shortcomings; continuing to innovate and improve the quality and effectiveness of voter contact activities in particular and people's petition work in general, meeting the expectations of voters and the people.
Discussing at the meeting, Vice Chairman of the National Assembly Tran Quang Phuong suggested merging the two draft Joint Resolutions, because there are many provisions of similar nature and they both have the same legal basis, which is the Law on the Vietnam Fatherland Front, which provides detailed regulations, so merging helps reduce the number of documents that need to be issued, making it easier to ensure consistency and unity.
Deputy Prime Minister Le Thanh Long also expressed his agreement with the content of merging the two joint draft resolutions because of the nature of the work and the entities issuing the same basic resolutions.
Speaking at the meeting, National Assembly Chairman Tran Thanh Man said that the National Assembly Standing Committee, the Government, and the Central Committee of the Vietnam Fatherland Front are very interested in meeting voters at four levels: central, provincial, district, and communal levels. Agreeing to merge the two resolutions into one, the National Assembly Chairman said that meeting voters by National Assembly and People's Council deputies is also a concise, clear, focused, and key guarantee.
The National Assembly Chairman also suggested that it is necessary to focus on innovating the form of organization, content, and location of voter contact to ensure requirements; continuing to promote the role of organizing, chairing, and directing voter contact of the Vietnam Fatherland Front Committees at all levels.
