(PLVN) - According to the new model, the Customs Department is organized and operates at 3 levels: Customs Department; Regional Customs Branch; Border Gate/Outside Border Gate Customs. Of which, the Customs Department has 12 units. At the same time, it organizes 20 regional Customs Branches, numbered from I to XX.
The Customs Department has just informed about the implementation of the new organizational structure of the unit. Accordingly, based on Decree No. 29/2025/ND-CP dated February 24, 2025 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Finance, on February 26, 2025, the Ministry of Finance issued Decision No. 382/QD-BTC stipulating the functions, tasks, powers and organizational structure of the Customs Department under the Ministry of Finance, effective from March 1, 2025.
The Customs Department is organized and operates at 3 levels: Customs Department; Regional Customs Branch; Border Gate/Outside Border Gate Customs. The Customs Department inherits the functions, tasks and powers of the former General Department of Customs.
Specifically, reorganize 16 Departments, Bureaus and equivalent units under the General Department of Customs into 12 units under the Customs Department as follows: Office, Legal Department, Personnel Organization Department, Inspection - Examination Department, Finance - Administration Department, Customs Management and Supervision Department, Customs Tax Operations Department, Risk Management Department, Information Technology and Customs Statistics Department, Customs Inspection Department, Anti-smuggling Investigation Department and Post-clearance Inspection Department.
The positions and functions of the basic units remain the same as they are now. The Departments under the Customs Department have the function of advising and assisting the Director of the Customs Department in performing their duties. The units with legal status, seals, and accounts at the State Treasury include: Office, Information Technology and Customs Statistics Department, Customs Inspection Sub-Department, Anti-Smuggling Investigation Sub-Department, and Post-Clearance Inspection Sub-Department.
The basic units still retain their current tasks and powers and receive additional tasks and powers of the merged or consolidated unit.
Regarding the Regional Customs Branches, reorganize the current 35 Provincial and Municipal Customs Departments into 20 Regional Customs Branches (numbered from I to XX). Headquarters and management areas of the 20 Regional Customs Branches. Of which, Region I manages the areas of Hanoi, Vinh Phuc, Phu Tho, Hoa Binh, Yen Bai; Region II manages the areas of Ho Chi Minh City; Region III: Hai Phong, Thai Binh; Region IV: Hung Yen, Hai Duong, Ha Nam, Nam Dinh; Region V: Bac Ninh, Bac Giang, Tuyen Quang, Thai Nguyen, Bac Kan; Region VI: Lang Son, Cao Bang; Region VII: Ha Giang, Lao Cai, Dien Bien, Lai Chau, Son La; Region VIII: Quang Ninh; Region IX: Quang Binh, Quang Tri, Hue; Region X: Thanh Hoa, Ninh Binh; Region XI: Nghe An, Ha Tinh; Region XII: Da Nang, Quang Nam, Quang Ngai; Region XIII: Khanh Hoa, Ninh Thuan, Binh Dinh, Phu Yen; Region XIV: Gia Lai, Kon Tum, Dak Lak, Dak Nong, Lam Dong; Region XV: Binh Thuan, Ba Ria - Vung Tau; Region XVI: Binh Duong, Binh Phuoc, Tay Ninh; Region XVII: Long An, Ben Tre, Tien Giang; Region XVIII: Dong Nai; Region XIX: Can Tho, Ca Mau, Hau Giang, Vinh Long, Tra Vinh, Soc Trang, Bac Lieu; Region XX: Dong Thap, An Giang, Kien Giang
Inheriting the position and functions of the current Provincial and Municipal Customs Departments. The Regional Customs Sub-Department is under the Customs Department, with the function of assisting the Director of the Customs Department in state management of customs and organizing the enforcement of customs laws and other relevant legal provisions in the area of operation of the Regional Customs Sub-Department according to regulations.
Regional Customs Sub-Departments have legal status, seals, and are allowed to open accounts at the State Treasury in accordance with the provisions of law.
Regional Customs Branch inherits the duties and powers of the current Provincial and Municipal Customs Departments. Regional Customs Branches have an average of no more than 8 Offices, Divisions, and Teams per Regional Customs Branch.
Regarding the Border Gate/Outside Border Gate Customs, reorganize the current Customs Branches into Border Gate/Outside Border Gate Customs. The Border Gate/Outside Border Gate Customs inherits the position and functions of the current Customs Branches; has legal status, seal, and is allowed to open an account at the State Treasury according to the provisions of law; inherits the tasks and powers of the current Customs Branches. The total number of Border Gate/Outside Border Gate Customs units shall not exceed 165 units.
After rearranging and reorganizing the General Department of Customs into the Customs Department, it is expected to reduce about 485/902 focal points, equivalent to 53.77%.
Based on the regulations of the Government and the Ministry of Finance, the Customs Department is urgently completing and submitting to competent authorities for promulgation regulations on the functions, tasks, powers and organizational structure of Customs agencies at all levels under the organizational structure of the Customs Department. During this time, customs procedures for exported and imported goods; means of transport exiting, entering and transiting the country will still be carried out according to the codes and locations for customs procedures previously announced (now the Customs at the border gate/outside the border gate) and according to the provisions of the Customs Law and related legal documents to ensure no interruption in work and normal customs clearance of exported and imported goods.
