On the morning of July 12, the Hanoi People's Court continued to question a group of defendants, business owners, who paid money to many former officials to obtain permission for the rescue flight.

Standing in court, Hoang Dieu Mo (General Director of An Binh Aviation Services and Tourism Trading Company Limited - An Binh Company) admitted to giving bribes totaling 34.6 billion VND to many officials as stated in the indictment of the Supreme People's Procuracy.

According to defendant Mo, during the rescue of citizens returning home to avoid the epidemic, if the business does not pay money, it is likely that the authorities will not grant permission to organize the flight or will only be allowed to make one flight.

In 2020, An Binh Company submitted an application to the Consular Department of the Ministry of Foreign Affairs for a license. However, this unit refused on the grounds that the Immigration Department (Ministry of Public Security) had not yet responded.

Being rejected when the business was in difficulty, Mo found a way and met the defendant Tran Van Du (former Deputy Director of the Immigration Department). Here, Mr. Du asked Mo to meet his subordinate Vu Anh Tuan (former Deputy Head of this Department).

Hoang Dieu Mo's testimony showed that when making the transaction, Mr. Tuan asked the business to pay 150 million VND/trip or 2 million VND/person to get a license.

Mo also told the Ministry of Health that he was "suggested" by Mr. Pham Trung Kien (former Secretary of the Deputy Minister) to pay 150 million VND/flight if he wanted to apply for a flight permit. In court, Mo confirmed that he had given Mr. Tuan and Mr. Kien over 5 billion VND/individual.

At the Ministry of Foreign Affairs, Mo said he met former Deputy Minister of Foreign Affairs To Anh Dung to ask for help with the flight licensing policy. Seeing Mr. Dung "nod", Mo paid Mr. Dung about 8.5 billion VND.

Mo added: "When he gave it, the leader of the Ministry of Foreign Affairs did not know how much to give. Mr. To Anh Dung told him not to give it to him next time." Mo then gave money to Mr. Dung 7 more times, and he did not refuse.

Mo also confessed to giving former Consular Director Nguyen Thi Huong Lan nearly 2.6 billion VND.

In the indictment, the Supreme People's Procuracy determined that in addition to receiving 8.5 billion VND from Hoang Dieu Mo, from December 2020 to January 2022, former Deputy Minister To Anh Dung also received 36 bribes totaling 13 billion VND from businesses wanting to obtain rescue flight licenses.

Also this morning, when questioned by the People's Court, defendant Pham Ba Son (employee of Thai Hoa Company) stated that after the Company Director Tran Minh Tuan and Pham Bich Hang brought citizens back to the country, the company representative met and received approval from Mr. Chu Xuan Dung, former Vice Chairman of the Hanoi People's Committee, to quarantine these citizens in Hanoi.

After being facilitated by Hanoi leaders, from October 6, 2021, Tuan gave a total of 500 million VND 3 times to thank the former Hanoi leaders. According to the accusation, this amount was transferred by Tuan to Son's account. After that, Tuan directed Son to withdraw the money and put it in an envelope and write "send to Mr. Dung".

In addition, Son put 100 million VND in another envelope and wrote "sent to Mr. Tuyen" (Mr. Dang Dinh Tuyen, Mr. Dung's Secretary).

Responding to the jury, Son also stated that the defendant Tuan asked Son to put 20 million in an envelope, then go meet "Mr. Chung, Deputy Director of the Department of Health".

Aware of the bribes, Pham Ba Son explained that when he gave the money, he was an employee of Tran Minh Tuan and followed instructions. Son said that he did not know that the money was illegal until working with the investigation agency.

According to the People's Procuracy, from April 2021 to December 2021, Mr. Chu Xuan Dung signed 66 documents agreeing to allow 16 companies to bring Vietnamese citizens from abroad to Hanoi for quarantine. During the working process, Mr. Dung received bribes of 800 million VND and 54,000 USD (equivalent to more than 2.05 billion VND). The defendant has actively paid to recover this amount.
